Book excerpt: The study sought a detailed description of the public involvement techniques embraced in the public hearing strategy of each of the nation's state transportation agencies. In addition, it examined the status of the public hearing as a principal technique within the citizen participation process of each agency to determine how strong or weak a role the public hearing is playing within the transportation decision making process nationwide. Presented is an evaluation of the pre-hearing and post-hearing procedures being utilized by transportation agencies. Information for the study was obtained through interviews with the public hearing officer, or his equivalent in each highway and/or transportation department. Each officer was also asked to submit to the researcher written copies of his agency's public hearing strategy along with any other pertinent material regarding public hearings or citizen participation. The document most often received was the Action Plan. The study found that basically the nation's state transportation agencies utilize either one of two administrative operations for conducting public hearings. In 29 agencies the programs have centralized administrations whereby the majority of mandates emanate from the central office. In the remaining 21 agencies the responsibility for hearing administration is delegated to district or regional offices. The study also showed the existence of a growing trend for agencies to utilize independent moderators at public hearings, especially if the hearings are likely to produce controversy. Also it was found that the most efficient and widely used pre-hearing technique is the informal pre-hearing meeting. The specifics of hearing/meeting notification and hearing structure and content are discussed in the report. The information gathered suggests that the nation's state transportation agencies are continuously striving to achieve meaningful public participation in transportation decision making through countless innovations and much experimentation.

This book presents a proposed strategic plan for improving quality assurance in the Medicare program, along with steps and timetables for implementing the plan by the year 2000 and the 10 recommendations for action by Congress. The book explores quality of careâ€"how it is defined, measured, and improvedâ€"and reviews different types of quality problems. Major issues that affect approaches to assessing and assuring quality are examined. Book excerpt: Recently, World War II veterans have come forward to claim compensation for health effects they say were caused by their participation in chemical warfare experiments. In response, the Veterans Administration asked the Institute of Medicine to study the issue. Based on a literature review and personal testimony from more than 250 affected veterans, this new volume discusses in detail the development and chemistry of mustard agents and Lewisite followed by interesting and informative discussions about these substances and their possible connection to a range of health problems, from cancer to reproductive disorders. The volume also offers an often chilling historical examination of the use of volunteers in chemical warfare experiments by the U.S. militaryâ€"what the then-young soldiers were told prior to the experiments, how they were "encouraged" to remain in the program, and how they were treated afterward. This comprehensive and controversial book will be of importance to policymakers and legislators, military and civilian planners, officials at the Department of Veterans Affairs, military historians, and researchers.

Book excerpt: The only current authorized edition of the classic work on parliamentary procedure--now in a new updated edition Robert's Rules of Order is the recognized guide to smooth, orderly, and fairly conducted meetings. This 12th edition is the only current manual to have been maintained and updated since 1876 under the continuing program established by General Henry M. Robert himself. As indispensable now as the original edition was more than a century ago, Robert's Rules of Order Newly Revised is the acknowledged "gold standard" for meeting rules. New and enhanced features of this edition include: Section-based paragraph numbering to facilitate cross-references and e-book compatibility Expanded appendix of charts, tables, and lists Helpful summary explanations about postponing a motion, reconsidering a vote, making and enforcing points of order and appeals, and newly expanded procedures for filling blanks New provisions regarding debate on nominations, reopening nominations, and completing an election after its scheduled time Dozens more clarifications, additions, and refinements to improve the presentation of existing rules, incorporate new interpretations, and address common inquiries Coinciding with publication of the 12th edition, the authors of this manual have once again published an updated (3rd) edition of Robert's Rules of Order Newly Revised In Brief, a simple and concise introductory guide cross-referenced to it.
