Book excerpt: Judith Clifton, Francisco Comín and Daniel Díaz Fuentes in Privatisation in the European Union reject the two dominant explanations provided in literature, which include a simple 'Americanisation' of policy and a 'varied' privatisation experience without a common driving force. Using a systematic comparative analysis of privatisation experiences in each country from the 1980s to the beginning of the twenty first century, the authors show how the process of European integration and the need for internationally competitive industries have constituted key driving forces in the quest for privatisation across the EU. As privatisation slows down at the turn of the millennium, what future can citizens expect for public enterprises? Privatisation in the European Union is essential reading for researchers, students and policy-makers interested in privatisation, EU policy and the history of public enterprises.

Available in PDF, EPUB and Kindle. Book excerpt: To what extent is business activity governed at a European scale? Since the advent of the recent economic crisis, the EU’s choices about the euro, debt ratios and interest rates have caught the headlines and highlighted the importance of EU decision-making arenas. However, these macro-economic events actually tell us only part of the story about the extent to which business activity is now governed at a European scale. Based upon original research on four manufactured or processed goods industries (cars, wine, pharmaceuticals and aquaculture), and driven by theory that is constructivist, institutionalist and sociological, this book sets out to analyse just what Europe governs, by whom and why. In doing so, it reveals three recurrent features of the European government of industries: its omnipresence, its incompleteness and its de-politicization. The authors show that the many gaps in the EU’s mode of governing industries stem from struggles over economic doctrine as well as the continued unwillingness of many actors to accord the EU a legitimacy to act politically in the name of industrial government. This book will be of key interest to scholars and students of European Studies and Political Economy as well as those studying Political Science, Economics, Sociology and Business Studies.

Available in PDF, EPUB and Kindle. Book excerpt: The Structure of European Industry is a collection of essays on the economic organization of industrial sectors in Europe, which may serve either of policy makers in business and in Government; and staff and students at Universities. The first group increasingly needs a focus on the longer-term developments of European industry, now that the positive (growth) effects of the economic integration of the sixties have worn off. Restructuring is the current catch word and nobody can deny the necessity and urgency of the task. But it has become a day-to-day affair and there may be a loss of perspective. The second group is growing up in an international environment and should be equipped accordingly. Many-faceted tasks are involved with serving either depending on the problems which differ according to industries. And here the bewildering complexity of the European industrial scenery strikes. Some of these industries are old fashioned; some are new; some are national in orientation; some have become integrated; some have a competitive structure; some are cartellized or heavily concentrated; some have been interfered with by national Governments, others were free from such policing; etc. Moreover, a number of industries show various combinations of these and other facets at the same time.

Available in PDF, EPUB and Kindle. Book excerpt: At the end of World War II, experts on both sides of the Atlantic believed that France was doomed to economic stagnation. French culture and institutions, they argued, inhibited the changes in economic structure that sustained growth would require. But in spite of these predictions and the occasional volatility of the world economy, the French economy grew rapidly. Only the Japanese, of the major economies, has grown faster, and by 1975 the French standard of living matched that of West Germany. Restructuring the French Economy looks at the four decades of the structural changes that fostered growth and explores explanations of why such changes occurred. Drawing on many and diverse primary materials, including government statistics, judicial decisions, and professional memoirs, Adams examines three different explanations of France's postwar economic success. The first downplays the extent of structural change during the surge of growth. The second emphasizes the importance of government policies to compensate for inadequate private initiative. The third suggests that European economic integration and French decolonization created enough market competition to push the private sector into its own restructuring. Adams stresses that if government initiatives worked well, they did so in an environment of strong market competition; if competition seemed to work wonders, it occurred only as a result of government actions. He also devotes considerable attention to the implications of his findings for U.S. policy concerning European protectionism and the health and growth of American industries.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents comparative analyses and accounts of the institutional changes that have occurred to the local level delivery of public utilities and personal social services in countries across Europe. Guided by a common conceptual frame and written by leading country experts, the book pursues a “developmental” approach to consider how the public/municipal sector-centred institutionalization of service delivery (climaxing in the 1970s) developed through its New Public Management-inspired and European Union market liberalization-driven restructuring of the 1980s and early 1990s. The book also discusses the most recent phase since the late 1990s, which has been marked by further marketization and privatization of service delivery on the one hand, and some return to public sector provision (“remunicipalization”) on the other. By comprising some 20 European countries, including Central East European “transformation” countries as well as the “sovereign debt”-stricken countries of Southern Europe, the chapters of this volume cover a much broader cross section of countries than other recent publications on the same subject.

Available in PDF, EPUB and Kindle. Book excerpt: State-owned enterprises make up roughly 10 percent of the world economy, yet they are woefully understudied. This handbook offers the first synthesis of the topic since the 1980s and offers a comprehensive reference for a generation. The authors provide a detailed explanation of the theory that underpins the expansion of state-owned enterprises in the 21st century. Each chapter delivers an overview of current knowledge, as well as identifying issues and relevant debates for future research. The authors explain how state-owned enterprises are used in both developed and developing countries and offer an insight into complex and fascinating organizations such as the German municipal conglomerates or the multinational companies owned by states. New modes of governance and regulation have been invented to make sure they act in the public interest. This handbook brings together a wealth of international scholars, offering multiple theoretical perspectives to help shape a brave new world. It will be of interest to teachers and students of Economics, Public Administration and Business, academics, established researchers and PhD students seeking rigorous literature reviews on specific aspects of SOEs, as well as practitioners and decision makers in international organizations.
