Book excerpt: Nalcor Energy (Nalcor) proposed to develop two hydroelectric generation facilities, including construction of associated dams and reservoirs, on the lower Churchill River in central Labrador. The generation facilities would have a combined capacity of 3,074 megawatts (MW) with one facility located at Gull Island (2,250 MW) and one at Muskrat Falls (824 MW). The Project also included transmission lines between Muskrat Falls and Gull Island and between Gull Island and the existing Churchill Falls facility. Additional facilities associated with the Project would include access roads, temporary bridges, construction camps, borrow pits and quarry sites, diversion facilities and spoil areas. This report presents the results of the Joint Review Panel's (the Panel) examination of the potential environmental effects of the Lower Churchill Hydroelectric Generation Project (the Project) proposed by Nalcor. The Panel is satisfied that it has complied with its Terms of Reference and has gathered sufficient information to form conclusions on the potential environmental effects of the Project, and, where appropriate, to make recommendations regarding management of those effects, should the Project proceed.--Document.

Available in PDF, EPUB and Kindle. Book excerpt: An Anthropology of Landscape tells the fascinating story of a heathland landscape in south-west England and the way different individuals and groups engage with it. Based on a long-term anthropological study, the book emphasises four individual themes: embodied identities, the landscape as a sensuous material form that is acted upon and in turn acts on people, the landscape as contested, and its relation to emotion. The landscape is discussed in relation to these themes as both ‘taskscape’ and ‘leisurescape’, and from the perspective of different user groups. First, those who manage the landscape and use it for work: conservationists, environmentalists, archaeologists, the Royal Marines, and quarrying interests. Second, those who use it in their leisure time: cyclists and horse riders, model aircraft flyers, walkers, people who fish there, and artists who are inspired by it. The book makes an innovative contribution to landscape studies and will appeal to all those interested in nature conservation, historic preservation, the politics of nature, the politics of identity, and an anthropology of Britain.

Available in PDF, EPUB and Kindle. Book excerpt: Current and expanding human activities are moving us towards ever deeper unsustainability. While there is no single, simple means of reversing the invidious biophysical trends and redirecting the distribution of benefits, one necessary step is to approach every new and renewed undertaking as an opportunity to deliver maximum multiple, mutually reinforcing, fairly distributed and lasting gains. Finding the best options for enhancing such gains by comparing alternatives, addressing all the key requirements for progress towards sustainability and avoiding significant adverse effects, is the essential purpose of sustainability assessment. This book addresses the theory and practice of sustainability assessment applications, drawing from experiences globally in a variety of sectors and presenting lessons learned. Diverse international case studies from professionals and academics demonstrate progress so far in exploring openings, testing approaches to application and establishing best practice. The book illustrates means of specifying generic sustainability criteria for the context of particular applications, reports on the resulting insights, and examines the barriers and opportunities for further advances. This book is an important resource for students, academics and professionals in the areas of Governance, Environmental Assessment, Planning and Policy Making, Corporate Social Responsibility and Applied Sustainability.

Book excerpt: This paper reviews the experience of applying a sustainability framework in the assessment of the Lower Churchill Hydroelectric project in Labrador, Canada. In it's 2011 report, the Joint Review Panel proposed a decision-making framework for determining whether and how the project would make a net contribution to sustainability. In its framework, the panel considered the distribution of environmental, social, and economic impacts, benefits, risks and uncertainties.

Available in PDF, EPUB and Kindle. Book excerpt: Regional dynamics and federalism lie at the heart of Canadian politics. In Open Federalism Revisited, James Farney, Julie M. Simmons, and a diverse group of contributors examine the legacy of Prime Minister Stephen Harper in areas of public policy, political institutions, and cultural and economic development. This volume examines how these areas significantly affected the balance between shared rule and self-rule in Canada’s federation and how broader changes in the balance between the country’s regions affected institutional arrangements. Open Federalism Revisited engages with four questions: 1) Did the Harper government succeed in changing Canadian federalism in the way his initial promise of open federalism suggests he wanted to? 2) How big was the difference between the change Harper’s government envisioned and what it actually achieved? 3) Was the Harper government’s approach substantially different from that of previous governments? and 4) Given that Harper’s legacy is one of mostly incremental change, why was his ability to change the system so relatively minor? With attention to such topics as political culture, the role of political parties in regional integration, immigration policy, environmental policy, and health care, Open Federalism Revisited evaluates exactly how much changed under a prime minister who came into office with a clear desire to steer Canada back towards an older vision of federalism.

Available in PDF, EPUB and Kindle. Book excerpt: Canadian energy systems need to evolve. Beyond providing essential energy services, they must respond to climate change, enhance social justice, and remain sensitive to local cultures and traditions. Can they do this and still make financial sense? Sustainable Energy Transitions in Canada gathers experts from across the country to share perspectives on leading theories and practices. Contributors first deal with the conceptual aspects of energy transitions, investigating such topics as energy justice and poverty, the decolonization of energy, community energy planning, the role of energy systems modelling, and links between energy and climate change policy. Building on this foundation, they offer case studies that cover the North, the Atlantic region, Quebec, Ontario, Alberta and British Columbia, along with crucial but difficult to decarbonize sectors like transportation and space heating. Running throughout this comprehensive discussion is a common thread: the importance of paying attention to wider sustainability goals and distributional justice in the process of decarbonizing the Canadian economy.

Book excerpt: Both at home and abroad, the events of 2002 contrasted significantly with those of the previous year, something for which most Canadians could be extremely grateful. To no one's surprise, however, the year was dominated by the issues that had captivated the world's attention at the end of 2001: the attacks on the United States and the subsequent 'war on terror' declared by the Bush administration. Canada had chosen to stand 'shoulder to shoulder' with its southern neighbour in response to those attacks, and in 2002 the meaning of that commitment became clear as Canada entered into full-scale combat operations in Afghanistan, suffered its first casualties, and ended the year torn over whether to follow the United States should it choose to send troops to Iraq. On the home front, a battle of an altogether different magnitude reached a turning point with the seeming resolution of the long-running struggle between Prime Minister Jean Chrétien and Minister of Finance Paul Martin, even though by year's end, it was by no means clear who had actually won. Similarly, a number of the consequences of the 9/11 attacks remained unresolved. Changes to legislation regarding national security failed to be approved; Ottawa software engineer Maher Arar, who was arrested and deported by the United States on suspicion of terrorist links, languished in a Syrian jail despite official protest by the Canadian Government; and the war drums were beating loudly around Iraq. Continuing in the tradition of excellence for which the series has long been acclaimed, the Canadian Annual Review of Politics and Public Affairs 2002 presents detailed information and insightful analyses of issues and events that have had a lasting impact both nationally and internationally.
