Book excerpt: "With the demise of the Soviet Union, European perceptions of security threats have expanded beyond Cold War defense concerns to encompass a broad range of transnational issues. While threats such as terrorism, ethnic concerns to encompass a broad range of transnational issues. While threats such as terrorism, ethnic conflict, nuclear proliferation and organized crime may not be new, they were largely overshadowed in the past by the superpowers' military and ideological struggles. As institutions, governments and policymakers work to better understand and prepare for these broader security challenges, what do publics think? USIA opinion research over the past ten years has shown that west European publics are neither backing away from international engagement nor drifting apart from on another -- or the U.S. -- as allies. This analysis will illustrate points where publics diverge in their security views, but it will also portray publics across Europe and in Canada who sense that they can rely on one another and who continue to favor a multilateral approach to security threats."--Executive summary.

Available in PDF, EPUB and Kindle. Book excerpt: Since the end of communism in Central Europe, the former Soviet satellite states have sought closer relations with the West. An immediate goal was membership in NATO. To meet the conditions of membership, the former Warsaw Pact members had to make significant reforms within their defense establishments that would meet NATO's interoperability requirements. Despite the incentive of potential NATO membership, the development and implementation of such reforms has been slow. The objective of this study is to answer the research question," Why has defense reform proven so elusive in an environment where key actors agree on the desirability, necessity, and the benefits of its formulation and implementation?"

Book excerpt: Evolving New World Order/Disorder demonstrates the interrelationship of geography to developments of national power, cultural composition, and international complexities in the Peoples' Republic of China, the new Russia, Western Europe, and the United States. Much of the study is centered on China as the nation of the third millennium, on the new significance of the Caspian Sea region, and requirements for international cooperation in sensitive and serious problems facing the world. It also explains the changing policies of NATO and its emphasis on maintaining peace in Europe and nearby regions and relegating to the background its initial major objective of having to defend Western Europe against attack by the Soviet Union.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a thorough appraisal of Operation Allied Force, NATO's 78-day air war to compel the president of Yugoslavia, Slobodan Milosevic, to end his campaign of ethnic cleansing in Kosovo. The author sheds light both on the operation's strengths and on its most salient weaknesses. He outlines the key highlights of the air war and examines the various factors that interacted to induce Milosevic to capitulate when he did. He then explores air power's most critical accomplishments in Operation Allied Force as well as the problems that hindered the operation both in its planning and in its execution. Finally, he assesses Operation Allied Force from a political and strategic perspective, calling attention to those issues that are likely to have the greatest bearing on future military policymaking. The book concludes that the air war, although by no means the only factor responsible for the allies' victory, certainly set the stage for Milosevic's surrender by making it clear that he had little to gain by holding out. It concludes that in the end, Operation Allied Force's most noteworthy distinction may lie in the fact that the allies prevailed despite the myriad impediments they faced.

Book excerpt: As U.S. military forces appear overcommitted and some ponder a possible return to the draft, the timing is ideal for a review of how the American military transformed itself over the past five decades, from a poorly disciplined force of conscripts and draft-motivated "volunteers" to a force of professionals revered throughout the world. Starting in the early 1960s, this account runs through the current war in Iraq, with alternating chapters on the history of the all-volunteer force and the analytic background that supported decisionmaking. The author participated as an analyst and government policymaker in many of the events covered in this book. His insider status and access offer a behind-the-scenes look at decisionmaking within the Pentagon and White House. The book includes a foreword by former Secretary of Defense Melvin R. Laird. The accompanying DVD contains more than 1,700 primary-source documents-government memoranda, Presidential memos and letters, staff papers, and reports-linked directly from citations in the electronic version of the book. This unique technology presents a treasure trove of materials for specialists, researchers, and students of military history, public administration, and government affairs to draw upon.

Available in PDF, EPUB and Kindle. Book excerpt: This book publishes for the first time in print every word the American and Soviet leaders – Ronald Reagan, Mikhail Gorbachev, and George H.W. Bush – said to each other in their superpower summits from 1985 to 1991. Obtained by the authors through the Freedom of Information Act in the U.S., from the Gorbachev Foundation and the State Archive of the Russian Federation in Moscow, and from the personal donation of Anatoly Chernyaev, these previously Top Secret verbatim transcripts combine with key declassified preparatory and after-action documents from both sides to create a unique interactive documentary record of these historic highest-level talks – the conversations that ended the Cold War. The summits fueled a process of learning on both sides, as the authors argue in contextual essays on each summit and detailed headnotes on each document. Geneva 1985 and Reykjavik 1986 reduced Moscow's sense of threat and unleashed Reagan's inner abolitionist. Malta 1989 and Washington 1990 helped dampen any superpower sparks that might have flown in a time of revolutionary change in Eastern Europe, set off by Gorbachev and by Eastern Europeans (Solidarity, dissidents, reform Communists). The high level and scope of the dialogue between these world leaders was unprecedented, and is likely never to be repeated.
