Available in PDF, EPUB and Kindle. Book excerpt: The Secretary of Defense announced a proposal to close a numbers of military installations, including four Air Force bases. Bergstrom AFB, Texas, is one of the bases proposed for closure by the end of December 1992. In accordance with the National Environmental Policy Act (NEPA), the potential environmental consequences of that action and the no action alternative have been analyzed and are described in this DEIS. The DEIS includes analyses of community setting, land use and aesthetics, transportation, utilities, hazardous materials/wastes, geology and soils, water resources, air quality, noise, biological resources, and cultural and paleontological resources. Adverse impacts to the human (biophysical) environment were found to be negligible. However, remediation of hazardous waste sites on the base will be conducted in accordance with the Installation Restoration Program. Additionally, data recovery to evaluate two potentially National Register of Historic Places eligible prehistoric sites will be undertaken prior to the improved air quality and reduced noise. When the Air Force closes a base, a caretaker force is established to maintain buildings, grounds, and essential utility systems, and to control access to the base. The property is then declared excess and made available only to the General Services Administration (GSA) for reuse by other federal agencies or for disposal to local governments or the private sector. GSA is responsible for compliance with NEPA and the property disposal laws.
