Given its scope, the book is of interest to all researchers and practitioners in the geosciences, hydrology, water resources, hydrogeology, natural resources management, environment, engineering, law, sociology, education, philosophy, culture, among others. This joint congress is the result of a collaborative agreement between the IAH (International Association of Hydrogeologists) and IAPG (International Association for Promoting Geoethics) and reflects the need for concerted actions to achieve sustainable development. The diversity, scale, significance and increasing magnitude of anthropogenic interactions with aquifers and groundwater, which often involve conflicting values or interests, call for analysis, discussions and decisions on the part of the agents involved, e.g. groundwater scientists, policymakers, managers, organisations, professionals and citizens. This approach calls for a responsible, sustainable and human approach to groundwater use and management. The groundwater community involved in the exploration and exploitation, use and management of this increasingly vital natural resource is becoming more and more aware that ethical issues pervade all our attitudes from concept to action and need to be addressed. Diverse values and cultures, science and education, law and policies, human and natural environments and the public and the economic sectors view groundwater and its value and/or role differently. Book excerpt: Despite the legal and policy foundation of BiH, gender considerations have only marginally been mainstreamed in state and entity policies on rural development or other sectors related to agriculture. At the state level, the Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021) addresses support for women as a cross-cutting initiative but fails to fully mainstream gender. Rather, the strategy includes a stand-alone sub-section on gender equality that presents rather superficial analysis of gender disparities in rural areas and includes no strategic guidance. Measures are suggested for “young people/women” in combination and for improving access to business grants, rural loans and agricultural associations. One monitoring indicator measures “women’s participation” in investment programs for agricultural holdings and diversification of rural economy (Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021). The inconsistent application of gender mainstreaming to policy development and the very limited capacity of most line ministries to include a gender perspective in their core work contribute to a situation in which gender equality is poorly reflected in state policies that concern agriculture and rural development. Meanwhile, rural areas are marked by women’s poverty, which is linked to their economic dependence, over representation in informal and unpaid work, and the fact that elderly rural women in particular tend not to be covered by the pension system and are often living alone because they are widowed.

An important step towards resolving this global crisis is to understand its magnitude: how many people lack access to drinking water and sanitation? To help answer this question household surveys and censuses are conducted every year throughout the world to assess drinking water sanitation and hygiene-related practices at the household level. Because of variations in survey tools attempts to compare the results of one survey with those of another have been fraught with diffi culties. Solving survey comparability problems is crucial if we are to establish accurate trends over time within a country and compare data between countries. For this reason the WHO/UNICEF Joint Monitoring Programme for Water Supply and Sanitation developed a set of harmonized survey questions that resolves the comparability problems of the past. Including the harmonized questions in national surveys and censuses will help countries gain more systematic information on the drinking water and sanitation needs of thei population. With popular use these harmonized questions will make data across international and national survey programmes more comparable which in turn will result in more accurate country regional and global estimates of unmet drinking water and sanitation needs. The core harmonized questions presented in this guide have been adopted by the Demographic and Health Surveys the Multiple Indicator Cluster Survey and the World Health Survey. The purpose of this guide is to encourage even more widespread use of these harmonized questions because accurate information is a valuable tool that can be used to assess progress towards international and national goals and targets. It also allows decision-makers and stakeholders to make evidence-based choices and direct efforts to where they are needed as well as promotes increased investment in the sector.
