Book excerpt: Widening opportunities for people to interact with the historic environment has been a policy objective of the Department for Culture, Media and Sport (the Department) for a number of years. In 2005, the Department agreed targets to increase the numbers of people who visit historic sites from three priority groups - those with a limiting disability, those from lower socio-economic groups and those from black and minority ethnic groups. The Department missed its targets to increase visits from two of the three priority groups but has no idea why. It has not conducted research into how achievable the targets were, or how they would be met, and the survey for measuring visits to historic sites does not allow the Department to evaluate the impact of its own activities or those of its main delivery agent, English Heritage. English Heritage has a critical role to play in increasing public support and interest in heritage. But in recent years it has been faced with a decline in public funding, coupled with an increase in its responsibilities, and has therefore prioritised increasing the money it makes from visitors to its sites rather than increasing participation. The Department did not convince the Committee that having a target focussed on increasing visits from those in underrepresented groups to historic sites served a useful purpose. The proportion of the population visiting historic sites is already high and most of those who do not do so say they are not interested in heritage.

Bean and pigeonpea are particularly important secondary crops within many smallholder farming systems in Malawi, while cowpea is less common. All are commonly grown as intercrops in smallholder farming systems, primarily with maize.

Increasing demand for water has been identified as one of four major factors that will threaten human and ecological health over the next generation. As public health, development, economy and nature suffer, ensuring access to clean water is rising towards the top of government agendas. Water resources management is the aggregate of policies and activities used to provide clean water to meet human needs across sectors and jurisdictions and to sustain the water-related ecological systems upon which we depend. Knowledge that is crucial for water management is distributed across governments, non-governmental organizations and the water users themselves. In most circumstances, water management aims to address the interests of and integrate usage across hydrologically meaningful units, such as watersheds. Some management aspects, however, such as transboundary flows across multiple basins and inter-basin water transfers via channels or virtual water, may necessitate a broader geographical scope. Public participation aims actively to increase attention to and inclusion of the interests of those who are usually marginalized, e.g. politically disenfranchised minorities or poor people indirectly affected by water management. In this book, the authors identify successful mechanisms, approaches and practices for promoting public involvement in water resources management, including both conventional approaches and those based on information technology.

Overall, the current breadth and depth of research in these agencies is insufficient to meet the country's needs, particularly to support decision makers. This report provides a rationale for evaluating current program membership and capabilities and identifying potential new agencies and departments in the hopes that these changes will enable the program to more effectively inform the public and prepare for the future. Book excerpt: Mirroring the complexities of cities and neighborhoods, this volume makes a conscious departure from consensus-oriented public participation to conflict-resolving public participation. In India, planning practice generally involves citizens at different stages of plan-making with a clear purpose of securing a consensus aimed at legitimizing the policy content of a development plan. This book contests and challenges this consensus-oriented view of citizen participation in planning, arguing against the assertion that cities can be represented by a single public interest, for which consensus is sought by planners and policy makers. As such, it replaces consensus-centered rational planning models with Foucauldian and Lacanian models of planning to show that planning is riddled with a variety of spatial conflicts, most of which are resolvable. The book does not downplay differences of class and social and cultural identities of various kinds built on arbitrarily assumed public interest created erroneously by further assuming that the professionally trained planner is unbiased. It moves from theory to practice through case studies, which widens and deepens opportunities for public participation as new arenas beyond the processes of preparation of development plans are highlighted. The book also argues that spaces of public participation in planning are shrinking. For example, city development plans promoted under the erstwhile JNNUM programme and several other neoliberal policy regime initiatives have reduced the quality, as well as the extent of participatory practices in planning. The end result of this is that legally mandated participatory spaces are being used by powerful interests to pursue the neoliberal agenda. The volume is divided into three main parts. The first part deals with the theory and history of public participation and governance in planning in India, and the second presents real-life case studies related to planning at a regional level in order to describe and empirically explore some of the theoretical arguments made in the first. The third section provides analyses of selected case studies at a local level. An introduction and conclusions, along with insights for the future, provide a coherent envelope to the book.
