Diverses quantifications des transferts opérés en faveur des industries française et allemande complètent la première partie. Les parties suivantes analysent les interventions publiques dans chaque secteur industriel (14 secteurs analyses couvrant environ 90% de la valeur ajoutée industrielle). La recherche déborde une analyse qui serait limitée à l'évaluation des seuls plans ou programmes sectoriels. Les principaux résultats mettent en évidence : - l'indéniable cohésion de l'industrie allemande, fondée sur une action publique (Bund et Lander) visant à développer des comportements solidaires de la part des acteurs industriels, -le lien entre la spécialisation intrabranche et l'extraversion du système productif français et de son corollaire : la déstructuration des filières de production. Les aides publiques, bien que massives, n'apparaissent en définitive que comme des palliatifs d'efficacité limitée visant en partie à compenser les dysfonctionnements au sein de l'appareil de production. En Allemagne prévaut une vision à long terme de l'industrie. Les divers programmes technologiques allemands apparaissent remarquablement liés entre eux et réalisent le lien entre innovation de procédé et innovation de produit. En France, la planification cache, au contraire, de plus en plus mal une pratique industrielle contrainte par le court terme et la montée des déséquilibres (emploi, commerce extérieur).
