Book excerpt: This document (of 418 pages) comprises the proceedings of an OECD roundtable on promoting competition in the natural gas industry, held in February 2000. Natural gas is a key source of energy for OECD countries, both in its own right and as an input into the production of electricity. Regulatory reform in this sector shares both important similarities and important differences with regulatory reform in other network industries. Like other network industries, regulatory reform in natural gas involves promoting competition in the competitive segments of the industry (particularly competition between gas producers), the development of a robust regime for access to the remaining essential facilities, and structural separation between the competitive and non-competitive segments of the industry. OECD countries have pursued each of these steps, licensing independent producers, pricing access to pipeline infrastructure and separating gas production from transportation (although long-term take-or-pay contracts make this last reform more difficult). Unlike other network industries, however, the structure of the industry varies widely from country to country according to the number of domestic gas producers, the geographic location of pipelines and the uses to which natural gas is put. Countries which rely primarily on imported gas have less to gain from domestic reform and much to gain from reform in producing countries. As OECD gas sources diminish and reliance on imports increases, regulatory reform in natural gas will increasingly become an issue for international trade. This document consists of a background paper by the Secretariat, submissions from 18 OECD countries and a summary of the oral discussion.
Book Synopsis Competition in the Natural Gas Pipeline Industry by : Edward C. Gallick
Download or read book Competition in the Natural Gas Pipeline Industry written by Edward C. Gallick and published by Praeger. This book was released on 1993-01-30 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This work considers the potential effects of competition in the natural gas pipeline industry. Contrary to published studies and government reports, this study concludes that federal regulation in the industry is no longer necessary to limit the market power of current pipeline suppliers. Rather, potential entry by nearby suppliers--a competitive factor largely ignored in most economic analyses--will promote competition in most major markets. The purpose of the work is two-fold: to quantify the competitive effect of potential market entry by natural gas suppliers; and to demonstrate that any industry analysis which fails to consider this competitive factor is likely to be in error. This compilation and analysis of market-by-market data on current deliveries by pipeline, location of nearby deliveries, and location of nearby pipelines which make no deliveries will be of interest to scholars, policymakers, and industry analysts concerned with competitive, antitrust, and regulatory issues.

Book Synopsis China’s Gas Development Strategies by : Shell International B.V.
Download or read book China’s Gas Development Strategies written by Shell International B.V. and published by Springer. This book was released on 2017-11-23 with total page 515 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is open access under a CC BY 4.0 license. This book examines how China can increase the share of natural gas in its energy system. China’s energy strategy has global ramifications and impact, and central to this strategy is the country’s transition from coal to gas. The book presents the culmination of a two-year collaboration between the Development Research Center of the State Council (DRC) and Shell. With the Chinese government’s strategic aim to increase the share of gas in the energy mix from 5.8% in 2014 to 10% and 15% in 2020 and 2030 respectively, the book outlines how China can achieve its gas targets. Providing both quantifiable metrics and policy measures for the transition, it is a much needed addition to the literature on Chinese energy policy. The research and the resulting recommendations of this study have fed directly into the Chinese government’s 13th Five-Year Plan, and provide unique insights into the Chinese government and policy-making. Due to its global impact, the book is a valuable resource for policy makers in both China and the rest of the world.

Download or read book The Economics of Natural Gas Storage written by Anna Cretì and published by Springer Science & Business Media. This book was released on 2009-04-05 with total page 123 pages. Available in PDF, EPUB and Kindle. Book excerpt: I remember that the idea of this book emerged ?rst in Toulouse, during the Third Conference on Energy Markets – 3 years ago now. Anna Cret` ? gave a talk on a model dealing with seasonal gas storage in the USA, and Christian Von Hirschausen was her discussant. Both of them were devoting their efforts to understand the natural gas market in Europe and the relevant liberalization process. I found their interest in storage rather original, so I encouraged Anna to collect the most original cont- butions on this topic. Back in Milan with this idea in mind, she organized a working group at IEFE- Bocconi University, where she works. Then, during the following year, she - changed ideas and organized several meetings with the book’s contributors. She regularly invited the most important Italian gas sector representatives to these me- ings, to make sure that the economic models were well suited to tackle the issues at stake in the European gas industry.

Book Synopsis Regulated Enterprise by : Christopher James Castaneda

Available in PDF, EPUB and Kindle. Book excerpt: "Christopher Castaneda's study of the construction of the pipelines that transported southwestern gas to the Northeast traces the ways in which the federal regulatory process fostered competitive growth in the natural gas industry." "In 1938, the Natural Gas Act granted the Federal Power Commission jurisdiction over the interstate transmission and sale of natural gas. The FPC used its new powers to guide, shape, and manage an intensely competitive period in the industry. As Castaneda shows, aggressive and politically astute entrepreneurs based in the Southwest took advantage of economic opportunity and a regulatory environment conducive to industry growth. They financed and built the nation's longest gas pipelines to connect the massive southwestern reserves with the major northern energy markets. The coal industry, which supplied the raw product for manufactured gas, and the railroad industry, which transported the coal, adamantly but unsuccessfully opposed the action and attempted to halt the introduction of natural gas into their northeastern markets. First, during the war years, emergency regulatory agencies directed the expansion of the industry into Appalachia. Then, in the ensuing peacetime, market forces prompted entrepreneurs to compete vigorously for regulatory approval to build pipelines to sell natural gas in the Northeast." "While previous studies have examined the development of the natural gas industry after 1954, when the Supreme Court's Phillips decision established the FPC as a regulator of price control rather than as a manager of industrial growth, Castaneda's is the first to examine this earlier entrepreneurial era. Based on exhaustive research in corporate records and government documents, Regulated Enterprise offers a case study of government-business relations during a period of rapid industrial expansion and suggests a new way of looking at federal regulation and competitive growth."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc. Book Synopsis The Economic and Financial Impact of Governmental Deregulation on the U.S. Natural Gas Industry by : Naijiang Zhou
Download or read book The Economic and Financial Impact of Governmental Deregulation on the U.S. Natural Gas Industry written by Naijiang Zhou and published by . This book was released on 1994 with total page 414 pages. Available in PDF, EPUB and Kindle. Book excerpt: The recent changes in the structure of the U.S. natural gas industry include consolidation of operations among oil and gas producers, a revised role for major interstate natural gas pipelines from merchants to common carriers, emergence of natural gas spot and futures markets, and increased gas-to-gas competition and competition from alternative energy sources. Particularly, FERC Order 636, issued in 1992, directed a sweeping restructuring of the natural gas transmission industry. The FERC's intent was to bring about the final deregulation of the gas industry, creating a market place that would promote competition, give consumers more choices, and provide more efficient and market-sensitive gas supplies and transportation services. As a result, the way of doing business in the U.S. natural gas industry has been permanently changed. Changes in the governmental regulations have affected not only the structure of the gas industry, but also the economics of natural gas companies and end users. During the regulatory transition, major interstate natural gas pipelines incurred significant costs, and their overall financial performance was less than satisfactory. On the other hand, however, local distribution companies enjoyed growth in asset base, operating revenues, and net income. In general, industrial and electric utility customers have benefited more from the recent changes in the U.S. natural gas market than captive residential and commercial customers. Facing these unprecedented developments, producers, pipelines, and local distribution companies restructured their operations. They laid off employees, spun off assets, consolidated operations, reduced long-term debt, and adjusted capital spending in an effort to cut down costs and improve operating efficiency. The outlook of the gas industry can be characterized by sustained gas demand and tight supply, with the greatest opportunity for gas market growth coming from electric power generation and natural gas vehicles. The market share of Canadian gas in the U.S. is expected to increase. Governmental regulations will continue to play an important role in stimulating increased use of natural gas. To adapt to an increasingly competitive environment, the future strategies of the gas companies should emphasize efficiency, supply reliability, R&D, and risk management
