Book excerpt: Two previous RAND volumes addressed the roles of the United States and the United Nations in nation-building, defined as the use of armed force in the aftermath of a conflict to promote a durable peace and representative government. This volume presents six case studies of recent European-led nation-building missions: Albania, Sierra Leone, Macedonia, Ctte d'Ivoire, the Democratic Republic of the Congo, and Bosnia. It also reviews the Australian assistance mission to the Solomon Islands. Using quantitative and qualitative measures to compare inputs (such military levels, economic assistance and duration) and outcomes (such as levels of security, economic growth, refugee return, and democracy), the analysis concludes that these European-led missions have been competently managed and, within their sometimes quite limited scope, generally successful. Most helped achieve sustained peace, gross domestic product growth, and representative government. The EU has a wide array of civil competencies for nation-building, but it is sometimes slow to deploy them in support of its military operations, particularly when these are conducted far from Europe. The UN offers the most cost-effective means to address most postconflict stabilization requirements and NATO the better framework for large-scale force projection in cases in which the United States is ready to participate. But the EU now offers European governments a viable alternative to both these organizations in cases in which European interests are high, U.S. interests are low, and the UN is, for some reason, unsuitable or unavailable.

Book excerpt: Most major economies use a value added tax (VAT) which is a derivation of the French 1954 taxe sur la valeur ajoutée. The initial imposition of VAT in France and its spread around the world have been driven by economic reasons. This book focuses on one of these economic triggers: the neutrality of VAT as regards the functioning of the economy. It demonstrates that the reason VAT was chosen in France and why thereafter it spread around the world was because it offered the possibility to collect governmental revenue while allowing the economic forces of the market to interplay without being adversely affected. The prerequisite conditions for the existence of VAT neutrality are therefore identified herein along with an overview of the VAT mechanism, demonstrating that the concept of neutrality is built into the VAT system in a manner that allows for the preservation of the natural functioning of the market. After the definition of VAT neutrality is set forth, the elements that comprise VAT neutrality are tested against the realities on the ground and the issues that infringe the neutrality of VAT are identified and analysed. In conclusion, remedies for these issues are being sought by a review of the causes of infringement of VAT neutrality in the perspective of selected proposals for modified VAT systems. These proposals include redesignating the place where VAT is levied and improving VAT collection. Ultimately, the proposed solution has recourse to the roots of VAT together with the most advanced technological tools available to give back to VAT the power to levy revenue while letting the economic forces of the market interplay without instigating any adverse influence.

Book excerpt: This book is the last part of a trilogy and concludes a long-term project that focussed on nuclear waste governance in 24 countries. It deals with core themes of the disposal of high-level radioactive waste (HLW), e.g. the wicked problems of housing nuclear waste disposal facilities, public participation and public discourse, voluntarism and compensation in siting as well as the role of advisory bodies and commissions. The volume reflects on the diverse factors that shape the debate on what can be considered an ”acceptable solution” and on various strategies adopted in order to minimise conflicts and possibly increase acceptability. The various theoretical and empirical contributions shed light on several mechanisms and issues touched upon in these strategies, such as the role of trust, voluntarism, economic interests at stake, compensation, ethics, governance, and participation.

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume focuses on specific, crucially important structural measures that foster corporate change, namely cross-border mergers. Such cross-border transactions play a key role in business reality, economic theory and corporate, financial and capital markets law. Since the adoption of the Cross-border Mergers Directive, these mergers have been regulated by specific legal provisions in EU member states. This book analyzes various aspects of the directive, closely examining this harmonized area of EU company law and critically evaluating cross-border mergers as a method of corporate restructuring in order to gain insights into their fundamental mechanisms. It comprehensively discusses the practicalities of EU harmonization of cross-border mergers, linking it to corporate restructuring in general, while also taking the transposition of the directive into account. Exploring specific angles of the Cross-border Mergers Directive in the light of European and national company law, the book is divided into three sections: the first section focuses on EU and comparative aspects of the Cross-border Mergers Directive, while the second examines the interaction of the directive with other areas of law (capital markets law, competition law, employment law, tax law, civil procedure). Lastly, the third section describes the various member states’ experiences of implementing the Cross-border Mergers Directive.

Book excerpt: The tax on immovable property has been characterized as probably the most unpopular among tax instruments, in part because it is salient and hard to avoid. But economists continue to emphasize the virtues of the property tax owing to its relatively low efficieny costs, benign impact on growth, and high score on fairness. It is, therefore, generally considered to be underutilized in most countries. This paper takes stock of the arguments for using real property taxation, and presents an updated data-set for high-and middle income countries to illustrate its use. It also reflects the renewed and widespread interest in property tax reform globally, and discusses the many policy and administrative issues that must be carefully considered as prerequisites for successful property tax reform.

Available in PDF, EPUB and Kindle. Book excerpt: Energy Economics and Policy, Second Edition presents a unified analysis of energy economics and energy policy. This book deals with energy economics. It discusses the dimension of the energy problem—the role of energy in economic development, energy consumption patterns, energy supply, and oil prices. In dealing with equilibrium of energy demand and supply, the authors note that efficiency and equity considerations should be considered simultaneously using the income tax or welfare system to redress burdens imposed on the poor. The authors also analyze OPEC behavior and oil prices and notes six keys to the long-run viability of OPEC and their implications for future prices in oil. The authors present the environmental issues in energy development and the economics of pollution control. The authors cite the efficiency of low-cost emitters that receive incentives to control more compared to high-cost emitters. As regards conservation schemes, the authors note that prorationing polices seek to remedy symptoms of over drilling, excessive production, and flaring of natural gas—instead of addressing unified and efficient contracting systems. This book can prove beneficial to economists, environmentalists, and policy makers involved in oil and energy regulation and use.
