Available in PDF, EPUB and Kindle. Book excerpt: For instructors who want to expose their students to the social, political, and historical context of the practice of public administration, this book provides a unique approach to the introductory PA course. The author's own text is skilfully interwoven with a collection of seminal readings and documents that illuminate the key issues of past and present for public service professionals in a democratic society. More than an overview of public administration, Public Administration and Society offers students a broad perspective on the American Founding Era, the relationship of citizens to government, and how the structure of government reflects societal values. The premise of the book is that understanding the societal context is important to the success of the practitioner and to the practitioner's role as a responsible agent of change in a democratic society. Introductory essays and readings offer students perspectives on five important thematic areas in public administration: the Founding-Era debate over the size and scope of government, the relationship of the community to the individual, public organizations and policy making, values and public administration, and the role of the public service practitioner in a democratic society. This new edition of features five new readings, and, based on input from adopters, an entirely new section on public policy making (Part IV: Public Organizations and Policy). The author's part-opening sections have all been extensively revised and updated.

Book excerpt: A seminal collection of essays, addressing such questions as the evolving roles of civil servants, the education and training of civil servants, and the ways to balance civil servants’ expertise with respect for democratic governance This collection of essays highlights the “peculiarly American” issues of public administration ranging from 1870 to 1974, when they were first published. Every contributor was assigned a period of American history and given the opportunity to write on what he or she deemed the most important or relevant concern of that period. This method, employed for this book and the connected National Association of Schools of Public Affairs and Administration conference, resulted in a wide-reaching, if eclectic, collection. Supplanted by Mosher’s impressive summarization of the field throughout the years, the book still holds prominence as a source for scholars, workers, and students alike in public administration. The essays raise such issues as the education of civil servants, the changes necessitated by crises, the growth of social sciences in governmental concerns, and primarily, the role of public administrators in America. Each author is a distinguished expert in his own right, and each essay can stand alone as a remarkable insight into the changing world of public administration within American society. Frederick Mosher’s expertise and supervision shapes this work into a remarkable and holistic perspective on public administration over time.

Book excerpt: This classic text, originally published in 1948, is a study of the public administration movement from the viewpoint of political theory and the history of ideas. It seeks to review and analyze the theoretical element in administrative writings and to present the development of the public administration movement as a chapter in the history of American political thought. The objectives of The Administrative State are to assist students of administration to view their subject in historical perspective and to appraise the theoretical content of their literature. It is also hoped that this book may assist students of American culture by illuminating an important development of the first half of the twentieth century. It thus should serve political scientists whose interests lie in the field of public administration or in the study of bureaucracy as a political issue; the public administrator interested in the philosophic background of his service; and the historian who seeks an understanding of major governmental developments. This study, now with a new introduction by public policy and administration scholar Hugh Miller, is based upon the various books, articles, pamphlets, reports, and records that make up the literature of public administration, and documents the political response to the modern world that Graham Wallas named the Great Society. It will be of lasting interest to students of political science, government, and American history.

Book excerpt: This is the first book that provides a comprehensive examination of social equity in American public administration. The breadth of coverage--theory, context, history, implications in policy studies, applications to practice, and an action agenda--cannot be found anywhere else. The introduction examines the values that support social equity (fairness, equality, justice) in relationship to each other. Unlike other books, Justice for All contrasts equality with the value of freedom and related norms such as individulalism and competition. It is the tension between these competing value clusters that shapes the debate about social equity in the United States. Subsequent chapters advance this theme, for example, contrasting the choice between combatting inequality and promoting development in urban regions, and between affirmative action and advancing diversity. Later chapters highlight the book's key contribution--the application of social equity principles in practice--with chapters on health, criminal justice, education, and planning. Additional chapters examine the ways that social equity can be advanced through leadership and policy/social entrepreneurship, assessment of agency management, and managing human resources. The book concludes with an agenda that affirms a more active and comprehensive definition of social equity for the field and elaborates how that definition can be converted into actions supported by the measurement of access, proceduraal fairness, quality, and results.

Book excerpt: Nowadays, we all tend to complain about bureaucracy, if only because it touches our daily lives, sometimes in frustrating ways. This book examines the gradual emergence of American public administration. As a history of American bureaucracy, it focuses on key and pivotal events in its evolution and development. Chapters highlight major issues and controversies including the anti-democratic origins of the field, Congressional hostility to the bureaucracy, if appointed city managers should be subject to recall by voters, early limits on the role of women, and the establishment of a membership association for practitioners and academics alike—an unusual feature in the American professional world. This book will appeal to university students, university faculty members, and academic libraries interested in American government and US history. The subject is at the intersection of several academic disciplines, including public administration, American history, political science, public management, management history, and organization theory.

Available in PDF, EPUB and Kindle. Book excerpt: From two legal luminaries, a highly original framework for restoring confidence in a government bureaucracy increasingly derided as “the deep state.” Is the modern administrative state illegitimate? Unconstitutional? Unaccountable? Dangerous? Intolerable? American public law has long been riven by a persistent, serious conflict, a kind of low-grade cold war, over these questions. Cass Sunstein and Adrian Vermeule argue that the administrative state can be redeemed, as long as public officials are constrained by what they call the morality of administrative law. Law and Leviathan elaborates a number of principles that underlie this moral regime. Officials who respect that morality never fail to make rules in the first place. They ensure transparency, so that people are made aware of the rules with which they must comply. They never abuse retroactivity, so that people can rely on current rules, which are not under constant threat of change. They make rules that are understandable and avoid issuing rules that contradict each other. These principles may seem simple, but they have a great deal of power. Already, without explicit enunciation, they limit the activities of administrative agencies every day. But we can aspire for better. In more robust form, these principles could address many of the concerns that have critics of the administrative state mourning what they see as the demise of the rule of law. The bureaucratic Leviathan may be an inescapable reality of complex modern democracies, but Sunstein and Vermeule show how we can at last make peace between those who accept its necessity and those who yearn for its downfall.
