Though often neglected in discussions of basic income, both countries are advanced liberal democracies dominated by neoliberal transformations of the welfare state, and therefore have great potential to advance debates on the topic. The contributors' essays and case studies explore the historical basis on which a basic income program might stand in these two countries, the ideological nuances and complexities of implementing such a policy, and ideas for future development that might allow the program to be put into practice regionally and applied internationally.

Shaun Goldfinch interviewed more than 180 leading policy makers in Australia and New Zealand, including former prime ministers, ministers of finance, treasurers, public servants and other policy elites, and examined primary government sources to demonstrate the reasons and processes involved in this remarkable period of economic reform. This major comparative study sheds new light on ecnomic policy-making and change, including the role of economic ideas and the importance of institutions and policy communities. It contrasts the 'crash through' approach that characterised reform in New Zealand with the 'bargained consensus' that underpinned changes in Australia. Finally it asks the critical question, 'Has the New Zealand approach to policy change delivered better policy outcomes?'
