Available in PDF, EPUB and Kindle. Book excerpt: Proliferation, Plutonium and Policy/Institutional and Technological Impediments to Nuclear Weapons Propagation provides a comprehensive account of the political and technological aspects of nuclear weapons proliferation. The technical feasibility of denaturing plutonium is addressed and the extent of the weapons proliferation problem is analyzed. Strategies for minimizing nuclear weapons propagation are recommended. This book is comprised of four chapters and opens with an overview of nuclear fission and the problem of nuclear weapons proliferation, paying particular attention to the importance of international agreements and safeguards in achieving a meaningful (but non-zero) level of restraint on nuclear weapons proliferation. The next chapter considers the use of denatured plutonium and other fission reactor byproducts as a technological option for mitigating proliferation problems. The impact of denatured plutonium on the global operation of nuclear reactors is also discussed. The final chapter assesses the major implications of all proliferation problems within the framework of a sound antiproliferation strategy. This monograph will be of interest to political scientists, policymakers, diplomats, and government officials.

Available in PDF, EPUB and Kindle. Book excerpt: Plutonium and highly enriched uranium (HEU) are the basic materials used in nuclear weapons. Plutonium also plays an important part in the generation of nuclear electricity. Knowing how much plutonium and HEU exists, where and in which form is vital for international security and nuclear commerce. This book is a thorough revision of the World Inventory of Plutonium and highly Enriched Uranium, 1992. It provides a rigorous and comprehensive assessment of the amounts of plutonium and HEU in military and civilian programmes, in nuclear and non-nuclear weapon states, and in countries seeking to acquire nuclear weapons. The capibilities that exist for producing these materials around the world are examined in depth, as are the policy issues raised by them. Containing much new information, this book is indispensable to all those concerned with the great contemporary issues in international nuclear relations: arms reductions in the nuclear weapon states, nuclear proliferation, nuclear smuggling, the roles of plutonium and enriched uranium in the nuclear fuel-cycle, and the disposition of surplus weapon material.

Book excerpt: Politics and technology intersect in the international effort to prevent nuclear proliferation. Written for scientists, policy makers, journalists, students, and concerned citizens, The Politics and Technology of Nuclear Proliferation makes a highly complex subject understandable. This comprehensive overview provides information about both the basic technologies and the political realities. Methods of producing weapon materials—plutonium and highly enriched uranium—as well as their use in bombs are described in detail, as is the generally successful international effort to prevent the spread of the ability to make nuclear weapons. In explaining the problems the world will face if nuclear weapons become generally available, Mozley summarizes and reviews the methods used to prevent proliferation and describes the status of those nations involved in trade in nuclear materials. He places emphasis on the danger of attack by renegade nations or terrorist groups, particularly the possibility that weapon material might be stolen from the presently impoverished and unstable former Soviet Union.

Available in PDF, EPUB and Kindle. Book excerpt: This new Handbook is a comprehensive examination of the rich and complex issues of nuclear proliferation in the early 21st century. The future of the decades-long effort to prevent the further spread of weapons of mass destruction is at a crossroads today. If international nonproliferation efforts are to be successful, an integrated, multi-tiered response will almost certainly be necessary. A serious, thorough, and clear-eyed examination of the range of threats, challenges, and opportunities facing the international community is a necessary first step. This Handbook, which presents the most up-to-date analysis and policy recommendations on these critical issues by recognized, leading scholars in the field, intends to provide such an examination. The volume is divided into three major parts: Part I presents detailed threat assessments of proliferation risks across the globe, including specific regions and countries. Part II explains the various tools developed by the international community to address these proliferation threats. Part III addresses the proliferation risks and political challenges arising from nuclear energy production, including potential proliferation by aspiring states and nonstate groups. This Handbook will be of great interest to students and practitioners of nuclear proliferation, arms control, global governance, diplomacy, and global security and IR general.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1983, this book presents both the technical and political information necessary to evaluate the emerging threat to world security posed by recent advances in uranium enrichment technology. Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation. Some of the issues addressed in this book are: A technical analysis of the most important enrichment techniques in a form that is relevant to analysis of proliferation risks; A detailed projection of the world demand for uranium enrichment services; A summary and critique of present institutional non-proliferation arrangements in the world enrichment industry, and An identification of the states most likely to pursue the enrichment route to acquisition of nuclear weapons.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the Nuclear Non-Proliferation Act of 1978 and other stringent non-proliferation laws that seek to tighten U.S. nuclear export criteria and strengthen the international non-proliferation regime. It juxtaposes efforts of nuclear managers with those of reformers who remain intent on strengthening safeguards to prevent horizontal proliferation. Dr. Beckman looks at the development of the Atoms for Peace program, the mindset that grew up along with it, and the shifts in congressional thought about the promise and problems of the peaceful nuclear fuel cycle.

Book excerpt: The successor states of the former Soviet Union have enormous stocks of weapons-usable nuclear material and other militarily significant commodities and technologies. Preventing the flow of such items to countries of proliferation concern and to terrorist groups is a major objective of U.S. national security policy. This book reviews the effectiveness of two U.S. programs directed to this objective. These programs have supported the efforts of Russia, Ukraine, Belarus, and Kazakstan in upgrading the physical protection, control, and accountability of highly enriched uranium and plutonium and strengthening systems to control the export of many types of militarily sensitive items.

Book excerpt: The worldwide expansion of nuclear energy has been accompanied by concerns about nuclear weapons proliferation. If sited in states that do not possess nuclear weapons technology, some civilian nuclear technologies could provide a route for states or other organizations to acquire nuclear weapons. Metrics for assessing the resistance of a nuclear technology to diversion for non-peaceful uses-proliferation resistance-have been developed, but at present there is no clear consensus on whether and how these metrics are useful to policy decision makers. In 2011, the U.S. Department of Energy asked the National Academies to convene a public workshop addressing the capability of current and potential methodologies for assessing host state proliferation risk and resistance to meet the needs of decision makers. Proliferation Risk in Nuclear Fuel Cycles is a summary of presentations and discussions that transpired at the workshop-held on August 1-2, 2011-prepared by a designated rapporteur following the workshop. It does not provide findings and recommendations or represent a consensus reached by the symposium participants or the workshop planning committee. However, several themes emerged through the workshop: nonproliferation and new technologies, separate policy and technical cultures, value of proliferation resistance analysis, usefulness of social science approaches. The workshop was organized as part of a larger project undertaken by the NRC, the next phase of which (following the workshop) will be a consensus study on improving the assessment of proliferation risks associated with nuclear fuel cycles. This study will culminate in a report prepared by a committee of experts with expertise in risk assessment and communication, proliferation metrics and research, nuclear fuel cycle facility design and engineering, international nuclear nonproliferation and national security policy, and nuclear weapons design. This report is planned for completion in the spring of 2013.

Available in PDF, EPUB and Kindle. Book excerpt: The Nuclear Non-Proliferation Treaty has long been key in non-proliferation and disarmament activities. The Treaty is the major international legal obstacle for states seeking nuclear weapon capabilities. In retrospect, and despite setbacks, the overall impact of the Nuclear Non-Proliferation Treaty has been significant and gratifying. Its continued success is by no means guaranteed. As old nuclear dangers persist and new ones evolve, policies to halt nuclear proliferation are more disparate than at any other time. Nuclear weapons remain an essential part of the security policies of leading states and many developmental states maintain strong nuclear weapon ambitions, while terrorists have actively been seeking nuclear capabilities. In search of an overarching strategy that recognizes both the flaws of the existing non-proliferation regime, and the value of some of the corrections proposed by regime critics, this volume assesses contemporary efforts to stem nuclear proliferation. In doing so, Nuclear Proliferation and International Security examines a number of cases with a view to recommending better non-proliferation tools and strategies. The contributors comprise renowned international scholars, who have been selected to obtain the best possible analyses of critically important issues related to international non-proliferation dynamics and the future integrity of the Non-Proliferation Treaty.
