Keeping the polish on landmark parks and in neighborhood playgrounds alike means that the trash must be picked up, benches painted, equipment tested, and leaves raked. Bringing this often-invisible work into view, however, raises profound questions for citizens of cities. In Who Cleans the Park? John Krinsky and Maud Simonet explain that the work of maintaining parks has intersected with broader trends in welfare reform, civic engagement, criminal justice, and the rise of public-private partnerships. Welfare-to-work trainees, volunteers, unionized city workers (sometimes working outside their official job descriptions), staff of nonprofit park “conservancies,” and people sentenced to community service are just a few of the groups who routinely maintain parks. With public services no longer being provided primarily by public workers, Krinsky and Simonet argue, the nature of public work must be reevaluated. Based on four years of fieldwork in New York City, Who Cleans the Park? looks at the transformation of public parks from the ground up. Beginning with studying changes in the workplace, progressing through the public-private partnerships that help maintain the parks, and culminating in an investigation of a park’s contribution to urban real-estate values, the book unearths a new urban order based on nonprofit partnerships and a rhetoric of responsible citizenship, which at the same time promotes unpaid work, reinforces workers’ domination at the workplace, and increases the value of park-side property. Who Cleans the Park? asks difficult questions about who benefits from public work, ultimately forcing us to think anew about the way we govern ourselves, with implications well beyond the five boroughs.

The coronavirus pandemic magnified this sustained and growing landscape of inequality. Uneven patterns of economic growth and investment require a shift in how communities are governed and managed. This shift must take into account the changing socioeconomic realities of regions and the pressing need to bring inclusive economic growth and prosperity to more people and places. In this context, place-based (“hyperlocal”) governance structures in the United States and around the globe have been both part of the problem and part of the solution. These organizations range from community land trusts to business improvement districts to neighborhood councils. However, very little systematic research has documented the full diversity and evolution of these organizations as part of one interrelated field. Hyperlocal helps fill that gap by describing the challenges and opportunities of “place governance.” The chapters in Hyperlocal explore both the tensions and benefits associated with governing places in an increasingly fragmented—and inequitable—economic landscape. Together they explore the potential of place governance to give stakeholders a structure through which to share ideas, voice concerns, advocate for investments, and co-design strategies with others both inside and outside their place. They also discuss how place governance can serve the interests of some stakeholders over others, in turn exacerbating wealth-based inequities within and across communities. Finally, they highlight innovative financing, organizing, and ownership models for creating and sustaining more effective and inclusive place governance structures. The high resource consumption and prices as well as stringent environmental policies and laws have pushed the strategic importance of efficient resources management. Due to the proximity of companies, industrial parks offer potential for the development of interorganizational resource exchanges, in terms of energy and waste, infrastructure sharing and joint services. Utilizing this potential enhances the resource efficiency and added value of companies while often reducing their environmental impacts. Efficient management of resources in industrial parks requires an appropriate management concept. However, the research and literature on the management of industrial parks is very limited. As a solution the author introduces the concept for integrated resources management. The theoretical status quo of the concept is studied from the perspective of industrial ecology with the conclusion that the approach lacks a strategic management dimension. To tackle the problem, the author draws upon the strategic management and organizational theories as well as the approaches of network and environmental management. The empirical insights into the concept are sought by analyzing applied practices to network and resources management in industrial parks. The case studies comprise representative examples of successful industrial restructuring from Germany such as DOW ValuePark(R) and Chemical Industrial Park Marl and showcases of China's economic policy such as Shanghai Chemical Industry Park and Tianjin Economic and Technological Development Area. A reader will find in this book a sound theoretical framework to accommodate further research and practical decision support to manage resource problems characterized by conflicting stakeholder interests.
