The new legislation which is required to give effect to the labors of the Constitutional Convention is of essential importance. The closest care will be demanded that no hasty, incomplete or ill-advised measures be enacted, otherwise the work and purpose of the Convention may be embarrassed and possibly nullified for a year. Indeed, the work of framing and perfecting the laws made necessary by the amendments to the Constitution is likely to prove so exacting, laborious and comprehensive that I regard it as my duty to recommend the most prompt action, so that by the end of your session the purposes of the people will have been fully accomplished and wrought out, through your energetic and intelligent labors. Executive Power and Duty The chief duty of the Governor of the State of New York is "to take care that the laws are faithfully executed."
