Book excerpt: This paper examines the extent and structure of nominal protection in a large sample of Sub-Saharan countries, and provides estimates of the effects of this protection on the exports of these countries. Both tariff rates and the frequency of nontariff barriers are found to be appreciably higher on average in the Sub-Saharan countries than in other developing countries. The empirical estimates, based on simulations of a simple model of trade and real exchange rate adjustment, suggest that protection reduces the value of the sample countries’ exports (relative to baseline levels) by between 15 and 33 percent per annum, and inhibits export diversification.

Many factors explain this outcome, including continued concentration in slowly-growing non-fuel primary commodities and domestic economic policies that have discouraged new investment that could promote diversification and increased production of traditional crops. Diversification into new agricultural products and light manufactures could boost export earnings, but only if the region can compete successfully with existing producers elsewhere. In most countries this will require major structural reforms to create a more attractive economic environment.

The first is a moral imperative: SSA governments cannot and should not ignore a sector on which about 70 percent of their population directly depend for their livelihoods if they are serious about their commitment to MDG1. Second, in spite of its generally poor performance, SSA countries do not have any realistic strategic option that they can rely upon for achieving sustainable economic development other than agriculture. Third, there is evidence from a number of SSA countries that appropriate policies and direct public sector investment have combined to trigger agriculture sector-led economic growth. This publication argues for countries to build on their success stories and for others to explore such opportunities, taking into account their specific environmental, economic and social conditions. This book calls for a rethinking of trade and industry for Africa's development. It uses data drawn from national development plans and strategies, and trade and industry issues have been prioritized at the continental level, in key policy documents. On the whole Africa's industry and trade performance have been poor in spite of national, regional, and continental plans. The contributors to this volume propose some alternative strategies and policies which are necessary for trade and industry to grow and to contribute to the well-being of Africa's people. It calls for a developmental trade and industry policy which, fundamentally, must be people-centred. African states should invest time, energy and resources to develop policies which will take into consideration African realities.The different contributors are aware that Africa has experienced strong economic growth in the recent past but this growth has largely been due to a strong demand for Africa's primary commodity exports. It has also been a result of increases in productivity and domestic investment and remittances from Africans living in the Diaspora. It is important to note that despite this unprecedented growth performance, the impact of trade and industry on development has been limited. The book argues that a structural transformation of Africa's economies is inevitable if Africa is to achieve the shift from the dominant paradigm of production and export of primary goods. The various contributors to this book agree that there is need to rethink policy and strategy in order to achieve industrial development in Africa. There is no unique solution or answer that can fit all situations as African countries are not the same. While Africa can draw lessons from other regions which have successfully industrialized, this book argues that policies and strategies will have to be adapted to country-specific situations and circumstances.

Its current authorisation expired on September 30, 2015. Bills to renew the preference program were introduced in the House and Senate on April 17 and April 20. This book seeks to inform the discussion on the potential reauthorisation of AGOA through analysis of the components of the AGOA legislation; U.S. import trends associated with AGOA; the impact of AGOA on African economies and U.S.-Africa trade; and the issues surrounding the reauthorisation process. The book also compares AGOA with selected countries' trade preference programs in terms of key characteristics and performance, and examines AGOA countries' participation in trade negotiations.

If Africa merely retained its 1962-1964 shares for major products its exports would now be 75% ($11 billion) higher. External protection against Africa has not played an important role in this decline, in fact, OECD trade preferences made market access conditions for Africa more favorable than that for many other exporters. In contrast, sub-Saharan Africa's own trade barriers are considerably higher than those of most other developing countries, particularly those that launched sustained export-oriented industrialization drives. Since numerous studies show countries which pursue liberal trade policies generally achieve superior growth rates, these findings accent the importance of domestic policy reforms if Africa is to reverse its diminishing role in world trade. In short, the future of African economies will be determined by Africans themselves and not by outsiders.
