Contributors to When Public Sector Workers Unionize—which was developed from the NBER's program on labor studies—examine these and other questions using newly collected data on public sector labor laws, labor relations practices of state and local governments, and labor market outcomes. Topics considered include the role, effect, and evolution of public sector labor law and the effects that public sector bargaining has on both wage and nonwage issues. Several themes emerge from the studies in this volume. Most important, public sector labor law has a strong and pervasive effect on bargaining and on wage and employment outcomes in public sector labor markets. Also, public sector unionism affects the economy in ways that are different from, and in many cases opposite to, the ways private sector unionism does, appearing to stimulate rather than reduce employment, reducing rather than increasing layoff rates, and developing innovate ways to settle labor disputes such as compulsory interest arbitration instead of strikes and lockouts found in the private sector.

It focuses on changes in relative wages during the 1979-1986 period. Empirical analysis of data from the Current Population Survey suggests that in places with limitations on local property taxes, and to a lesser extent state-level tax and expenditure caps, public sector wages grew more slowly than the wages paid to comparable workers in the private sector. The differential movement of public sector and private sector wages is particularly pronounced for college-educated women who work in the local public sector. Many of these employees are public school teachers. There is some evidence that the impact of fiscal limits is most pronounced in the years immediately following their adoption, and that the effect of these limits weakens over time

To obtain robust estimates of the wage differential, they apply three econometric techniques each relying on a different set of assumptions about the process of job selection. All three methods show that differences in wages between public sector workers and workers in the formal-private and informal-casual sectors are positive and high. Estimates show that, on average, the public sector premium ranges between 62 percent and 102 percent over the private-formal sector, and between 164 percent and 259 percent over the informal-casual sector, depending on the choice of methodology.

Book excerpt: This paper investigates whether a larger public sector limits labor market adjustment, using data from the United States and the United Kingdom, two countries with quite different public/private employment trends. The results indicate that the two countries have a similar mix of occupations and workers in the public versus the private sector. Both countries have experienced some overall convergence of the public/private wage differential over the 1980s, although the extent of this differential varies substantially by occupation and gender. Both countries have also seen wage inequality in the public and private sectors increase over the past decade. Variability in public sector employment and wages over time is generally as great as in the private sector, although the cyclical patterns are different. The US public sector, however, seems more responsive to private sector demand changes than does the public sector in the UK. The paper concludes that the public sectors of both countries show a substantial amount of change and adaptation, particularly over the past decade.
