Book Synopsis Humanitarians in Hostile Territory by : Peter W Van Arsdale
Download or read book Humanitarians in Hostile Territory written by Peter W Van Arsdale and published by Routledge. This book was released on 2017-03-02 with total page 295 pages. Available in PDF, EPUB and Kindle. Book excerpt: More than ever, humanitarian aid workers and diplomats are engaging with vulnerable populations in areas once considered too dangerous to touch. Drawing on decades of on-the-ground experience in conflict environments around the world, Van Arsdale and Smith offer this important and revealing guide to the ethics, theory, and practice of work outside so-called Green Zones of safety. On behalf of governments or NGOs, on missions ranging from complex humanitarian emergencies to post-war reconstruction, social scientists in interdisciplinary teams are operating in settings where the line between civilian and military projects is increasingly blurred. This book is essential reading for anyone who wants to understand the realities of these new humanitarianisms and for the fields of international relations, anthropology, development studies, and peace studies.

Book Synopsis Synchronizing U.S. Government Efforts Toward Collaborative Health Care Policymaking in Iraq by : Thomas S. Bundt
Download or read book Synchronizing U.S. Government Efforts Toward Collaborative Health Care Policymaking in Iraq written by Thomas S. Bundt and published by Strategic Studies Institute. This book was released on 2010 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: A primary requirement in achieving strategic aims in Iraq is the reestablishment of a functional health care system. Currently, there is no agreed solution among the stake-holder agencies regarding strategic health policy in support of this objective. Health care is a component of basic human needs and should be accessible, affordable, and effective. Following combat operations and phasing into stabilization operations, basic health care infrastructure and systems have often been either disrupted or degraded altogether. To address this situation, the U.S. Government requires a coordinated interagency approach to formulate a strategic health care plan. Incorporating all relevant players into this endeavor will promote sound organizational design, unity of effort, and a culture favorable to synchronization. This paper contains specific recommendations and advocates a renewed effort toward addressing them. The primary constructs under review are U.S. Government organization, leadership, and culture as they relate to a strategic healthcare policy. This approach will reduce redundant efforts, conserve resources and augment the legitimacy of the new Government of Iraq while supporting U.S. national strategic aims.
Download or read book Career Diplomacy written by Harry W. Kopp and published by Georgetown University Press. This book was released on 2011-03-22 with total page 319 pages. Available in PDF, EPUB and Kindle. Book excerpt: Career Diplomacy—now in its second edition—is an insider's guide that examines the foreign service as an institution, a profession, and a career. Harry W. Kopp and Charles A. Gillespie, both of whom had long and distinguished careers in the foreign service, provide a full and well-rounded picture of the organization, its place in history, its strengths and weaknesses, and its role in American foreign affairs. Based on their own experiences and through interviews with over 100 current and former foreign service officers and specialists, the authors lay out what to expect in a foreign service career, from the entrance exam through midcareer and into the senior service—how the service works on paper, and in practice. The second edition addresses major changes that have occurred since 2007: the controversial effort to build an expeditionary foreign service to lead the work of stabilization and reconstruction in fragile states; deepening cooperation with the U.S. military and the changing role of the service in Iraq and Afghanistan; the ongoing surge in foreign service recruitment and hiring at the Department of State and U.S. Agency for International Development; and the growing integration of USAID’s budget and mission with those of the Department of State.
Book Synopsis Some of the Best Weapons for Counterinsurgents Do Not Shoot by : Eric Thorne Olson
Download or read book Some of the Best Weapons for Counterinsurgents Do Not Shoot written by Eric Thorne Olson and published by Strategic Studies Institute. This book was released on 2010 with total page 113 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Even under the best circumstances, reconstruction in counterinsurgency is a difficult endeavor. The most critical tasks are numerous and complex. Many participating agencies must undertake missions that fall well out of their existing core competencies or operate in environments that are completely unfamiliar to them. The involvement of multiple agencies, which are not accustomed to working together, makes coordination difficult. And all this must take place in an environment where an armed, violent foe, who understands the disadvantage to him of a successful reconstruction effort, is determined to go to almost any length to resist progress or destroy what has been accomplished. If the counterinsurgent understands what needs to be accomplished and to what end, and he has a plan and can mount a coordinated effort to execute that plan, reconstruction can indeed then become one of the array of key weapons that do not shoot that are available to the counterinsurgent. Even as a weapon that does not shoot, reconstruction can end up being dangerous to the hunter as well as the hunted. A coordinated, skillfully executed reconstruction program is essential to a manageable security environment and strong national institutions that have the confidence and the support of the people. But reconstruction that is mismanaged, bungled, and obviously ineffectual not only represents a lost opportunity to advance the cause; it also may well put a weapon in the hands of the insurgent."--Page xiii.

Book Synopsis Shades of CORDS in the Kush by : Henry Nuzum
Download or read book Shades of CORDS in the Kush written by Henry Nuzum and published by Strategic Studies Institute. This book was released on 2010 with total page 111 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Counterinsurgency (COIN) requires an integrated military, political, and economic program best developed by teams that field both civilians and soldiers. These units should operate with some independence but under a coherent command. In Vietnam, after several false starts, the United States developed an effective unified organization, Civil Operations and Revolutionary Development Support (CORDS), to guide the counterinsurgency. CORDS had three components absent from our efforts in Afghanistan today: sufficient personnel (particularly civilian), numerous teams, and a single chain of command that united the separate COIN programs of the disparate American departments at the district, provincial, regional, and national levels. This paper focuses on the third issue and describes the benefits that unity of command at every level would bring to the American war in Afghanistan. The work begins with a brief introduction to counterinsurgency theory, using a population-centric model, and examines how this warfare challenges the United States. It traces the evolution of the Provincial Reconstruction Teams (PRTs) and the country team, describing problems at both levels. Similar efforts in Vietnam are compared, where persistent executive attention finally integrated the government's counterinsurgency campaign under the unified command of the CORDS program. The next section attributes the American tendency towards a segregated response to cultural differences between the primary departments, executive neglect, and societal concepts of war. The paper argues that, in its approach to COIN, the United States has forsaken the military concept of unity of command in favor of 'unity of effort' expressed in multiagency literature. The final sections describe how unified authority would improve our efforts in Afghanistan and propose a model for the future."--Page iii.
Book Synopsis Vortex of Conflict by : Dan Caldwell
Download or read book Vortex of Conflict written by Dan Caldwell and published by Stanford University Press. This book was released on 2011-02-17 with total page 404 pages. Available in PDF, EPUB and Kindle. Book excerpt: More than two million Americans have served in Afghanistan or Iraq; more than 5,000 Americans have been killed; and over 35,000 have been grievously wounded. The war in Afghanistan has become America's longest war. Most Americans do not understand the background of, or reasons for, the United States' involvement in these two wars. Using primary and secondary sources, author Dan Caldwell describes relevant historical, political, cultural, and ideological elements related to the wars in Iraq and Afghanistan. He demonstrates how they are interrelated. Beginning with the history of the two conflicts within the context of U.S. policies toward Afghanistan, Iraq, and Pakistan because American policy toward terrorism and Afghanistan cannot be understood without some consideration of Pakistan he outlines and analyzes major issues of the two wars. These include intelligence quality, war plans, postwar reconstruction, interagency policymaking, U.S. relations with allies, and shift from conventional to counterinsurgency strategy. He concludes by capturing the lessons learned from these two conflicts and points to their application in future conflict. His book is a one-volume resource for anyone who wishes to understand why and how the U.S. became involved in these two wars and in the affairs of Pakistan concurrently.
Book Synopsis Reconfiguring Intervention by : Louise Wiuff Moe
Download or read book Reconfiguring Intervention written by Louise Wiuff Moe and published by Springer. This book was released on 2017-02-07 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: This edited volume critically assesses emerging trends in contemporary warfare and international interventionism as exemplified by the ‘local turn’ in counterinsurgent warfare. It asks how contemporary counterinsurgency approaches work and are legitimized; what concrete effects they have within local settings, and what the implications are for how we can understand the means and ends of war and peace in our post 9/11 world. This book is essential reading for anyone interested in understanding recent changes in global liberal governance as well as the growing convergence of military and seemingly non-military domains, discourses and practices in the contemporary making of global political order.
Book Synopsis Afghanistan Under Siege by : Bojan Savic
Download or read book Afghanistan Under Siege written by Bojan Savic and published by Bloomsbury Publishing. This book was released on 2020-05-28 with total page 259 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this book, based on field work undertaken in Afghanistan itself and through engagement with postcolonial theory, Bojan Savic critiques western intervention in Afghanistan by showing how its casting of Afghan natives as “dangerous” has created a power network which fractures the country – in echoes of 19th and 20th century colonial powers in the region. Savic also offers an analysis of how and by what means global security priorities have affected Afghan lives.
