Book excerpt: Line-integrated refractivity is isolated as the basic parameter required for correcting atmosphere-induced radar ranging data errors. A basis for the determination of integrated refractivity from measurements of the absorption or emission of infrared and of microwave radiation by atmospheric oxygen and water vapor, with subsequent interpretation of those measurements in terms of integrated oxygen and water-vapor partial densities, is then established. Both active and passive absorption-measuring systems applicable to the range data-correction problem are described. Finally, examples of integrated oxygen and water-vapor partial densities obtained with active infrared and passive microwave instrumentation of the types described are presented. It is estimated that incorporation of such instrumentation into ranging systems will permit a real-time line-integrated refractivity measurement accuracy of about 1 percent in total line-integrated refractivity. Book excerpt: The Advanced Study Institute (ASI) under discussion was initiated by the "Special Programme Panel on Radio meteorology" of the Scientific Affairs Division of NATO. The domain of this panel - and consequently the topics of their former ASI-~rogrammes - is the influ ence of the non-ionized atmosphere on electromagnetic wave propagation, its prediction and its use as a re mote sensing technique. It is the final goal to inform radio and radar engineers about the various defects caused by the propagation medium atmosphere. Today there exist high-sensitive radar systems which can pro vide identification and produce images of distant ob jects very accurately by measuring a) the effect of the target on the shape of a short radar pulse, or b) the wave front (phase and amplitude distribution) and its orientation in space. But usuallv the radar-to-target path is through the inhomogeneous and turbulent atmo sphere and so the absolut limits of the system are very often determined by this atmosphere. It was the plan of this ASI to arrange an interdisciplinary information exchange between radar experts and propagation specia lists in order to get a better understanding of the susceptibility to atmospheric effects and to develope new methods that will reduce or correct these errors. The lectures given and especially the intensive dis cussions during the workshop sessions contributed to this aim.

A total of 17 thermosonde soundings was performed within a distance of 120 km to the radar site. The variance between estimates of (C(2)(n)) from backscattered radar power and in situ thermosonde observations is found to be comparable to the observed variance of the radar estimates due to temporal and spatial variations of the turbulent parameters (angle brackets denote average over the radar range resolution of 1 km). The high-resolution thermosonde observations allow us to test the applicability of the turbulent volume fraction model to the estimation of (e) from (C(2)(n)). The data indicate that the turbulent volume fraction should not be modeled as the fraction of unstable layers with gradient Richardson number R1
