Exprimant à la fois ce qui les identifie et différencie des autres groupes ou sociétés, le patrimoine suppose un travail d'interprétation voire de reconstruction du passé en fonction d'enjeux du présent. Cette manière de concevoir le patrimoine est directement liée au passé socialement et historiquement construit : inventée en Occident durant l'époque moderne, elle s'est ensuite étendue à d'autres sociétés. Cette extension de la notion de patrimoine ainsi envisagée est soutenue par l'intensification des échanges qui caractérise le nouveau contexte planétaire depuis un siècle. En effet, dans un contexte de mondialisation marqué par l'accélération des échanges internationaux ainsi que la remise en cause de certains cadres institutionnels traditionnels, le secteur patrimonial connaît nombre de bouleversements aussi bien dans les formes de sa gestion que dans celles de sa valorisation. Etant donné le rôle du patrimoine sur l'identité nationale et son ampleur croissante sur l'économie, la politique patrimoniale joue toujours une place importante dans la politique culturelle de l'État. Face à un monde sans frontière, la politique patrimoniale de l'État subit des changements non négligeables. Les mutations considérables de ce monde globalisé que nous connaissons exigent effectivement de nouvelles mesures afin de protéger, conserver et valoriser le patrimoine culturel.
