So gratifying were the results obtained from the first five-million-dollar special building fund that the Legislature of 1923 authorized another bond issue of for the same purpose. The Legislature of 1925 authorized a third five million. A condition pre cedent to receive a loan from this issue was that the building to be erected contained at least seven classrooms, and that the building be modern in all of its attainments. It is pleasant to be able to say that the present Public School Law is simple and means just what it says. The Superintendent of Public Instruction was kindly invited by Senator Smith of Stanly to examine minutely and in detail every section of the law before it was ratified. The chief object kept in view all through this examination was simplicity of expression. Such explanations and instructions as seem to the Superintendent to be necessary are placed as notes under the sections to which they refer. Copies of this pamphlet will be furnished to each public school officer, and each officer is expected to read and study it carefully for himself. Let him not write the Superintendent about every little point he may wish to know, but let him open his school Law and read for himself. The success or failure of the law will largely depend upon the officers who execute it. Let each officer do his whole duty, and then we may expect progress. A quarter of a century later there were white' and 5, 309 negro teachers or a total Of 22, 257 public school teachers. During this twenty-five year period, the number of teachers increased steadily and by 1925 the number employed was practically two and one -fifth times as great as the number employed during the year ending 1900. The per cent Of increase during the period 1900-1925 for urban teachers, both white and colored, was greater than the per cent Of increase for the number of rural teachers and the rate Of increase for whites was greater than the rate Of increase for negroes. The greatest factor in determining this rapid increase in number Of public school teachers has been the increase in school. Attendance. In 1901 there were white and negro children in average daily attend ance. For the school year ending 1925, there were white children and negro children or a grand total Of children in average daily attendance in the public schools. There were, therefore, two and two fifths times as many white children in average daily attendance during 1925 as there were in 1901.
