By studying the intertwinement of mainstream and Islamic finance, the author shows how PPPs have emerged as a viable and efficient organizational vehicle for fair rules of economic cooperation where the trade-offs between profit maximization and social justice values required by Islamic finance occur within the organization. The book shows the assumptions under which such compromise is beneficial to all parties, including public entities, multicultural societies and private Islamic and conventional investors. It places particular emphasis on changing the principle of allocating public resources in the uncertain legal and economic environment of the region discussed. Given the cultural idiosyncrasies, political instability, and socio-economic turmoil but high development potential in Sub-Saharan Africa, PPPs with a heterodox approach may prove to be a game-changer in the region and a platform to find a compromise between the interests of various types of investors.

Meanwhile, practitioners have quietly accumulated a large body of empirical evidence on the actual performance of PPPs. The purpose of this book is to summarize and consolidate what this critical mass of evidence-based research indicates about PPPs in low-income countries, and thereby develop a more realistic perspective on the practical value of these mechanisms. With a primary focus on Sub-Saharan Africa, though drawing on critical insights from other regions, it demonstrates that the benefits of such partnerships will only be realised if expectations remain modest and projects are subject to transparent evaluation and competition.

Book excerpt: 'Public-Private Partnerships for Urban Water Utilities: A Review of Experiences in Developing Countries' analyzes the market growth of Public-Private Partnerships (PPPs) in the developing world since 1990, and the performance of more than 65 large water PPP projects representing more than 100 million people for access, service quality, operational efficiency, and tariff levels. Although a relatively small portion of the water utilities in the developing world are operated under PPPs (about 7 percent in 2007), the urban population served by private water operators has grown every year since 1990. Despite many difficulties encountered by PPP projects and a few contract terminations, a large majority of contracts awarded since 1990 are still in place. The track record for improving service and efficiency reaffirms the value of PPPs to help turn around poorly performing water utilities, even though the level of private financing did not match initial expectations. Over time, a more realistic market has developed, the number of private investors from developing countries has grown, and contract designs have become more pragmatic concerning risk allocations between partners. The water sector has many features that set it apart from other infrastructure sectors. This book suggests the need for careful consideration of those specificities to successfully involve private operators. Although concessions with private financing have worked in a few places, contractual arrangements that combine private operation with public financing appear to be the most sustainable option in many countries. Policy makers, stakeholders, and donors need to remain heavily engaged in the water sector, especially in the poorest countries and during a global financial crisis. This book contributes to a better understanding of the various options to tackle the many challenges of providing water and sanitation services to urban populations in the developing world.

Book excerpt: This paper examines the role of public private partnerships (PPPs), a new development paradigm used by some Sub Saharan African countries as agents of their economic transformation. Some PPP contracts in East African countries namely Tanzania, Uganda and Kenya were studied. Also PPPs in Lesotho in South African region and Nigeria in West African region were analysed. The objective of the study is to assess how PPP arrangements in some sub-Saharan African countries can facilitate economic transformation of those economies. The research utilized mainly secondary data sources and adopted content analysis of various library materials and internet sources. The research found that while Da es Salaam water distribution PPP project failed, Lesotho National Referral Hospital project succeeded. Kenya-Uganda railways project took off but was plagued with problems arising from contract breaches by parties. MMA2 Airport project in Nigeria and Lekki Tool Road concession project in Lagos were successfully executed though not free of execution problems. The paper concludes that PPP projects if properly executed can facilitate economic transformation of sub Saharan African economies. The paper recommends to SSA economies to adopt international best practices in PPP contract executions to ensure success.

Africa’s infrastructure stock and quality is among the least developed in the world, a challenge that significantly hinders economic development. It is estimated that the finance required to raise infrastructure in Sub Saharan Africa (SSA) to a reasonable level within the next decade is at US$93 billion per year, with two-thirds of this amount needed for capital expenditures. With the existing spending on infrastructure being estimated at US$45 billion per annum and after accounting for potential efficiency gains that could amount to US$17 billion, Africa’s infrastructure funding gap remains around US$31 billion a year. One approach to address this challenge is by facilitating the increase of private provision of public infrastructure services through public-private partnerships (PPPs). This approach, which is a relatively new arrangement in SSA is multifaceted and requires strong consensus and collaboration across both public and private sectors. There are several defined models of PPPs. Each type differs in terms of government participation levels, risk allocations, investment responsibilities, operational requirements, and incentives for operators. Our definition of PPPs assumes transactions where the private sector retains a considerable portion of commercial and financial risks associated with a project. In more descriptive terms, among the elements defining the notion of PPPs discussed in this study are: a long-term contract between a public and private sector party; the design, construction, financing, and operation of public infrastructure by the private sector; payment over the life of the PPP contract to the private sector party for the services delivered from the asset; and the facility remaining in public ownership or reverting to public sector ownership at the end of the PPP contract. The observations and policy recommendations that follow draw on ongoing World Bank Group PPP engagements in these countries, including extensive consultations with key public and private sector stakeholders involved in designing, financing, and implementing PPPs. The study is structured around the most inhibiting constraints to developing PPPs, as shared by all six countries.

If implemented well, PPPs can help overcome inadequate infrastructure that constrains economic growth, particularly in developing countries. The use of PPPs has increased in the last two decades; they are now used in more than 134 developing countries, contributing about 15-20 percent of total infrastructure investment. The World Bank Group has expanded its support to PPPs through a wide range of instruments and services. During the last 10 years, its support has increased about threefold, to nearly $3 billion per year. The Independent Evaluation Group (IEG) assesses how effective the World Bank Group has been in helping countries use PPPs. In the evaluation, IEG examines the relevance of Bank Group support, how successful projects were, how the Bank Group coordinated support among its business lines (support to the public sector versus the private sector), and how it compares with the experience of other multilateral development banks with PPP support. IEG distills lessons to apply to the Bank Group's support of PPPs. Finally, IEG presents six recommendations that apply to both the organizational and the operational aspects of this work.
