Available in PDF, EPUB and Kindle. Book excerpt: We investigate what farmland preservation programs reveal about the importance of protecting different rural amenities. An extensive content analysis of the enabling legislation of various farmland protection programs suggests wide variation exists in the protection of amenities. An analysis of 27 individual Purchase of Development Rights (PDR) programs' selection criteria suggests these programs favor preserving amenities that are jointly provided by cropland and livestock operations. These PDR selection criteria also reveal unique preferences regarding the spatial patterns of preserved agricultural lands. Variation in relative weights given to protecting most parcel characteristics in PDR programs is not easily explained by factors that characterize areas experiencing farmland losses.

Book excerpt: Public amenities provided by a rural agricultural landscape, arising from open space and farm activity, are important to many citizens and policymakers. Widespread development of farmland in some parts of the country has spawned an expanding array of farmland protection programs by county, State, and Federal governments, as well as by nonprofit organizations. To investigate the relative importance of preserving different amenities, this report examines the enabling legislation of these programs across the 48 contiguous States, and the implementation of these programs in five Northeastern States (Maryland, Massachusetts, New Jersey, Pennsylvania, and Vermont). The report also assesses how farmland protection programs fit into the broader array of rural land conservation programs.

Book excerpt: The analyses reported on in this chapter provide a broader and different perspective in exploring the relationship of farmland protection programs and rural amenities than previously published research. They supplement existing studies in the literature that use survey data from a limited geographic area to assess public preferences over goals or willingness to pay to protect farmland. Our findings imply farmland preservation programs may protect a wide variety of amenities. However, variation in the design of PDR programs is not easily explained by factors that are likely to characterize areas with farmland losses. This suggests that different amenities may be provided by or favored even in areas facing similar threats to their farmland bases.

Book excerpt: The Federal Government, all 50 States, many local jurisdictions, and over 1,200 land trusts and nonprofit conservation programs seek to maintain more land in farming uses than would otherwise be the case. ERS analysts found various objectives mentioned in the authorizing legislation for State farmland protection programs. ERS also found that State farmland protection measures are generally tied to State-specific circumstances.

Book excerpt: Farmers, who own or rent most of the private land in America, hold the key not only to the nation's food supply, but also to managing community growth, maintaining an attractive landscape, and protecting water and wildlife resources. While the issue of protecting farmland and open space is not new, the intensity of the challenge has increased. Farmers are harder pressed to make a living, and rural and suburban communities are struggling to accommodate increasing populations and the development that comes with them. Holding Our Ground can help landowners and communities devise and implement effective strategies for protecting farmland. The book: discusses the reasons for protecting farmland and how to make those reasons widely known and understood describes the business of farming, federal government farm programs, and the role of land in farmers's decisions analyzes federal, state, and local farmland protection efforts and techniques explores a variety of land protection options including purchase of development rights; transfer of development rights; private land trusts; and financial, tax, and estate planning reviews the strengths and weaknesses of the farmland protection tools available The authors describe the many challenges involved in protecting farmland and explain how to create a package of techniques that can meet those challenges. In addition, they offer appendixes with model zoning ordinances, nuisance disclaimers, conservation easements, and other documents that individuals and communities need to carry out the programs discussed. Holding Our Ground provides citizens, elected officials, planners, and landowners with a solid basis for understanding the issues behind farmland protection, and will be an invaluable resource in developing techniques and programs for achieving long-term protection goals.

Book excerpt: Where cities are expanding and urban-edge farmland receding, government farmland protection programs are becoming increasingly popular. At the root of support for these programs is the recognition that farmland produces more for society than food and fiber. This study provides a number of insights on how farmland preservation programs operate as a policy instrument for protecting rural amenities. Some of these insights suggest the kind of rural amenities that seem to be most important, while others highlight concerns that affect the design and implementation of farmland protection policies.

Available in PDF, EPUB and Kindle. Book excerpt: As external forces increase the demand for land conversion, communities are increasingly open to policies that encourage conservation of farm and forest lands. This interest in conservation notwithstanding, the consequences of land-use policy and the drivers of land conversions are often unclear. One of the first books to deal exclusively with the economics of rural-urban sprawl, Economics and Contemporary Land-Use Policy explores the causes and consequences of rapidly accelerating land conversions in urban-fringe areas, as well as implications for effective policy responses. This book emphasizes the critical role of both spatial and economic-ecological interactions in contemporary land use, and the importance of a practical, policy-oriented perspective. Chapters illustrate an interaction of conceptual, theoretical, and empirical approaches to land-use policy and highlight advances in policy-oriented economics associated with the conservation and development of urban-fringe land. Issues addressed include (1) the appropriate role of economics in land-use policy, (2) forecasting and management of land conversion, (3) interactions among land use, property values, and local taxes, and (4) relationships among rural amenities, rural character, and urban-fringe land-use policy. Economics and Contemporary Land-Use Policy is a timely and relevant contribution to the land-use policy debate and will prove an essential reference for policymakers at the local, state, and federal levels. It will also be of interest to students, academics, and anyone with an interest in the practical application of economics to land-use issues.

Available in PDF, EPUB and Kindle. Book excerpt: As land is lost to urban sprawl and other non-farm activity, our ability to produce food is diminished and options for future food production are limited. Farmland preservation speaks to the need to preserve the agricultural land base for future generations. The need for protection is driven by uncertainty caused by climate change, population growth, food security, energy availability, and other local and global factors. This uncertainty means that there is an ever-growing responsibility to ensure that the actions of today do not compromise the needs of future generations. This second edition of Farmland Preservation provides a range of views and case studies from across Canada, the United States, and beyond. Its fourteen essays are intended to help the reader understand the importance of the issue and the potential for applying new approaches to agricultural protection, policy tools, and initiatives.

Book Synopsis Defining the Role of Conservation in Agricultural Conservation Easements by : Jess R. Phelps
Download or read book Defining the Role of Conservation in Agricultural Conservation Easements written by Jess R. Phelps and published by . This book was released on 2017 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: Farmland preservation has become an important pursuit for those seeking to protect the working landscape against conversion to non-agricultural use. One of the most common approaches for securing this protection is through the targeted use of agricultural conservation easements, typically perpetual land use agreements designed to limit incompatible activities in order to preserve future agricultural viability. There is, however, a growing tension within these perpetual agreements, particularly between the need to allow farmers substantial flexibility to adjust to future business conditions and the desire to protect significant non-economic values, including the conservation and environmental benefits that these lands also provide. It is the purpose of this Article to evaluate the role of conservation efforts within this overall framework and to evaluate the potential options for securing greater protection of these important rural amenities. To this end, Part II of this Article explores the various motivations that fuel farmland preservation nationwide. Part III discusses the evolution of farm policy towards its current degree of multifunctionality and the corresponding development and use of agricultural conservation easements as the preferred protective mechanism. Part IV addresses the growing tension within these agreements as agricultural practice continues to evolve. Last, Part V investigates the various approaches that can be used to protect the environmental attributes of protected agricultural lands. Ultimately, agricultural conservation easements will always require a balance between allowing flexibility for accommodating future needs and protecting rural amenities, but these agreements should actually result in a balance and ensure that the increasingly important conservation and environmental benefits associated with the working landscape are being adequately protected.
