Over the past year, we've seen an increasing threat of terrorism to vital surface transportation networks. On September 17, 2016, a bomb exploded in New York City's Chelsea neighborhood injuring 31 people. Two days later, police in Elizabeth, New Jersey, removed a backpack filled with pipe bombs from a public trash can. The devices were discovered near the town's train station. In Nice, France, a member of ISIL drove a commercial truck into a crowded promenade, killing 84 people. In March, 16 individuals were killed in a bomb blast at a metro station in Brussels, Belgium. These tragic events underscore a dangerous reality. Surface transportation, rail, ports, pipelines, and mass transit systems are at risk of attack.

Book excerpt: Protecting Transportation: Implementing Security Policies and Programs provides a thorough overview of transportation security in the United States, with a focus on policy. The book coversall major transportation modes and puts the American security system into perspective against other national and international systems. Author R. William Johnstone, a transportation security expert and member of the 9/11 Commission staff, discusses how the current transportation security system came to be and how it is performing. Whether you are a current or aspiring transportation security professional, a policymaker, or an engaged citizen, Johnstone’s presentation equips you to understand today’s issues and debates on a problem that affects every member of the global community. Transportation security has evolved in the years since 9/11 from a relatively modest, sporadic undertaking into a multi-billion dollar enterprise employing tens of thousands. Protecting Transportation describes how that system is organized, funded, and implemented. Fosters critical thinking by reviewing the development and evaluation of key transportation security programs Clarifies security issues in the context of civil liberties, federal spending, and terrorist incidents in the United States and globally Considers the “inputs of security policy, including laws, regulations, and programs; and the “outcomes, such as enforcement, effectiveness metrics, and workforce morale

Book excerpt: "We must ensure that our highest-risk mass transit systems receive the funding and assistance they need from the federal government. I am pleased that we will hear from TSA Administrator Pistole, FEMA Administrator Fugate, and officials from New York City, Chicago, and San Francisco. Each day, millions of Americans rely on our Nation's mass transit systems, which present security challenges due to their many access points and minimal passenger screening. We know that terrorists are seeking to attack these systems; in just the past two years, we've seen arrests of men who planned to blow up the New York City and Washington, D.C. subway systems. A successful attack on a train or bus in one of our cities would not only injure or kill innocent passengers, but would also have devastating economic implications across the country. We need to examine and address the vulnerabilities that exist."

Book excerpt: The 2005 London subway bombings and 2006 rail attacks in Mumbai, India highlighted the vulnerability of passenger rail and other surface transportation systems to terrorist attack and demonstrated the need for greater focus on securing these systems. This testimony is based primarily on GAO's September 2005 passenger rail security report and selected program updates obtained in January 2007. Specifically, it addressees (1) the extent to which the Department of Homeland Security (DHS) has assessed the risks facing the U.S. passenger rail system and developed a strategy based on risk assessments for securing all modes of transportation, including passenger rail; (2) the actions that the Transportation Security Administration (TSA) and other federal agencies have taken to enhance the security of the U.S. passenger rail system, improve federal coordination, and develop industry partnerships; and (3) the security practices that domestic and selected foreign passenger rail operators have implemented to enhance security.

Available in PDF, EPUB and Kindle. Book excerpt: U.S. communities depend on reliable, safe, and secure rail systems. Each weekday, more than 12 million passengers take to U.S. railways. Recent attacks on passenger-rail systems around the world highlight the vulnerability of rail travel and the importance of rail security for these passengers. The use of passenger rail and the frequency with which terrorists target it call for a commitment to analyzing and improving rail security in the United States. This book explains a framework for security planners and policymakers to use to guide cost-effective rail-security planning, specifically for the risk of terrorism. Risk is a function of threat (presence of terrorists with intent, weapons, and capability to attack), vulnerability (likelihood of damage at a target, given an attack), and consequences (nature and scale of damages if an attack succeeds). While effective security solutions may address all three components of risk, this book focuses on addressing vulnerabilities and limiting consequences, since these are the two components of risk most within the realm of rail-security personnel. The analysis is based on a notional rail system that characterizes rail systems typically found in the United States. The methodology presented is useful for planning rail-security options.

Book excerpt: The surface transportation system is vital to our nation's economy, defense, and quality of life. Because threats against the system have hitherto been perceived as minor, little attention has been paid to its security. But the world is changing, as highlighted by dramatic incidents such as the terrorist chemical attack on the Tokyo subway in 1995. As a consequence, security concerns are now attracting more attentionâ€"appropriately so, for the threat is real, and responding to it is hard. Although the surface transportation system is remarkably resilient, it is also open and decentralized, making a security response challenging. Research and development can contribute to that response in important ways. Some important themes emerge from analysis of this strategy. First, a dual-use approach, in which security objectives are furthered at the same time as other transportation goals, can encourage the implementation of security technologies and processes. Second, modeling could be used more to develop a better understanding of the scope of the security problem. Third, DOT can play an important role in developing and disseminating information about best practices that use existing technologies and processes, including low-technology alternatives. Finally, security should be considered as part of a broader picture, not a wholly new and different problem but one that is similar and closely connected to the transportation community's previous experience in responding to accidents, natural disasters, and hazardous materials.

Book excerpt: Providing students and industry managers with the knowledge, skills, and abilities to effectively manage the security of transportation assets, Introduction to Transportation Security, Second Edition examines: The core concepts of security, safety, and emergency management practices The integrated nature of the U.S.critical infrastructure and the threats to intermodal transportation Those federal agencies working in emergency management, hazmat response, and transportation security and their intelligence and response requirements and capabilities Cost-beneficial security strategies aimed at preventing catastrophic failures from disasters or intentional sabotage or attack in each transportation mode Transportation is the lifeline of any nation, connecting people, supporting the economy, and facilitating the delivery of vital goods and services. Past failures and terrorist attacks on such transportation systems, in the U.S. and abroad, have demonstrated such systems' vulnerability, the consequences of any potential damage and disruption, as well as the substantial impacts on people, property, and the economy. Now, more than ever, it has become imperative for public transit and transportation systems, as well as the many private businesses operating in these sectors, to develop comprehensive security programs. This includes accounting for both natural and man-made hazards—and safeguarding people, places, and equipment—while at the same time ensuring operations continuity. The book covers all transportation critical infrastructure—their modes and their interconnectivity—including highway, air, freight and passenger rail, transit, maritime, and pipeline security. Chapters provide learning objectives, key words, and discussion questions pedagogical elements as well as several case studies to facilitate a practical understanding of the concepts presented. New to this edition is a chapter dedicated to gas and oil pipelines as well as an increased focus throughout of recent cyberattacks, to emphasize the need for physical and cybersecurity integration. Introduction to Transportation Security, Second Edition serves as a comprehensive, practical overview for students in transportation management, homeland security, and emergency management programs as well as an up-to-date reference for professionals charged with safeguarding the movement of assets within our interconnected transportation network.
