Book excerpt: Relata a implantação do Projeto Qualidade Integral em Saúde - Projeto Qualis (designação dada ao Programa de Saúde da Família - PSF, do Ministério da Saúde), no município de São Paulo, zona leste, no período de abril de 1996 a junho de 1999, a primeira experiência do PSF em área densamente povoada. O PSF se inscreveu, em 1994, nos municípios de pequeno e médio porte no nordeste do Brasil, provocando resultados extremamente positivos pela queda da mortalidade infantil, com drástica redução de óbitos por diarréia e doenças respiratórias e imunopreveníveis; redução de internações em menores de 5 anos; aumento do aleitamento materno exclusivo; diminuição da mortalidade materna, dentre outros significativos ganhos. O MS tentou trazer a experiência para o município de São Paulo, em 1995, possibilitando referendar a estratégia do PSF para todo o Brasil. O governo municipal de São Paulo escolheu uma outra forma de organização dos serviços de saúde, através das Cooperativas Médicas, criando o Plano de Assistência à Saúde (PAS). Tal imperativo trouxe ao MS necessidade de operar o PSF utilizando-se da parceria com uma entidade filantrópica, sem fins lucrativos, experiente no setor saúde - a Casa de Saúde Santa Marcelina - e o Governo Estadual, através da Secretaria do Estado de Saúde de São Paulo. Utilizando-se de análise uni e multivariada, com diversas variáveis sócio-econômicas, mostrou-se que há diferenças na morbidade crônica entre as populações cobertas ou não pelo PSF. Esse fato deve-se, possivelmente, a um maior acesso à Atenção Primária por parte das populações cobertas por essa nova estratégia. Praticamente não houve diferenças em relação a estilo de vida.
