Book excerpt: The third historic meeting of Allied leaders in 1943 (Casablanca and Trident occurred earlier in the year), the Quadrant Conference (also called the Quebec Conference) was held from August 14 to 24 in Quebec City, Canada. President Franklin D. Roosevelt, British prime minister Winston S. Churchill, and the Combined Chiefs of Staff attended the conference, and Canadian prime minister Mackenzie King served as host. The opening of a second front in northern France, code-named Operation Overlord, was extensively discussed at the conference. Ultimately, the Allied leaders decided that Overlord was to be the main effort in Europe for the next year, with a target invasion date of May 1, 1944. In the Pacific, one important decision reached at Quadrant was the establishment of the Southeast Asia Command in the China-Burma-India Theater. Another major Allied focus in the Pacific was planning strategic bombing operations for the defeat of Japan using B-29 Superfortresses. Quadrant was one in a series of high-level conferences held by the US and British leaders in Washington, DC; Casablanca; Quebec; Cairo; Tehran; Malta; Yalta; and Potsdam to formulate the Allied grand strategy. At the Tehran, Yalta, and Potsdam conferences, the Soviet leader Joseph Stalin was also in attendance and played an important role. Churchill formulated allied grand strategy at a series of high-level conferences held in Washington, DC, Casablanca, Quebec, Cairo, Tehran, Yalta, and Potsdam. At the Tehran, Yalta, and Potsdam conferences, the Russian leader, Joseph Stalin, also played a major role. Under policy guidance from their national leaders, the newly formed US Joint Chiefs of Staff and their British counterparts, known collectively as the Combined Chiefs of Staff, hammered out the military details of allied strategy. The minutes of the Combined Chiefs' meeting at the major conferences touch on virtually every policy and strategy issue of World War II, from initial troop deployments to counter Axis aggression, through the debates about the location and timing of the principal Anglo-American offensives, to the settlement of post-war occupation boundaries. Besides being an invaluable primary source on the early years of the Joint Chiefs of Staff and on the planning and conduct of World War II, these documents also offer insights for today on the problems of managing a global coalition war. Originally highly classified documents, the minutes were declassified on October 3, 1973. QUADRANT (Quebec, 14-24 August 1943). Roosevelt, Churchill, and their military chiefs of staff decided that the cross-Channel attack, codename OVERLORD, was to be the main Anglo-American effort in Europe for 1944, with a target date of 1 May. They approved the outline plan developed by the combined Chief of Staff to the Supreme Allied Commander (COSSAC) staff and authorized preparations. The combined bomber offensive was to continue with the "highest strategic priority." At the same time, the offensive against Italy was to continue. Planning was authorized for an invasion of southern France as a companion to OVERLORD. The allies approved the U.S. schedule of operations in the Central and South Pacific and established the Southeast Asia Command in the CBI. The leaders discussed the shift of forces to the Pacific after Germany's defeat and established a twelve-month target for finishing off Japan after Germany surrendered.

Book excerpt: The principal participants at the Trident Conference—which was held in Washington, DC, from May 12 to 25, 1943—were President Franklin D. Roosevelt, British prime minister Winston S. Churchill, and the Combined Chiefs of Staff. British Field Marshal Archibald P. Wavell; Major General Claire L. Chennault, USA; and Lieutenant General Joseph W. Stilwell, USA, from the China-Burma-India Theater were also present for the discussions on this region, marking the first time when Allied commanders from Asia attended a major wartime conference. Building on the decision at the Casablanca Conference to knock Italy out of the war first, the planning for the Italian campaign, which would begin with the amphibious invasion of Sicily (Operation Husky), was a major focus at the Trident Conference. The Allied leaders also deliberated on how and when to stage the cross-Channel invasion of France to bring the war with Germany to an end. Other notable topics of discussion at Trident included increasing air attacks on Axis targets—with an emphasis on bombing the oil fields in Ploiesti, Romania—and recapturing Burma from Japanese forces and reopening the supply lines to China. Trident was one in a series of high-level conferences held by the US and British leaders in Washington, DC; Casablanca; Quebec; Cairo; Tehran; Malta; Yalta; and Potsdam to formulate the Allied grand strategy. At the Tehran, Yalta, and Potsdam conferences, the Soviet leader Joseph Stalin was also in attendance and played an important role. Book excerpt: The Octagon Conference (also called the Second Quebec Conference) occurred from September 12 to 16, 1944, in Quebec City, Canada. The primary attendees were President Franklin D. Roosevelt, British prime minister Winston S. Churchill, and the Combined Chiefs of Staff (CCS). Canadian prime minister Mackenzie King served as host for the conference but did not attend significant meetings. In addition to papers and meeting minutes from the Octagon Conference, this collection also includes minutes from the CCS meetings in London in June 1944. At the Octagon meetings, the participants discussed the invasion of France, including the progress of Operation Neptune, the cross-Channel portion of Operation Overlord. For the Pacific theater, the extent of British participation in the war against Japan was deliberated. One key discussion centered around the Burma campaign, including Operation Dracula, the airborne and amphibious attack on Rangoon. The most far-reaching exchange, however, concerned the allocation of postwar occupation zones in Germany. Octagon was one in a series of high-level conferences held by the US and British leaders in Washington, DC; Casablanca; Quebec; Cairo; Tehran; Malta; Yalta; and Potsdam to formulate the Allied grand strategy. At the Tehran, Yalta, and Potsdam conferences, the Soviet leader Joseph Stalin was also in attendance and played an important role. Roosevelt and British prime minister Winston S. Churchill met at the Anfa Hotel in Casablanca in French Morocco for a ten-day conference to plan the next stages of the war against the Axis. Accompanied by the French generals Charles de Gaulle and Henri Giraud, the two leaders and the Combined Chiefs of Staff mapped out the grand strategy for both the European and the Pacific theaters. (Soviet premier Joseph Stalin was invited but unable to attend because of the ongoing Battle of Stalingrad.) Held just two months after the Anglo- American landings in French North Africa and known as the Casablanca Conference, the meeting lasted from January 14 to 24 and addressed several key issues of the conflict, such as the opening of a second front in France (the decision was made at Casablanca to first invade Sicily and then the Italian mainland in order to drive Italy out of the war), the German U-boat threat on convoys in the Atlantic, and Roosevelt and Churchill's decision to pursue the unconditional surrender of the Axis powers. Casablanca was one in a series of high-level conferences held by the US and British leaders in Washington, DC; Morocco; Quebec; Cairo; Tehran; Malta; Yalta; and Potsdam to formulate the Allied grand strategy. At the Tehran, Yalta, and Potsdam conferences, the Soviet leader Stalin was also in attendance and played an important role. Book excerpt: The Terminal Conference (also known as the Potsdam Conference) marked the final meeting of the Allied leaders during World War II. Held in Potsdam, Germany, from July 17 to August 2, 1945, the conference was notable for several reasons. First, Germany had unconditionally surrendered on May 8, allowing the Allies to devote the majority of Terminal’s planning to the war against Japan. Second, two members of the original Big Three would not attend the conference in its entirety. President Franklin D. Roosevelt had passed away on April 12, and his role at the meeting was filled by his successor Harry S. Truman. Winston S. Churchill, the British prime minister, was only present for the first part of the conference; he was replaced on July 26 by the newly elected Clement R. Attlee. Of the original Big Three leaders, only Soviet premier Joseph Stalin attended all of the meetings at Potsdam. Focusing almost exclusively on the Pacific campaign, the Allied leaders and the Combined Chiefs of Staff discussed numerous topics related to the war against Japan. Primary among these was the unconditional surrender of Japan at the earliest possible date; this was the overall objective in the Asian theater. Terminal was one in a series of high-level conferences held by the US and British leaders in Washington, DC; Casablanca; Quebec; Cairo; Tehran; Malta; Yalta; and Potsdam to formulate the Allied grand strategy. At the Tehran, Yalta, and Potsdam conferences, the Soviet leader Stalin was also in attendance and played an important role. This important conference marked the second occasion that the Big Three leaders—President Franklin D. Roosevelt, British prime minister Winston S. Churchill, and Soviet premier Joseph Stalin—and the Combined Chiefs of Staff conferred on the progress of the war. The first part of the conference (sometimes called the Malta Conference) occurred in Malta from January 30 to February 3. It was an opportunity for American and British leaders to plan for the final campaign against the Germans and to prepare for the Yalta meeting with Stalin and Soviet leaders. The second part of the conference, also known as the Yalta Conference, was hosted by Stalin in the Soviet resort town from February 4 to 11. These highly significant meetings focused mainly on postwar plans for Europe, and Argonaut was the last wartime conference attended by Roosevelt, who would die on April 12, 1945. Argonaut was one in a series of high-level conferences held by the US and British leaders in Washington, DC; Casablanca; Quebec; Cairo; Tehran; Malta; Yalta; and Potsdam to formulate the Allied grand strategy. At the Tehran, Yalta, and Potsdam conferences, the Soviet leader Stalin was also in attendance and played an important role. Available in PDF, EPUB and Kindle. Book excerpt: "Well there it is. It won't work, but you must bloody well make it," said the chief of Britain's military leaders when he gave orders to begin planning for what became known as Operation Overlord. While many view D-Day as one of the most successful operations of World War II, most aren't aware of the intensive year of planning and political tension between the Allies that preceded the amphibious military landing on June 6, 1944. This intriguing history reveals how President Franklin D. Roosevelt, while on a fishing trip in the middle of World War II, altered his attitude toward Winston Churchill and became an advocate for Operation Overlord. Philip Padgett challenges the known narrative of this watershed moment in history in his examination of the possible diplomatic link between Normandy and the atomic bomb. He shows how the Allies came to agree on a liberation strategy that began with D-Day--and the difficult forging of British and American scientific cooperation that produced the atomic bomb. At its core this story is about how a new generation of leaders found the courage to step beyond national biases in a truly Allied endeavor to carry out one of history's most successful military operations.

Book excerpt: When Frederick Morgan was appointed COSSAC (Chief of Staff to the Supreme Allied Commander), in the spring of 1943, there was no approved plan for a cross-Channel attack and no commander. There was not even agreement about when the re-entry into the Continent would occur. The western Allies were in the midst of a great debate about the strategy or strategies to defeat Nazi Germany. COSSAC's primary task was to create a plan that would be approved by the inter-allied Combined Chiefs of Staff. To gain that authorization, Morgan had to decide where the attack was to take place, address the need for improvised shelters for the transport ships until a port could be captured; create all the structure necessary for a multi-national force that would liberate countries, not occupy them; and convince his superiors that it could be done with the limited forces they were willing to provide. COSSAC presents a new interpretation of Morgan's vital contributions to the development of the OVERLORD plan by exploring his leadership, his unorthodox approach to problem-solving, and his willingness to disregard or modify orders he thought wrong. By constantly taking the initiative to move the discussions forward, Morgan secured the needed political approval of a concept for the Normandy landings that Montgomery and Eisenhower would modify into the D-Day operational plan.

Book excerpt: Illustrated with 11 maps and 35 Illustrations From the plains of Europe to the jungles of the Pacific, the U.S. Army in World War II employed a variety of commando and guerrilla operations to harass the Axis armies, gather intelligence, and support the more conventional Allied military efforts. During the Allied invasion of northern France on D-day, elite American infantry scaled the sheer cliffs of the Normandy coast, while smaller combat teams and partisans struck deep behind German lines, attacking enemy troop concentrations and disrupting their communications. On the other side of the globe, U.S. soldiers led guerrillas against Japanese patrols in the jungles of the Philippines and pushed through uncharted paths in the rugged mountains of northern Burma to strike at the enemy rear. Special operations such as these provided some of the most stirring adventure stories of the war, with innumerable legends growing from the exploits of Darby’s and Rudder’s Rangers, Merrill’s Marauders, the Jedburghs, the guerrillas of the Philippines, and the Kachins of northern Burma. Despite the public and historical attention paid to the exploits of American special operations forces in World War II, their significance remains a matter of dispute. Both during and after the conflict, many officers argued that such endeavors contributed little in a war won primarily by conventional combat units. They perceived little, if any, place for such units in official Army doctrine. Yet others have contended that a broader, more intelligent use of special operations would have hastened the triumph of Allied arms during World War II. In their eyes, the experience gained by the U.S. Army in the field during the war was important and foreshadowed the shape of future military operations.
