Book excerpt: This thesis examines the application of findings from the social psychological field of procedural justice to public involvement in natural resource decision making. The methodological approach involves examining the literature of each of the fields and developing a synthesis applicable to public involvement. The review of public involvement literature reveals a variety of reasons for involving the public in decision making, but little attention to the effects of procedures on participants. However, a comparison and synthesis of the principle findings of the two disciplines indicates important procedural elements for public participation programs, including (1) procedural justice supports process related goals for public involvement; (2) public participation procedures should be inclusive; (3) public participation procedures should provide for interactive approaches; (4) procedural preferences are situationally specific; (5) decision makers must provide clear justification for their decisions; and (6) decision makers must maintain the appearance of impartiality. These findings lead to a rejection of the positivist ideology that has dominated public involvement literature and the development of a new theory of public involvement that recognizes the importance of both outcomes and procedures. Finally, the thesis discusses issues regarding the application of this theory to public involvement programs, including issues relating to interest groups, non-participants, historical mistrust, the meanings of satisfaction and dissatisfaction, and measures of fairness.

Available in PDF, EPUB and Kindle. Book excerpt: Natural resource policies provide the foundation for sustainable resource use, management, and protection. Natural Resource Policy blends policy processes, history, institutions, and current events to analyze sustainable development of natural resources. The book’s detailed coverage explores the market and political allocation and management of natural resources for human benefits, as well as their contributions for environmental services. Wise natural resource policies that promote sustainable development, not senseless exploitation, promise to improve our quality of life and the environment. Public or private policies may be used to manage natural resources. When private markets are inadequate due to public goods or market failure, many policy options, including regulations, education, incentives, government ownership, and hybrid public/private policy instruments may be crafted by policy makers. Whether a policy is intended to promote intensive management of natural resources to enhance sustained yield or to restore degraded conditions to a more socially desirable state, this comprehensive guide outlines the ways in which natural resource managers can use their technical skills within existing administrative and legal frameworks to implement or influence policy.

Book excerpt: Participatory Processes for Natural Resource Management Ortwin Renn University of Stuttgart, Stuttgart, Germany Need for analytic-deliberative processes Inviting the public to be part of the decision making process in natural resource management has been a major objective in European and American environmental policy arenas. The US-National Academy of Sciences has encouraged environmental protection agencies to foster citizen participation and public involvement for making environmental policy making and natural resource management more effective and democratic (Stern and Fineberg 1996). The report emphasizes the need for a combination of assessment and dialogue which the authors have framed the "analytic-deliberative" approach. Unfortunately, early public involvement of the public in deliberative processes may compromise, however, the objective of efficient and effective policy implementation or violate the principle of fairness (Cross 1998, Okrent 1998). Another problem is that the public consists of many groups with different value structures and preferences. Without a systematic procedure to reach consensus on values and preferences, the public's position often appears as unclear (Coglianese 1997, Rossi 1997). Participatory processes are thus needed that combine technical expertise, rational decision making, and public values and preferences. How can and should natural resource managers collect public preferences, integrate public input into the management process, and assign the appropriate roles to technical experts, stakeholders (i. e.

Book excerpt: Written by and for scholars, planners, and policymakers, Natural Resource Management: The Human Dimension focuses on issues such as the publics role in the decision-making processes of ecosystem management that affect how we use (or abuse) resources. It exposes the reader to a wide variety of applications of Human Dimensions Research, as well as to significant issues involved. One of the greatest needs in natural resource management is for a deeper understanding of the intricate relationship between humans and the natural environment. Human Dimensions Research, an interdisciplinary field involving a broad variety of social science approaches, seeks to fill this need by providing multidimensional assessments of peoples’ behavior, attitudes, and expectations toward natural resources and their uses. Written by and for scholars, planners, and policymakers, Natural Resource Management: The Human Dimension focuses on issues such as the publics role in the decision-making processes of ecosystem management that affect how we use (or abuse) resources. It exposes the reader to a wide variety of applications of Human Dimensions Research, as well as to significant issues involved. At a time when we are either loving our forests and parks to death or paving them over, a better understanding of the problems is critical if we are to create workable policies that will preserve and protect our natural resources

Book excerpt: Successful natural resource administration demands the well-exercised ability to deal with the interests of many actors--including the public and wildlife--in a balanced, constructive way. The authors of this book, recognized as experts in the management of natural resources, discuss management with special emphasis on fish and other wildlife. Their approach to management development constantly searches for creative compromises that protect today's wildlife for future generations while maximizing present social and economic benefits. Their comprehensive treatment also includes a discussion of such topics as the interaction of human management of wildlife with natural regulation of wildlife; the need for sound research and development programs; the importance of public participation in the management of natural resources; and the political and administrative context in which resource management must take place.

Book excerpt: Federal agencies have taken steps to include the public in a wide range of environmental decisions. Although some form of public participation is often required by law, agencies usually have broad discretion about the extent of that involvement. Approaches vary widely, from holding public information-gathering meetings to forming advisory groups to actively including citizens in making and implementing decisions. Proponents of public participation argue that those who must live with the outcome of an environmental decision should have some influence on it. Critics maintain that public participation slows decision making and can lower its quality by including people unfamiliar with the science involved. This book concludes that, when done correctly, public participation improves the quality of federal agencies' decisions about the environment. Well-managed public involvement also increases the legitimacy of decisions in the eyes of those affected by them, which makes it more likely that the decisions will be implemented effectively. This book recommends that agencies recognize public participation as valuable to their objectives, not just as a formality required by the law. It details principles and approaches agencies can use to successfully involve the public.
