This evaluation protocol is a decision-making tool for managing stabilized-solidified (S/S) wastes which could be used in a regulatory framework. For that purpose, the protocol is based on the measurement of several physical, engineering, and chemical properties of S/S wastes in order to evaluate different utilization and disposal scenarios. Several of the testing methods in the protocol were evaluated in a cooperative project with the industry initiated by Environment Canada; others are methods recommended by standards organizations in the fields of hazardous and radioactive wastes; and some properties of S/S wastes are measured using methods that are still in their development stage. The protocol evaluates both level 1, based on contaminant partitioning, and level 2, based on physical entrapment.
