The Human Capital Index 2020 Update: Human Capital in the Time of COVID-19 presents the first update of the HCI, using health and education data available as of March 2020. It documents new evidence on trends, examples of successes, and analytical work on the utilization of human capital. The new data—collected before the global onset of COVID-19—can act as a baseline to track its effects on health and education outcomes. The report highlights how better measurement is essential for policy makers to design effective interventions and target support. In the immediate term, investments in better measurement and data use will guide pandemic containment strategies and support for those who are most affected. In the medium term, better curation and use of administrative, survey, and identification data can guide policy choices in an environment of limited fiscal space and competing priorities. In the longer term, the hope is that economies will be able to do more than simply recover lost ground. Chouki El Hamel argues that we cannot rely solely on Islamic ideology as the key to explain social relations and particularly the history of black slavery in the Muslim world, for this viewpoint yields an inaccurate historical record of the people, institutions and social practices of slavery in Northwest Africa. El Hamel focuses on black Moroccans' collective experience beginning with their enslavement to serve as the loyal army of the Sultan Isma'il. By the time the Sultan died in 1727, they had become a political force, making and unmaking rulers well into the nineteenth century. The emphasis on the political history of the black army is augmented by a close examination of the continuity of black Moroccan identity through the musical and cultural practices of the Gnawa.

Since 1870, however, they have been the target of an official war led by people whose concept of home does not include the hotel. Do these residences constitute an essential housing resource, or are they, as charged, a public nuisance? Living Downtown, the first comprehensive social and cultural history of life in American residential hotels, adds a much-needed historical perspective to this ongoing debate. Creatively combining evidence from biographies, buildings and urban neighborhoods, workplace records, and housing policies, Paul Groth provides a definitive analysis of life in four price-differentiated types of downtown residence. He demonstrates that these hotels have played a valuable socioeconomic role as home to both long-term residents and temporary laborers. Also, the convenience of hotels has made them the residence of choice for a surprising number of Americans, from hobo author Boxcar Bertha to Calvin Coolidge. Groth examines the social and cultural objections to hotel households and the increasing efforts to eliminate them, which have led to the seemingly irrational destruction of millions of such housing units since 1960.
