Tracing the efforts made by the Kenya government since independence in 1963 to 2012, successes, failures, and challenges to successful public budgeting regime in the country are outlined. Furthermore, using data from the World Bank database, country policy and institutional assessment (CPIA) index for 10 SSA countries including Burkina Faso, Ghana, Kenya, Malawi, Mozambique, Nigeria, Rwanda, Tanzania, Uganda, and Zimbabwe are compared. Key challenges in service delivery and leakages of public resources are identified. These challenges are attributed to problems related to allocation of funds, monitoring of public expenditure, identification and ranking of development priorities, inflexible budgetary procedures, and lack of a legal framework for stakeholder participation in planning and implementation in public budgeting. Across the region, statistics show no significant improvement in indicators of public financial management in the 10 SSA countries for the period 2005 through 2011 despite the high and significant association between financial management indicators and annual GDP growth percentage. It is hoped that structural initiatives recently adopted in Kenya and currently being implemented may remedy this situation. These include; implementation of Vision 2030 and the new constitution, the CDF initiative, and the recent establishment of key institutions like Kenya Revenue Authority, Office of Fiscal Analysis, and legislative framework in the Financial Management Act No.5.

Book excerpt: More than 15 years ago, many countries in sub-Saharan Africa embarked on a program of budgetary reform, an important element of which was a medium-term budget framework (MTBF). This working paper focuses on the performance of these frameworks in six countries–– Kenya, Namibia, South Africa, Tanzania, Uganda, and Zambia. It assesses the effectiveness of MTBFs in achieving improved fiscal discipline, resource allocation, and certainty of funding, as well as wider economic and social criteria such as poverty reduction and more efficient public investment. In most countries, early successes were not sustained, and budgetary outcomes did not improve, partly for technical reasons, such as poor data and inadequate forecasting methodologies, but also because the reforms were largely supply driven. The paper argues that the development of MTBFs typically falls into four distinct phases. To make the transition from one phase to the next, developing countries should focus on building their capability in macrofiscal forecasting and analysis, and in improving the credibility of the annual budget process.

Book excerpt: It is a commonplace that the problems of African rural development are becoming increasingly complex--that is, they have grown more numerous, interrelated, and varied. This complexity has generated a multitude of development scenarios. Such scenarios encourage decision making along rigid and narrow patterns that ignore the diversity of local situations and national cultures. Among these is the doomsday scenario, applied to every nation on the continent, best captured in the phrase Everything worksàexcept in Africa. Emery Roe argues that crisis scenarios generated by an expert (usually non-African) elite are self-serving and counterproductive. Despite this, they go largely unchallenged, even when they fail to explain or predict. Except-Africa takes up the challenge of devising development scenarios that do justice to the continent's variegated reality.The book begins by defining what the author means by a development narrative. The subsequent chapters provide alternate scenarios to such dominant models. Chapter 2 sketches four counter-narratives to the tragedy of the common argument, while chapter 3 constructs the most innovative challenge to conventional ways of thinking about Sub-Saharan pastoralism in decades. Chapter 4 develops an alternative scenario of expatriate advising in Africa, while chapter 5 devises a counter-narrative to the all-too-common views about government budgeting in Nigeria, Kenya, and Ghana. Chapter 6 presents a case study and counter-narrative from Zimbabwe of a complex local government reform. The book concludes by moving beyond case material and specific situations to answer the most imperative question in African studies and rural development: What would a politics of complexity look like in Africa if complexity were seriously engaged?Contemporary African studies are dominated by narratives about power. Yet in African rural development, power interests are by no means always clear. Development issues are frequently contingent and provisional. Surviving the tangled fusion of narrative and reality requires a politics of complexity. Except-Africa will be an essential work in meeting that challenge.

Such living standards can be viewed as an outcome of the interaction between the opportunities offered by society and the readiness and ability of each person to exploit them. Under certain circumstances, public finance can make an important contribution to the creation of opportunities within a given society by raising resources from the private sector through taxation or borrowing (domestic and external) and allocating those resources effectively and equitably in the form of public spending, including through public goods and transfers. The first chapters in this volume sketch out a framework that policy makers can use in adopting a more cohesive or integrated approach to the short- and long-term dimensions of fiscal policy. Here the traditional threefold rationale for fiscal policy proposed by Musgrave-stabilization, resource allocation, and distribution-continues to be useful. Other chapters in this volume take up some of the critical institutional challenges in implementing fiscal policy for longer-term growth and development. These chapters also look at the tools and approaches being developed to address these challenges. Improving the quality of public investment management is a particular priority in view of the recent evidence that as little as half of all public investment expenditure translates into productive capital stock. The last chapter in this volume is a case study of fiscal responses to the great recession in low-income Sub-Saharan Africa, looking at stabilization and the longer-run growth, as well as distributional aspects of such responses. The paper provides an analysis on the practicality of stakeholder participation or simply participatory budgeting in the local government system in Zambia using Kabwe Municipal Council as case study. An analysis of the challenges that the Government at the level of local government faces in its quest to incorporate participatory budgeting at the local level is also presented. The direction of the paper focuses mainly on the general assessment of the conditions for effective participatory budgeting and its impact on the stakeholder community. Kabwe Municipal Council was ideally suitable for the study as the first pilot council to have practiced participatory budgeting in Zambia. The primary focus in the Kabwe Municipal Council case study is on the extent to which stakeholder participation is promoted in the budgeting process by measuring the extent against the conditions for effective participation in the budgetary process as advocated by Wampler (2000) in his “A Guide to Participatory Budgeting” paper. This is done to inform the researcher on appropriate conditions that need to exist at the local level to ensure effective implementation of participatory budgeting in Zambia. The paper brings to light the notion of participatory budgeting as an on-going process that is linked to elements of direct and indirect democracy. It further proves that the concept does not reach its finality but is always developing as a step-by-step institutionalization of stakeholder participation in the budgeting process at the local level. The paper proves most of the participatory budgeting process in Kabwe Municipal Council to be in line with most of the pre-conditions of Wampler.The potential of participatory budgeting in Zambia is proved to be very much feasible but heavily depended on the political drive by the Government in power. The paper emphasizes facilitation of the immediate implementation of the Decentralization policy by Government as a precinct for participatory budgeting as it embraces most of the tenets of stakeholder participation in the budgeting process at the local government level.

Book excerpt: Abstract: Based on a panel of 50 African countries from 1970 to 2015, this study analyzes the impact of public investments and spending in education and health sectors on GDP per capita growth. I separately modeled for education and health capital, while controlling for governance and demonstrated the importance of investments and expenditures on human capital in countries production capacity accumulation, which in the long run leads sustainable economic growth. Results show a positive relationship between spending in those sectors and the per capita income growth and proves their importance on the continents0́9 combat against poverty.
