Book excerpt: El principal objetivo del proyecto QUITS ha sido la mejora de la toma de decisión en el sector transportes, mediante la comparación de la calidad de las diferentes alternativas modales de los itinerarios interurbanos. Se basa en la idea de que la calidad de un sistema de transporte depende de variables internas (costes directos, tiempo de transporte) y externas (costes medioambientales, sociales y externos). QUITS cubre todos los modos de transporte tanto de viajeros como de mercancías. El libro consta de 5 capítulos. El primero describe los aspectos generales de la medida de la calidad, y define las principales variables a considerar y su valor en el proceso de cuantificación. El capítulo segundo estudia la metodología para la evaluación de la calidad interna de los sistemas de transporte interurbano. Se muestra la importancia del tiempo de transporte y se analizan los costes internos. El capítulo tercero se centra en la evaluación de la calidad externa: externalidades del transporte y su incidencia en la política de precios. Se identifican y analizan los costes externos (contaminación, emisiones, ruido, accidentes, impacto medioambiental...) mediante el uso de nuevos modelos, y se cuantifican los costes externos en términos monetarios. El capítulo cuarto se dedica a la presentación de los resultados obtenidos de la aplicación de la metodología QUITS a tres itinerarios interurbanos europeos: Milán-Frankfurt, Londres-Lille y Munich-Patras. Se miden todos los indicadores físicos y monetarios para cada uno de esos corredores y para todos los modos de transporte disponibles en ellos, de forma que se pueda valorar cada una de las alternativas. Se publican los resultados obtenidos en una serie de tablas y gráficos, mostrando que los costes externos del transporte de mercancías por carretera son nueve veces mayores que los del transporte ferroviario (11 veces para las mercancías) y aproximadamente el doble que los del transporte aéreo. Finalmente, el capítulo cinco ofrece las principales conclusiones y recomendaciones.

Two National Research Council (NRC) studies recommended, as a matter of high priority, that the Bureau of Transportation Statistics (BTS) in the U.S. Department of Transportation (USDOT) develop a consistent, easily understood, and useful set of key indicators of the transportation system. The NRC's Committee on National Statistics and its Transportation Research Board, which conducted these studies, convened a workshop on June 13, 2000. The purpose of the Workshop on Transportation Indicators was to discuss issues relating to transportation indicators and provide the Bureau of Transportation Statistics with new ideas for issues to address.
