Book excerpt: This handbook aims to help Association of Southeast Asian Nations (ASEAN) parliamentarians play their role in operationalising the ASEAN Guidelines for Promoting Responsible Investment in Food, Agriculture and Forestry (ASEAN RAI). It is based on Responsible investments in agriculture and food systems: A practical handbook for parliamentarians and parliamentary advisors published by the Food and Agricultural Organization of the United Nations (FAO) and the International Institute for Sustainable Development (IISD) in 2020. It adapts that earlier handbook to the ASEAN context and provides ASEAN parliamentarians with practical guidance on how to contribute to an enabling environment for responsible investment in agriculture and food systems in their countries, based on the ASEAN-RAI Guidelines.

Book excerpt: This policy brief is one in a series led by Chulalongkorn University with support from the Office of the Higher Education Commission, Ministry of Education, Thailand, in partnership with FAO. The series was initiated to support the Association of Southeast Asian Nations (ASEAN) Work Plan on Education, 2016–2020 implementation while Thailand was Chair of ASEAN in 2019 under the theme: “Advancing Partnership for Sustainability.” The Briefs offer critical interdisciplinary perspectives on agri-food systems from social and sustainability sciences. They are fully aligned with the regional initiative on Food System Transformation and are meant to support the work engaged with ASEAN. This brief focuses on the need for HEIs, international agencies, regional organizations and governments in Southeast Asia to do more to assist youth and tertiary students by providing adequate programmes, curricula, research and extension services. It highlights that it is critical to consider youth as an active partner and to fully include them in better documenting and evaluating youth and student issues while scaling-up best practices. It advocates for improved university services in rural communities to catalyze a paradigm shift from industrial agriculture to diversified agro-ecological systems.

This brief focuses on the recent efforts that have aimed at documenting, analysing and supporting sustainable agri-food systems among Southeast Asian universities and colleges while achieving the SDGs through regional cooperation. It advocates that with greater support for institutional reforms based on five pillars – curricula, research, extension, policies, and sustainability assessments/reporting – more HEIs could collaborate with FAO and other agencies, regional organizations, governments and donors to scale-up AE innovations and alternatives.

Book excerpt: The Food and Agriculture Organization of the United Nations (FAO) is working with the Government of Lao People's Democratic Republic to enhance responsible investments in agriculture and food systems in the country by supporting the implementation of the Association of Southeast Asian Nations Guidelines on Promoting Responsible Investment in Food, Agriculture and Forestry (ASEAN RAI) Guidelines. This collaboration comprises, supporting the Government in enhancing the enabling environment conducive to RAI, empowering women and youth organizations to engage in and benefit from RAI and raising awareness on RAI and the important role youth and women play. To shed more light on how to better support youth to invest in agriculture and sensitize them on the importance and opportunities this sector can offer, FAO interviewed young Lao people who have been able to invest in agriculture and become successful agri-entrepreneurs. This work is supported by the FAO Flexible Multi-Partner Mechanism (FMM).

Book excerpt: Trusting Trade and the Private Sector for Food Security in Southeast Asia challenges policy makers who oversee the rice sector in Southeast Asia and reexamines deep-rooted precepts about their responsibilities. The authors argue that fixating on national self-sufficiency has been costly and counterproductive, and cooperation can both improve rice production at home and expand regional trade. Trusting Trade specifically examines private sector participation in the rice and (yellow) maize markets in five countries in the Association of Southeast Asian Nations (ASEAN)—Indonesia, Malaysia, the Philippines, Thailand, and Vietnam. The study identifies both the private sector's potential role in providing greater regional food security and feasible ways to strengthen public and private sector cooperation in managing regional food supply chains. Trusting Trade also examines actionable ways to deepen and strengthen regional markets that support trade in food staples. The study's recommendations are meant to be implemented primarily through new forms of partnerships between the public and private sectors. Trusting Trade will be of interest to policy makers in the ASEAN member states and its development partners as well as others interested in food security, supply chains, and trade in Southeast Asia.

Book excerpt: The ATMI program targets five ASEAN member states— Cambodia, Laos PDR, Myanmar, Philippines, and Viet Nam with the following objectives: To strengthen target ASEAN member states’ capacity to develop policies and programs that help the smallholder farm sector adjust to changes in subregional agricultural and food markets; and to promote cooperation in food security and agricultural development among all ASEAN member states by developing strategic programs and measures in the areas of R&D, food safety, and quality standards, as well as encouraging investments in food and agri-based industries. Achieving these objectives should produce two key outcomes: improved smallholder competitiveness in the production of key food and industrial crops; and reduced exposure of less-developed member states to food-security shocks.

This book was released on 2020-12-02 with total page 118 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Practical Handbook is directed to Members of Parliament and Parliamentary Advisors, who are considered “change agents”. It provides a comprehensive and systematic overview of the role that Parliamentarians can play in the creation of reliable, coherent, and transparent “enabling environments” in the range of areas related to investment in agriculture and food systems. The Handbook does so, not through a catalog of prescriptions, but through guidance notes, examples of good practices, and very practical indications. It does not aim to provide a blueprint to be implemented by each Parliament but rather it sets out key stages of processes and mechanisms for MPs and advisors to consider while promoting responsible investment in agriculture and food systems.Part 1 of the Handbook presents the Principles for Responsible Investment in Agriculture and Food Systems and explains:why there is an urgent need to enhance responsible investment in agriculture and food systems: high levels of malnutrition and poverty (exacerbated by the impact of the COVID-19 pandemic), population growth and urbanization, increasing demand for more resource-intensive diets, climate change, and its severe impacts; what is responsible investment in agriculture and food systems: “Responsible investment in agriculture and food systems contributes to sustainable development by generating positive socio-economic and environmental impacts, enhancing food security and nutrition. It requires progressively respecting, protecting and fulfilling human rights”; and how can it contribute to the achievement of the Sustainable Development Goals (SDGs) and national development plans - scaling up support to small scale farmers, engaging and empowering youth, closing the gender gap, and improving access to infrastructure, public services, and agricultural finance, and, in general, investing in the sustainable production of safe and nutritious food while contributing to improving inclusion in the food system, prioritizing vulnerable populations and adopting a human rights-based approach to food security, in line with the SDGs spirit of addressing inequalities and ensuring that no one is left behind. In Part 2, through specific Guidance Notes, Parliamentarians and advisors are guided through concrete actions they can implement in their countries to improve and increase investments, actions such as: executing a national policy, legislative, and institutional frameworks assessment; ensuring consistency in the legal and policy framework; advocating to reform existing laws and/or adopt new laws; ensuring adequate financing for the implementation of laws related to responsible investments in agriculture and food systems and ensuring effective parliamentary oversight are detailed throughout. In addition to their essential role for the enactment of legislation and adoption of budgets, and of ensuring accountability of governments for the effective implementation of commitments, parliamentarians, and parliamentary advisors are custodians of their country’s plans for sustainable development and have a strategic responsibility to raise awareness of citizens on issues of paramount importance. To support parliamentarians and advisors in creating effective partnerships with other stakeholders, such as other parliamentarians, the private sector, the civil society, and academia, Part 3 provides tailored key messages that can be used ad hoc in meetings, conferences, and in other kinds of communications such as reports, press releases, and social media. It includes useful explanations of how data and country-level statistics can support advocacy and communication activities.
