Book excerpt: The “Qatar papers” reveal the mapping of proselytism in France and Europe led by Qatar Charity, the most powerful Qatari NGO. These confidential documents, disclosed for the first time, detail most of the 140 projects to finance mosques, schools and Islamic centres, for the benefit of associations linked to the Muslim Brotherhood. They reveal the salary paid to Tariq Ramadan, a figure of political Islam that Doha sponsors outside its borders. At the end of a survey in six European countries and a dozen cities in France, the authors expose the concealment, sometimes the double language, of Muslim associations on their foreign funding, as well as the ostrich policy followed by many mayors, out of electoralism or ignorance. They point out the absurdity of the situation: with the faithful's money alone as a subsidy, how could mosques in France deprive themselves of aid from abroad? A journey behind-the-scenes of a wealthy and opaque NGO linked to the top of the Qatari state, as revealed by its funding by several members of the ruling family, the Al Thani.

Available in PDF, EPUB and Kindle. Book excerpt: For several years now, Islamism has been associated with 'jihadism' and violent extremism both in academia and in contemporary political debates. However, this association can be misleading: Islamism has much deeper roots than 'jihadi terrorism' and it stands as a powerful and complex ideology inspiring thoughts, actions and groups all over the world. Emerging as a protest-for-justice ideology claiming freedom against Western colonisation of the Muslim world, Islamism has triggered both individuals and groups worldwide since the early 1900s. Almost as a sacred ideology – based on the need to revive Islam as the only saving grace for Muslims around the world – Islamism started to be widely associated with 'jihadism' after 9/11. Before then, Islamism was not automatically related to terrorism but to resistance. Given that terrorists are only a small and definite portion of Islamists, this volume aims to re-focus research on Islamism beyond 'jihadism' by collecting relevant contributions on Islamist but non-violent organisations. More precisely, this volume innovatively contributes to current academic debates by exploring the origins of Islamism and the differences between 'jihadism', the evolution of Islamism over time and places and the role played by the most influential non-'jihadist' Islamist organisations active today as powerful non-state actors.

Book excerpt: This book is an indispensable resource for anyone looking to understand the Muslim Brotherhood; Qatar's role in promoting the group; and the ideological, social, and religious factors that have led to its ultimate failure. The book begins by looking at the birth of the Muslim Brotherhood (MB) in 1928 in Egypt. It then traces its ideology and expansion via the various affiliate organizations in the Arab world as well as its international presence up to the present day. Throughout this historical analysis, evidence is presented linking the MB again and again to political violence and a lack of a coherent policy. The book weaves into this history the influence of Qatari support, a clarification of the division between true Salafism and the MB's radical ideology, an explanation of how Jamal Khashoggi was a living metaphor for this misunderstanding, and the role the MB has played in various revolutionary movements throughout the Middle East. The book concludes with a current geopolitical outlook on the MB itself and the Arab world in which it resides. The book is extensively sourced with first-hand primary source quotes from numerous exclusive personal interviews conducted by the author, with both experts on the subject and officials in the region.

Available in PDF, EPUB and Kindle. Book excerpt: Since September 11, 2001, and the wars in Afghanistan and Iraq, many television viewers in the United States have become familiar with Al Jazeera as offering an alternative take on events from that presented by mainstream U.S. media, as well as disseminating anti-American invective. Westerners have tended toward simplistic views of Arab newspapers, radio, and television, assuming that they are all under government control and that freedom of press is non-existent. William A. Rugh, a long time observer of the Arab mass media, offers a more nuanced picture of the Arab press as it relates to the political situation in the Arab world today. Although governmental influence over the media is stronger in the Middle East than in Europe or the United States, Rugh argues that there is more diversity in the Arab media than most people in the West realize. In reality, the Arab media are coming to reflect the diversity and wide range of opinions of those within the Arab world itself. In particular, the advent of privately owned Arab satellite television in the 1990s has led to significant liberalization of the media throughout the region. Rugh concludes that a democracy of ideas and voices is slowly growing in the Arab world, and he remains guardedly optimistic about the positive role the Arab media can play in processes of democratization and nation-building.

Available in PDF, EPUB and Kindle. Book excerpt: This report examines the role of incentives, trust, and engagement as critical determinants of service delivery performance in MENA countries. Focusing on education and health, the report illustrates how the weak external and internal accountability undermines policy implementation and service delivery performance and how such a cycle of poor performance can be counteracted. Case studies of local success reveal the importance of both formal and informal accountability relationships and the role of local leadership in inspiring and institutionalizing incentives toward better service delivery performance. Enhancing services for MENA citizens requires forging a stronger social contract among public servants, citizens, and service providers while empowering communities and local leaders to find 'best fit' solutions. Learning from the variations within countries, especially the outstanding local successes, can serve as a solid basis for new ideas and inspiration for improving service delivery. Such learning may help the World Bank Group and other donors as well as national and local leaders and civil society, in developing ways to enhance the trust, voice, and incentives for service delivery to meet citizens' needs and expectations.

Available in PDF, EPUB and Kindle. Book excerpt: 1989 ushered in a new age of freedom and prosperity. Thirty years later, the golden era is over. What went wrong? How did the age of globalization – of growing connectivity, affluence, and growth – give way? Jonathan Holslag navigates through the calm seas and rip tides of global politics from the Cold War to Russia’s invasion of Ukraine. He tells a story of faltering momentum and squandered opportunities that explains how the West’s sources of strength were lost to rising consumerism, unbalanced trade, and half-hearted diplomatic engagement. All the while, other powers, like China and Russia, grew stronger. With his trademark verve, Holslag untangles the threads of this story to reveal that it was not so much the ambition of China, the cunning of Putin, or the greed of African strongmen that led the world into this dark place; it was the failure of the West to listen to its people, to show clear leadership, and reinvent itself, in spite of ample evidence that things were going awry.

Available in PDF, EPUB and Kindle. Book excerpt: Ever wonder what it’s like to live in Qatar? Well M hadn’t. He couldn’t have even found it on a map... then found himself there. When M arrived in Qatar from London on his newly-minted expat assignment, he didn’t expect to be confronted with life’s most existential choices...so immediately. And he dragged his girlfriend-cum-wife too. “But I wanted to go to Singapore,” she said. “We got at least half-way there!” From job offer, to eloping in Las Vegas (because living together out of wedlock is haram), to having a kid - and back again, “TIQ” is a humorous, if not slightly exaggerated, acerbic account of an amateur expat’s trials and tribulations waaaay out of his depth in a country, frankly, he had never heard of. If you’re about to move to Qatar, or if you ever thought you wanted to visit (you KNOW you want to), TIQ will help you frame (and perhaps even answer) some non-trivial questions such as: - What would you choose with your marginal dollar - beer, or bacon? - Is it OK to eat your lunch on the toilet? - Who’s that scary voice on the radio every morning? and - Are traffic signs really just...guidelines? If you weren’t planning on moving to Qatar, or even visiting - the shock, laughs and jaw-droppingly ridiculous happenstances might just even move the needle (albeit slightly). Way back when M got his Hebrew tattoo, his mom, like any good Jewish-American, said, “Well, now you’ll never be able to go to the Middle East.” M just scoffed and said, “Middle East? Me? Never.” Who’s laughing now? (And by the way: the answer is definitely never bacon.)

Book excerpt: The Middle East is experiencing the world’s most prominent youth bulge. Yet many MENA economies’ institutional designs, both formal and informal, favour the power of business elites, systematically discriminating against young people joining the workforce or opening businesses, and thus limiting their ability to contribute to innovation. Large youth populations can be a boon or a curse: nurtured and integrated, they can jumpstart stratospheric growth; but if alienated and confined, they can drain a society politically and economically. The Gulf Cooperation Council countries are no exception to this perilous dilemma. This book explores the problem through a new concept, ‘creative insecurity’: a state’s subjection to an institutional ecosystem that is suppressing opportunities for innovation—to the extent that it is causing economic and political vulnerabilities, which in turn threaten national security. Creative insecurity threatens the longevity of many states today. In this original, incisive study, Dania Thafer argues that GCC member-states should make it a national security imperative to cash in their demographic dividend, by averting the deleterious effects of ill-disposed elite politics. Investing in an innovation ecosystem that harnesses the talent of the youth majority will be crucial for the GCC’s successful transition to the post-oil era.
