Book excerpt: Public-private partnerships are becoming increasingly important in the local economic development efforts of many cities. This collection of essays compares U.S. cities with those in western Europe. Conceptual issues are discussed, and comparisons at the city level illustrate the process, pitfalls, and results of such partnerships. Readers will be able to understand the types of partnership arrangements used in each country. Factors contributing to the success of these arrangements are discussed and compared. Scholars and students of local economic development and public finance, as well as public officials and economic development practitioners will benefit from the unique comparative framework used in this volume.

Book excerpt: Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.

Book excerpt: With the need for sustainability, a focus on developing an economic system that aims at minimizing waste, commonly referred to as the circular economy, is emerging. Circular economy and studies related to it have gained worldwide attention, as it seems to be an effective alternative economic system. Naturally, the circular economy will impact enterprises and will shift how entrepreneurship development and entrepreneurial opportunities are perceived, developed, and resourced. The Handbook of Research on Entrepreneurship Development and Opportunities in Circular Economy is a collection of pioneering research that advances the understanding of entrepreneurship development, identifies the opportunities, and manages the entrepreneurship development, policies, and programs in order to further a circular economy. In addition to entrepreneurship development and entrepreneurial opportunities, the book will cover and discuss a number of other factors necessary for a successful transformation, such as entrepreneurship and innovation, entrepreneurship and change, and entrepreneurship education. While highlighting topics including consumer consumption, knowledge management, and linear economics, this book is ideally designed for entrepreneurs, small business owners, managers, consultants, organization development specialists, policymakers, researchers, industry experts, academicians, and students.

Book excerpt: Research and development (R and D) leads to innovation, and innovation leads to technological change. Technological change, in turn, is the primary driver of economic growth. Public/private partnerships -- cooperative relationships among industry, government, and/or universities -- leverage the efficiency of R and D and are thus a critical aspect of a nation’s innovation system. This text is intended for upper-level undergraduate and MBA courses such as Economics and Technology, Economics of Innovation, and Economics of Science and Technology, among others. The first chapter introduces the concept of public/private research partnerships along with other concepts fundamental to an understanding of innovation and technology policy. The framework chapters (2-5) set forth an argument for the public’s role – government’s role – in innovation in general and in public/private partnership in particular. The remaining chapters (6-14) describe a number of public/private partnerships and, to the extent possible, evaluate their social impact.

Book excerpt: This document consists of three closely related reports, dealing with "State Governments", "Regional Councils", and "Local Econcomic Development Agencies", respectively, together with a fourth document, a preceding overview. These documents draw from results of a project to identify successful approaches to coordinating economic development and employment and training programs and to assist agencies that want to initiate coordination efforts. Three complementary reports describe how local economic development agencies, regional councils, and state governments can link the functions of economic development and human development, how the responsibilities and resources of the different levels of government can blend effectively, and how the public and private sectors can collaborate to meet both the needs of business and the needs of individuals. The first of these three reports describes how some state governments have successfully linked their employment and training and economic development programs. Lessons are drawn from nine case studies for other states that want to undertake similar efforts. A list of contact persons and 21 references are included. The second report, on regional councils, provides case studies to illustrate the approaches taken by councils in Virginia and Kentucky in playing a catalytic role in promoting public/private partnerships and developing more effective means for working with business. The third report, on local economic development agencies, describes types of linkages, illustrates through case studies the issues in the establishment of linkages at the local level, and offers recommendations for properly structuring linkages. From 1990 to 2019, Pakistan witnessed 108 financially closed PPP projects, with a total investment of approximately $28.4 billion. About 88% of these projects are in the energy sector, attracting more than $24.7billion, followed by investments in the port sector. In early 2021, Parliament approved the amendments to the 2017 PPP Law, enacting the Public Private Partnership Authority (Amendment) Act 2021. This further strengthens the enabling legal and regulatory framework for developing and implementing PPPs, thereby promoting private sector investment in public infrastructure and related services.
