Dabei ist zu beachten, dass die Kriterien, nach denen die Effektivität in der sozialen Arbeit gemessen wird, inhaltlich anders sein müssen, als in der Wirtschaft. Gemeinnützig ausgerichtete Organisationen, wie sie in der sozialen Arbeit zu finden sind, sind nicht auf Gewinn orientiert. Dementsprechend wirtschaften sie auch anders als gewinnorientierte Organisationen. Die bestehende Knappheit an öffentlichen Mittel sorgt dafür, dass die Arbeitseffektivität der Mitarbeiter/innen in Organisationen sozialer Arbeit erhöht werden muss. Dazu ist eine bessere Kontrolle der Arbeitsvorgänge notwendig – zum Beispiel mit Hilfe von Managementkonzepten aus der Wirtschaft, wie es das Projektmanagement darstellt. Außerdem nimmt die Bedeutung von privaten Mitteln auch in der sozialen Arbeit an Bedeutung zu. Um diese Mittel muss jedoch vielmals geworben werden und/ oder sich gegen Konkurrenten durchzusetzen. Jedoch ist Projektmanagement nicht einfach in jede gemeinnützige Organisation einzubringen. Viele Arbeitsabläufe könnten durch Projektmanagement profitieren, jedoch sind die Organisationen formal nicht dementsprechend ausgerichtet. Um Projektmanagement effektiv in Organisationen sozialer Arbeit zu etablieren, bedarf es daher neuer Strukturen – gerade in der Organisationsgestaltung.
