Built on the premise that public discussions about important topics are vital to a healthy democracy, the book analyzes 3,508 online comments in order to understand what factors in comments make them more susceptible to incivility, defined as nasty remarks rife with profanity. It also examines comments for attributes of deliberation, which are discussions across difference supported by evidence and rational arguments. Using an experiment, the book shows that uncivil comments jumpstart a chain reaction, leading first to negative emotion and then to greater intention to get politically involved. Overall, Online Incivility and Public Debate: Nasty Talk argues that while incivility mars online debate, it may also spark interest in important topics and allow for positive “deliberative moments” of quality discussion.

Book excerpt: Newton Minow’s long engagement with the world of television began nearly fifty years ago when President Kennedy appointed him chairman of the Federal Communications Commission. As its head, Minow would famously dub TV a “vast wasteland,” thus inaugurating a career dedicated to reforming television to better serve the public interest. Since then, he has been chairman of PBS and on the board of CBS and elsewhere, but his most lasting contribution remains his leadership on televised presidential debates. He was assistant counsel to Illinois governor Adlai Stevenson when Stevenson first proposed the idea of the debates in 1960; he served as cochair of the presidential debates in 1976 and 1980; and he helped create and is currently vice chairman of the Commission on Presidential Debates, which has organized the debates for the last two decades. Written with longtime collaborator Craig LaMay, this fascinating history offers readers for the first time a genuinely inside look into the origins of the presidential debates and the many battles—both legal and personal—that have determined who has been allowed to debate and under what circumstances. These sort of questions concern the place of faith in public debate and continue to dominate public discussion that has been fuelled by a series of events, including the terrorist attacks in New York, Madrid and London; the assassination of Dutch film director Theo van Gogh; the affair of the Danish Cartoons; the prosecution of Dutch politician Geert Wilders for his statements on Islam and Muslims; and the terrorist attack on French satirical magazine Charlie Hebdo in Paris.The overarching question triggered by these events concerns the relationship between freedom of expression and the regulation of 'hate speech'; which forms of hate speech should the state prohibit, on what grounds and by which means? Notably, the restriction of hate speech uttered in the context of the public debate about multiculturalism, immigration, integration and Islam, and of religious fundamentalism has become a topic of lively discussion.This research constitutes the first international comparative study that provides a profound analysis of the law on hate speech in France and the Netherlands and under European and international law.
