Book excerpt: Excerpt from Public Works and Rural Land Use: September 1942 The National Resources Planning Board and its predecessors have given special attention to the prob lems of development of our land resources. In the report of the National Resources Board of 1934, a re view of the major land requirements and land resources led to recommendations for new policies and programs of adjustment in rural land use and improvement. The supplementary reports of the Land Committee at that time provided a summary of the situation in each major field of land use with proposed policies for functional adjustment and development. Following the merging of the functions of the Fed eral Employment Stabilization Office and the National Resources Committee when the National Resources Planning Board was established in the Executive Office of the President on July 1, 1939, it became the duty of the Land Committee to assist the Board in develop ment of the 6-year program of public works by review ing public works projects proposals for conservation and development of rural lands. Available in PDF, EPUB and Kindle. Book excerpt: Public concern over land management has never been greater. This book provides a broad overview of the economics of rural land-use change, drawing attention to the meaningful role economic analysis can play in resolving public concern and supporting future, pro-active land management strategies in rural areas. The book's breadth distinguishes it from other recent texts, as it jointly offers rigorous treatments of theoretical and empirical models of rural land-use change and practical discussions of applications and relevant methods. Chapters are specifically designed to demonstrate the types of land-use questions economic analysis can answer, the types of methods that might be employed to answer these questions, and the types of public policy decisions that may be supported by such analysis. The book makes a significant contribution to contemporary land-use research, highlighting the key methodological and public policy issues that will be central to future research on the economics of rural land-use change.

Available in PDF, EPUB and Kindle. Book excerpt: State and local governments in this country have adopted a number of policies to regulate the conversion of rural land to developed uses. One of the most significant and least understood is preferential assessment of rural land under the real property tax, often called use-value assessment (UVA) or current-use assessment. This book explains and analyzes the critical questions raised by this fiscal tool for farmland preservation. Under UVA, the assessments of various parcels of land within a given state may vary tremendously from property to property. A tract that is zoned residential with access to a turnpike might be assessed at $7,865 per acre. In the very same neighborhood, though, an even larger tract of vacant land might be assessed at a mere $127 per acre, which is far below the market value. How can there be such dramatic differences in the assessment of land values within the same community or neighborhood? Has the town assessor failed to treat property owners fairly and equally, as required by state law? Not at all. Nearly all states across the country permit, and even require, local assessors to value some parcels of undeveloped land far below their fair market values for the purpose of levying local property taxes. Despite their stated purpose of preserving rural lands from urban development, UVA programs can have unintended negative consequences. One is erosion of the legal and constitutional principle of uniformity of taxation; another is shifting of the local tax burden to other property owners, perhaps in a regressive manner. Occasionally UVA programs generate political controversy and even legislative action concerning "fake farmers" who enjoy low property tax bills, but whose land might only be used to sell firewood or Christmas trees to a few friends and neighbors. This volume explains the origins, key features, impacts, and flaws of use-value assessment programs across the United States. It describes in detail the process and characteristics of UVA programs in 44 states and recommends reforms. This book serves as a road map for public officials, scholars, and journalists concerned with agricultural taxation and land use issues.

Book excerpt: In 1997, New York City adopted a mammoth watershed agreement to protect its drinking water and avoid filtration of its large upstate surface water supply. Shortly thereafter, the NRC began an analysis of the agreement's scientific validity. The resulting book finds New York City's watershed agreement to be a good template for proactive watershed management that, if properly implemented, will maintain high water quality. However, it cautions that the agreement is not a guarantee of permanent filtration avoidance because of changing regulations, uncertainties regarding pollution sources, advances in treatment technologies, and natural variations in watershed conditions. The book recommends that New York City place its highest priority on pathogenic microorganisms in the watershed and direct its resources toward improving methods for detecting pathogens, understanding pathogen transport and fate, and demonstrating that best management practices will remove pathogens. Other recommendations, which are broadly applicable to surface water supplies across the country, target buffer zones, stormwater management, water quality monitoring, and effluent trading.

Book excerpt: Land represents an important resource for the economic life of a majority of people in the world. The way people handle and use land resources impacts their social and economic well-being as well as the sustained quality of land resources. Land use planning is also integral to water resources development and management for agriculture, industry, drinking water, and power generation. This valuable work brings to the forefront the state of practice of land use planning in India, highlighting governmental programs and research with wide-ranging chapters on important topics. Covering various agro-ecosystem, including irrigated, rainfed, coastal, semi-arid, arid (drylands), and hill and mountain (temperate) regions, this volume discusses a variety of issues related to sustainable agriculture and rural development. Chapters address the following questions: •What are the sources, scales, and quality of land resources and land use data for efficient planning • Which are the agroecological systems hot spots that are have been degraded? How can these areas be rejuvenated in terms of quality? • What should be the unit of planning for a holistic approach for the conservation and efficient use of natural resources at different administrative levels and domains? • What are the roles of state land use boards and district planning committees? • How can various programs be integrated and implemented by central and state agencies? • What are the technologies, new policies, and support systems required to address sustainable land use? • What are the legal issues? • What should be the role of communities in planning for poverty alleviation and integrated planning for sustainable agriculture based livelihoods? • What is the role GIS in sustainable agriculture and rural development? With high population growth, endemic poverty, and weak existing institutional capacity for land management, India (and other regions of the world) require strong scientific and strategically important land use policies and methods for sustainable development. This book helps to show the way. This volume is being published in association with the Centre for Agrarian Studies and Disaster Mitigation of the National Institute of Rural Development and Panchayati Raj (NIRD and PR).

Available in PDF, EPUB and Kindle. Book excerpt: This book reconciles competing and sometimes contradictory forms of land use, while also promoting sustainable land use options. It highlights land use planning, spatial planning, territorial (or regional) planning, and ecosystem-based or environmental land use planning as tools that strengthen land governance. Further, it demonstrates how to use these types of land-use planning to improve economic opportunities based on sustainable management of land resources, and to develop land use options that strike a balance between conservation and development objectives. Competition for land is increasing as demand for multiple land uses and ecosystem services rises. Food security issues, renewable energy and emerging carbon markets are creating pressures for the conversion of agricultural land to other uses such as reforestation and biofuels. At the same time, there is a growing demand for land in connection with urbanization and recreation, mining, food production, and biodiversity conservation. Managing the increasing competition between these services, and balancing different stakeholders’ interests, requires efficient allocation of land resources.
