Book excerpt: The official report that has shaped the international debate about NSA surveillance "We cannot discount the risk, in light of the lessons of our own history, that at some point in the future, high-level government officials will decide that this massive database of extraordinarily sensitive private information is there for the plucking. Americans must never make the mistake of wholly 'trusting' our public officials."—The NSA Report This is the official report that is helping shape the international debate about the unprecedented surveillance activities of the National Security Agency. Commissioned by President Obama following disclosures by former NSA contractor Edward J. Snowden, and written by a preeminent group of intelligence and legal experts, the report examines the extent of NSA programs and calls for dozens of urgent and practical reforms. The result is a blueprint showing how the government can reaffirm its commitment to privacy and civil liberties—without compromising national security.

Download or read book Uranium Enrichment and Nuclear Weapon Proliferation written by Allan S. Krass and published by Routledge. This book was released on 2020-11-20 with total page 325 pages. Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1983, this book presents both the technical and political information necessary to evaluate the emerging threat to world security posed by recent advances in uranium enrichment technology. Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation. Some of the issues addressed in this book are: A technical analysis of the most important enrichment techniques in a form that is relevant to analysis of proliferation risks; A detailed projection of the world demand for uranium enrichment services; A summary and critique of present institutional non-proliferation arrangements in the world enrichment industry, and An identification of the states most likely to pursue the enrichment route to acquisition of nuclear weapons.

Book Synopsis Multilateral Diplomacy and the NPT by : Jayantha Dhanapala
Download or read book Multilateral Diplomacy and the NPT written by Jayantha Dhanapala and published by United Nations Publications UNIDIR. This book was released on 2005 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: The author presided over the Nuclear Non-Proliferation Treaty Review and Extension Conference (NPTREC) in 1995, which decided to extend the treaty indefinitely. The conference also reviewed the performance of the treaty over the 1990-1995 period. This book is an analytical record of a major multilateral conference, involving 175 countries, that succeeded in adopting final decisions without a vote. With the 2005 review taking place in May 2005, amid major concerns over non-adherence to the treaty and non-disclosure by several states, this is a relevant dissection of elements that can lead to successful outcomes in such multilateral conferences.

Download or read book Governing the Bomb written by Hans Born and published by Sipri Monograph. This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Go nuclear' or 'go zero'--as the international community stands at a nuclear crossroads, a number of questions demand urgent attention: How do established and emerging nuclear-armed states manage their nuclear affairs? Who commands and controls a country's nuclear forces? What effect does the balance between secrecy and openness have on larger questions of security and democracy? Governing Nuclear Weapons is grounded in the belief that the public's ability to hold nuclear-armed states accountable for the security of their weapons is contingent on proper knowledge of domestic nuclear governance. With a special emphasis on civilian control and democratic accountability, it seeks to illuminate the structures and processes of nuclear weapons governance of eight nuclear-armed states: China, France, Russia, the UK, and the US, as well as India, Israel, and Pakistan. It examines the theoretical as well as practical functions and structures of those who possess the power to make nuclear decisions and those who have the practical means and physical opportunity to execute those decisions. While the book assesses the whole spectrum of political oversight and control mechanisms in operation for each country--including the roles and requirements of the executive, the military and specialized civilian institutions--it also takes a closer look at parliamentary institutions and civil society at large. As nuclear terrorism, proliferation and disarmament vie for the top slot on the global security agenda, a comparative understanding of the various national nuclear discourses is no longer optional, but required.
