Book excerpt: Assessing Command and Control Effectiveness: Dealing with a Changing World offers a description of the current state of Command and Control (C2) research in imperfect settings, showing how a research process should assess, analyse and communicate results to the development cycle of methods, work, manning and C2-technology. Special attention is given to the development of C2 research methods to meet the current and coming needs. The authors also look forward towards a future where effective assessment of C2 abilities are even more crucial, for instance in agile organisations. The purpose of the C2 research is to improve the process and make it more effective while still saving time and money. Research methods have to be chosen carefully to be effective and simple, yet provide results of high quality. The methodological concerns are a major consideration when working under such circumstances. Furthermore, there is often a need for a swift iterative development cycle, and thus a demand to quickly deliver results from the research process. This book explains how field research experimentation can be quick, simple and effective, being able to draw valid conclusions even when sample sizes are small and resources are limited, collecting empirical data using measures and procedures that are minimally intrusive.

Available in PDF, EPUB and Kindle. Book excerpt: Since its inception, just after the Second World War, Human Factors research has paid special attention to the issues surrounding human control of systems. Command and control environments continue to represent a challenging domain for human factors research. Modelling Command and Control takes a broad view of command and control research, to include C2 (command and control), C3 (command, control and communication), and C4 (command, control, communication and computers) as well as human supervisory control paradigms. The book presents case studies in diverse military applications (for example, land, sea and air) of command and control. The book explores the differences and similarities in the land, sea and air domains; the theoretical and methodological developments, approaches to system and interface design, and the workload and situation awareness issues involved. It places the role of humans as central and distinct from other aspects of the system. Using extensive case study material, Modelling Command and Control demonstrates how the social and technical domains interact, and why each require equal treatment and importance in the future.

This book was released on 2013 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Annotation. Our nation faces the distinct possibility of a catastrophic terrorist attack using an improvised nuclear device (IND), according to international and U.S. intelligence. Detonation of an IND in a major U.S. city would result in tens of thousands to hundreds of thousands of victims and would overwhelm public health, emergency response, and health care systems, not to mention creating unprecedented social and economic challenges. While preparing for an IND may seem futile at first glance, thousands of lives can be saved by informed planning and decision making prior to and following an attack. In 2009, the Institute of Medicine published the proceedings of a workshop assessing the health and medical preparedness for responding to an IND detonation. Since that time, multiple federal and other publications have added layers of detail to this conceptual framework, resulting in a significant body of literature and guidance. However, there has been only limited planning effort at the local level as much of the federal guidance has not been translated into action for states, cities and counties. According to an informal survey of community preparedness by the National Association of City and County Health Officials (NACCHO), planning for a radiation incident ranked lowest in priority among other hazards by 2,800 local health departments. The focus of Nationwide Response Issues After an Improvised Nuclear Device Attack: Medical and Public Health Considerations for Neighboring Jurisdictions: Workshop Summary is on key response requirements faced by public health and health care systems in response to an IND detonation, especially those planning needs of outlying state and local jurisdictions from the detonation site. The specific meeting objectives were as follows:- Understand the differences between types of radiation incidents and implications of an IND attack on outlying communities.-Highlight current planning efforts at the federal, state, and local level as well as challenges to the implementation of operational plans.-Examine gaps in planning efforts and possible challenges and solutions.-Identify considerations for public health reception centers: how public health and health care interface with functions and staffing and how radiological assessments and triage be handled.-Discuss the possibilities and benefits of integration of disaster transport systems.-Explore roles of regional health care coalitions in coordination of health care response.

Book excerpt: Commanding and controlling organizations in extreme situations is a challenging task in military, intelligence, and disaster management. Such command and control must be quick, effective, and considerate when dealing with the changing, complex, and risky conditions of the situation. To enable optimal command and control under extremes, robust structures and efficient operations are required of organizations. This work discusses how to design and conduct virtual experiments on resilient organizational structures and operational practices using modeling and simulation. The work illustrates key aspects of robustly networked organizations and modeled performance of human decision-makers through examples of naval-air defense, counterterrorism operations, and disaster responses.

Book excerpt: Over the past decade, the Command and Control (C2) field has been making a transformation from top-down, directive command to Network Centric Operations (NCO), peer-to-peer negation, self-synchronization, and agility. As the terms NCO and NEC suggest, C2 systems are regarded as networks, rather than a hierarchy. Accordingly, it is appropriate to view the C2 process and C2 systems through the lens of network theory. Network Topology in Command and Control: Organization, Operation, and Evolution aims to connect the fields of C2 and network science. Featuring timely research on topics pertaining to the C2 network evolution, security, and modeling, this publication is ideal for reference use by students, academicians, and security professionals in the fields of C2 and network science.

Book excerpt: The Oscar-shortlisted documentary Command and Control, directed by Robert Kenner, finds its origins in Eric Schlosser's book and continues to explore the little-known history of the management and safety concerns of America's nuclear aresenal. “A devastatingly lucid and detailed new history of nuclear weapons in the U.S. Fascinating.” —Lev Grossman, TIME Magazine “Perilous and gripping . . . Schlosser skillfully weaves together an engrossing account of both the science and the politics of nuclear weapons safety.” —San Francisco Chronicle A myth-shattering exposé of America’s nuclear weapons Famed investigative journalist Eric Schlosser digs deep to uncover secrets about the management of America’s nuclear arsenal. A groundbreaking account of accidents, near misses, extraordinary heroism, and technological breakthroughs, Command and Control explores the dilemma that has existed since the dawn of the nuclear age: How do you deploy weapons of mass destruction without being destroyed by them? That question has never been resolved—and Schlosser reveals how the combination of human fallibility and technological complexity still poses a grave risk to mankind. While the harms of global warming increasingly dominate the news, the equally dangerous yet more immediate threat of nuclear weapons has been largely forgotten. Written with the vibrancy of a first-rate thriller, Command and Control interweaves the minute-by-minute story of an accident at a nuclear missile silo in rural Arkansas with a historical narrative that spans more than fifty years. It depicts the urgent effort by American scientists, policy makers, and military officers to ensure that nuclear weapons can’t be stolen, sabotaged, used without permission, or detonated inadvertently. Schlosser also looks at the Cold War from a new perspective, offering history from the ground up, telling the stories of bomber pilots, missile commanders, maintenance crews, and other ordinary servicemen who risked their lives to avert a nuclear holocaust. At the heart of the book lies the struggle, amid the rolling hills and small farms of Damascus, Arkansas, to prevent the explosion of a ballistic missile carrying the most powerful nuclear warhead ever built by the United States. Drawing on recently declassified documents and interviews with people who designed and routinely handled nuclear weapons, Command and Control takes readers into a terrifying but fascinating world that, until now, has been largely hidden from view. Through the details of a single accident, Schlosser illustrates how an unlikely event can become unavoidable, how small risks can have terrible consequences, and how the most brilliant minds in the nation can only provide us with an illusion of control. Audacious, gripping, and unforgettable, Command and Control is a tour de force of investigative journalism, an eye-opening look at the dangers of America’s nuclear age.

Book excerpt: The economy is global, businesses are increasingly global, management has gone global and there is an increasing demand (and reward) for truly skilled global leaders, managers and executives. Black and Morrison address this change by asking why and when globalization truly began and explain how businesses can adapt themselves to remain competitive in increasingly global markets. Written by authoritative experts and based on extensive, up-to-date research and interviews with leading global leaders, The Global Leadership Challenge provides practical tools to develop global leadership skills, laying down the capabilities that must be developed and the plans that must be made to meet the globalization challenge. This will be truly vital reading for middle managers who have ambition for more senior positions, senior managers that are already bumping up against the challenges of global leadership, and top executives who are in the midst of the challenges of global leadership.
