Under two federal administrations significant environmental legislative, regulatOly and institutional changes took place which affected our Nation's wetland resources. Injust a few years, we have seen rapid evolution in the way in which we view wetlands with more emphasis on specific wetland types and the geographic provinces in which they occur. This Southern Appalachian Man and the Biosphere (SAMAB) conference on "Wetland Ecology, Management and Conservation" represents just one example of our desire to understand wetlands in non-coastal regions of the southern United States. The backdrop to this conference was one where the government, universities, and private sector have come together to create a broader and more sophisticated understanding of environmental stewardship for our water resources, especially wetlands. Although enforcement of environmental legislation by federal and state government agencies - limited by manpower shortages, budgetary constraints and undermined by weak enforcement - remains strong as measured by world standards; the realization that environmental degradation of wetlands is likely to get much worse necessitates a greater commitment and increased resource allocation for wetland protection and management. These contiIUled pressures on the wetland resource will create substantial opportunities for the application of environmentally-sound technologies and interdisciplinmy modeling teams to keep abreast of the factors influencing wetland integrity and function in the last half of the 1990's.

Book excerpt: In the early 1980s there were several published reports of recent, unexplained increases in mortality of red spruce in the Adirondack Mountains and the northern Appalachian Mountains of the eastern United States. These reports coincided with documentation of reductions in radial growth of several species of pine in the southeastern United States, and with the severe, rapid, and widespread decline of Norway spruce, silver fir, and some hardwoods in central Europe. In all of these instances, atmospheric deposition was hypothesized as the cause of the decline. (Throughout this volume, we use the term "decline" to refer to a loosely synchronized regional-scale deterioration of tree health which is brought about by a combination of stress factors. These may be biotic or abiotic in nature, and the combinations may differ from site to site. ) Heated public debate about the causes and possible cures for these forest declines ensued. Through the course of this debate, it became clear that information about forest health and air pollution effects on forests was inadequate to meet policymakers' needs. Ecology and Decline of Red Spruce in the Eastern United States addresses that gap for eastern spruce fir forests and represents the culmination of a great deal of research conducted in recent years. The focus is on red spruce because the decline of red spruce was both dramatic and inexplicable and because of the great amount of information gathered on red spruce.

In this book, Reed Noss discusses the essential role of fire in generating biodiversity and offers best practices for using fire to keep the region's ecosystems healthy and resilient. Reviewing several lines of evidence, Noss shows that fire has been important to the southeastern Coastal Plain for tens of millions of years. He explains how the region's natural fire regimes are connected to its climate, high rate of lightning strikes, physical chemistry, and vegetation. But urbanization and active fire suppression have reduced the frequency and extent of fires. Noss suggests the practice of controlled burning can and should be improved to protect fire-dependent species and natural communities from decline and extinction. Noss argues that fire managers should attempt to simulate natural fire regimes when conducting controlled burns. Based on what the species of the Southeast likely experienced during their evolutionary histories, he makes recommendations about pyrodiversity, how often and in what seasons to burn, the optimal heterogeneity of burns, mechanical treatments such as cutting and roller-chopping, and the proper use of fuel breaks. In doing so, Noss is the first to apply the new discipline of evolutionary fire ecology to a specific region. In order to understand the recent composition of local floras and plant communities a second knowledge of species com position during recent millenia is essential. With the present concern over climate changes, due to human activities, an understanding of past vegeta tion distribution becomes even more important, since the correlation between climate and vegetation can often be used to predict possible impacts to crops and forests. I was very fortunate to receive the help of Drs. Webb and Huntley to compile this volume on vegetation history. They have collated an impres sive set of papers which together give an account of the vegetation history of most of the continents during the late-Tertiary and Quaternery periods. There are, however, gaps in the coverage achieved, most notably Africa, and Asia apart from Japan. The information in this book will nonetheless certainly be used widely by vegetation scientists for the regions covered in the book and much of it has relevance to the areas not explicitly described. The authors of the individual chapters have done their best to cover recent topics of interest as well as established facts. It is intended that a separate volume will be produced in the near future covering the vegetation history of Africa and Asia.
