That the practical operation of this state of things in the District is, that while those who are in the service of the Government receive their compensation in gold and silver, their neighbors are compelled to receive, Blair & Rives, primers. as a return for their labor, depreciated bank paper; thus constituting, emphatically, one currency for the Government and another for the people. TERM DAY MAGNETIC OBSERVATIONS, FROM JUNE TO DECEMBER, 1840. GENERAL NOTES. The instrumente are thotc previously described in the notes pretixed to ordinary observations. Observations upon term days were commenced in 1839 with the declinometer only. On the term day of May, 1840, all the instrument were mounted, but the vertical force was not permanently adjusted. A remarkable aurora occurred, and, simultaneously, a great magnetic disturbance-I have therefore inserted the record of the observations, though, in reference to the vertical force, the value of the differences on the scale was not ascertained. The observations of the force instruments are uncorrected for temperature. In a subsidiary building. Augmented value of one division, 0'.345. Increasing readings correspond to decreasing declination. 10 P. M. Gottingen time, civil reckoning. f 1 minute 1 second too slow. The disturbance having carried the needle out of the field, the sensibility of the instrument was diminished by lowering the centre of gravity. As the twilight tailed an aurora became visible. In the course of the display, there were moving pillars, flashes from a low segment of light in the north, and a beautiful arch nearly or quite at right angles to the magnetic meridian. Excerpt: ...that this claim was submitted to the House of Representatives at the last session of the 27th Congress; and, upon that occasion, that a letter was transmitted by the Governor of the Territory, setting forth the reasons upon which his refusal was placed, aud which is annexed to this report. It appears, from this document, and the papers which accompany it, that the chief ground of the Governor's refusal was, that no appropriation had been made by Congress to defray the expenses of the session which was to have been held on the first Monday of December, 1842; and that the provision in the act of 29th of August, before recited, prohibited any session being held until such appropriation was made. This view of the operation of that provision is also taken by the Legislative Assembly itself, and by its committee who made a report upon the subject of disagreement between the Governor and the Assembly at the attempted session of December, 1S42. The following is an extract from that report: " It must be borne in mind that the restriction upon our legislative powers arises only from the want of an appropriation; not from the want of money in the Treasury of the United States, nor from the misapplication of that money to any other purpose, nor even the refusal of the officers of the Treasury Department to pay it out when made, nor from any circumstances whatever, except the want of an appropriation. Your committee admit, that if no appropriation has been made, there can be no session of the Legislative Assembly at the present time; but if made, the mere fact that the Secretary has not received the same can furnish no valid objection to the Legislative Assembly holding its session at the present time."
