Marjorie McIntosh's study, the first to trace developments across that time span, focuses on three types of assistance: licensed begging and the solicitation of charitable alms; hospitals and almshouses for the bedridden and elderly; and the aid given by parishes. It explores changing conceptions of poverty and charity and altered roles for the church, state and private organizations in the provision of relief. The study highlights the creativity of local people in responding to poverty, cooperation between national levels of government, the problems of fraud and negligence, and mounting concern with proper supervision and accounting. This ground-breaking work challenges existing accounts of the Poor Laws, showing that they addressed problems with forms of aid already in use rather than creating a new system of relief.

Between 1430 and 1540 the brokage series records all departures through Southampton’s Bargate, the owner, carter, commodity, quantity, destination and date, and many deliveries too. Twelve such years make up the database that illuminates Southampton’s trade with its extensive region at the time when the city was at its most important as the principal point of access to England for the exotic spices and dyestuffs imported by the Genoese. If Southampton’s international traffic was particularly important, the town’s commerce was representative also of the commonplace trade that occurred throughout England. Seventeen papers investigate Southampton’s interaction with Salisbury, London, Winchester, and many other places, long-term trends and short-term fluctuations. The rise and decline of the Italian trade, the dominance of Salisbury and emergence of Jack of Newbury, the recycling of wealth and metals from the dissolved monasteries all feature here. Underpinning the book are 32 computer-generated maps and numerous tables, charts, and graphs, with guidance provided as to how best to exploit and extend this remarkable resource. An accompanying web-mounted database (http://www.overlandtrade.org) enables the changing commerce to be mapped and visualised through maps and trade to be tracked week by week and over a century. Together the book and database provide a unique resource for Southampton, its trading partners, traders and carters, freight traffic and the genealogies of the middling sort.

Book excerpt: Going to Market rethinks women’s contributions to the early modern commercial economy. A number of previous studies have focused on whether or not the early modern period closed occupational opportunities for women. By attending to women’s everyday business practices, and not merely to their position on the occupational ladder, this book shows that they could take advantage of new commercial opportunities and exercise a surprising degree of economic agency. This has implications for early modern gender relations and commercial culture alike. For the evidence analyzed here suggests that male householders and town authorities alike accepted the necessity of women’s participation in the commercial economy, and that women’s assertiveness in marketplace dealings suggests how little influence patriarchal prescriptions had over the way in which men and women did business. The book also illuminates England’s departure from what we often think of as a traditional economic culture. Because women were usually in charge of provisioning the household, scholars have seen them as the most ardent supporters of an early-modern ’moral economy’, which placed the interests of poor consumers over the efficiency of markets. But the hard-headed, hard-nosed tactics of market women that emerge in this book suggests that a profit-oriented commercial culture, far from being the preserve of wealthy merchants and landowners, permeated early modern communities. Through an investigation of a broad range of primary sources-including popular literature, criminal records, and civil litigation depositions-the study reconstructs how women did business and negotiated with male householders, authorities, customers, and competitors. This analysis of the records shows women able to leverage their commercial roles and social contacts to defend the economic interests of their households and their neighborhoods.

It explores the influence of landscape and population on the agriculture of Wiltshire, the regional patterns of arable and pastoral farming, and the growing contrast between the large-scale mixed farming of the chalklands and the family farms of the claylands. It examines the changing situation of the rural tenant population as it reacted to the greater opportunities available in the land-market. During this period, Wiltshire became one of the great cloth-producing counties of England (as reflected in its rising taxable wealth). Such economic expansion generated jobs both within the industry and beyond, stimulating the market for food, services and manufactured goods. Salisbury was one of the greatest cities in the kingdom, and below this was a hierarchy of interesting lesser towns. But such growth generated its own problems: more and more people became dependent on the cloth trade and particularly on exporting cloth; if exports fell, as during the mid-fifteenth-century crisis, they suffered. As scholars are increasingly aware, the later Middle Ages was a period of considerable change, and this study contributes to debates about the nature of both change and continuity at a national level. Book excerpt: The years between 1550 and 1700 saw significant changes in the nature and scope of local government: sophisticated information and intelligence systems were developed; magistrates came to rely more heavily on surveillance to inform 'good government'; and England's first nationwide system of incarceration was established within bridewells. But while these sizeable and lasting shifts have been well studied, less attention has been paid to the important characteristic that they shared: the 'turning inside' of the title. What was happening beneath this growth in activity was a shift from 'open' to 'closed' management of a host of problems--from the representation of authority itself to treatment of every kind of local disorder, from petty crime and poverty to dirty streets. Information, Institutions, and Local Government in England, 1150-1700 explores the character and consequences of these changes for the first time. Drawing on wide-ranging archival research in 34 archives, the book examines the ways in which the notion of representing authority and ethics in public (including punishment) was increasingly called into question in early modern England, and how and why local government officials were involved in this. This 'turning inside' was encouraged by insistence on precision and clarity in broad bodies of knowledge, culture, and practice that had lasting impacts on governance, as well as a range of broader demographic, social, and economic changes that led to deeper poverty, thinner resources, more movement, and imagined or real crime-waves. In so doing, and by drawing on a diverse range of examples, the book offers important new perspectives on local government, visual representation, penal cultures, institutions, incarceration, and surveillance in the early modern period.
