Book excerpt: A project comprises a series of activities (investments) that aim to solve problems within a given time frame with a clear set of objectives for man’s benefits. It is an undertaking that involves the commitment of scarce resources in the expectation of future benefits. Before achieving the objectives, a project goes through several stages of a project cycle. In this study, the author discusses and analyses concepts of project planning and management. On the one hand, he refers to the project in general, and on the other hand, he represents the different stages of project planning and project management.

Book excerpt: Developmental Play Assessment for Practitioners (DPA-P) Guidebook and Training Website: Project Play offers a comprehensive assessment of naturally occurring play activities for evaluating young children’s developmental progress accurately, so that useful interventions can take place as early as possible. It can be used by practitioners in a wide range of educational and therapeutic settings and is designed to support developmental progress through planning interventions in play, and using what we know about a child’s progress in play to plan play-based interventions in cognition, language, motor, social-emotional, and self-help skills. The guidebook and training website provide a comprehensive introduction to how to successfully use the assessment with infants, toddlers, and young children with disabilities or at risk for disabilities. The comprehensive guidebook offers an overview of the DPA-P and Project Play, defines play, discusses the background literature on play, and explains why this assessment is needed. Clear guidance helps practitioners and family members understand play, how to evaluate play, and how to use play for different purposes. The guidebook offers: an introduction to the comprehensive training website and how to use it understanding of the categories of play assessed and their definitions guidance on how to administer the assessment and prepare a summary evaluation of a child’s performance clear instructions for the coding sheets and scoring guidelines for constructing sets of toys guidance on taking the results of the DPA-P evaluation of a child’s progress in play to develop a plan of activities for intervention explanation of how you evaluate activities at the absence, basic, emergence, and mastery levels for developing a plan suggestions for assembling sets of toys for intervention, based on toys available in children’s homes and early childhood settings procedures for facilitating or teaching play activities to children who are developing more slowly than their peers technical aspects of the assessment To make the DPA-P as flexible as possible for all practitioners, it also offers guidance on adaptations for administering the test, in the coding sheets, with toys to enhance cultural appropriateness for gathering the observations, and for supporting interventions in play. The Developmental Play Assessment for Practitioners (DPA-P) can be used in natural settings and takes 30 minutes to complete. It is a valuable tool for all those who serve, or are training to serve, young children in early childhood settings, schools, service agencies, colleges, and universities. It will be of great benefit for early intervention personnel, speech-language pathologists, physical therapists, occupational therapists, and psychologists. Book excerpt: Recurrent problems with project performance in the U.S. Department of Energy (DOE) in the 1990s raised questions in Congress about the practices and processes used by the department to manage projects. The 105th Committee of Conference on Energy and Water Resources directed DOE to investigate establishing a project review process. Many of the findings and recommendations in this series of reports identified the need for improved planning in the early project stages (front-end planning) to get the project off to the right start, and the continuous monitoring of projects by senior management to make sure the project stays on course. These reports also stressed the need for DOE to act as an owner, not a contractor, and to train its personnel to function not as traditional project managers but as knowledgeable owner's representatives in dealing with projects and contractors. The NRC Committee for Oversight and Assessment of Department of Energy Project Management determined that it would be helpful for DOE to sponsor a forum in which representatives from DOE and from leading corporations with large, successful construction programs would discuss how the owner's role is conducted in government and in industry. In so doing, the committee does not claim that all industrial firms are better at project management than the DOE. Far from it-the case studies represented at this forum were selected specifically because these firms were perceived by the committee to be exemplars of the very best practices in project management. Nor is it implied that reaching this level is easy; the industry speakers themselves show that excellence in project management is difficult to achieve and perhaps even more difficult to maintain. Nevertheless, they have been successful in doing so, through constant attention by senior management.

Available in PDF, EPUB and Kindle. Book excerpt: Project managers, sponsors, team members, and involved stakeholders know when things aren’t going well. A frequent first indication is a missing or errant process. Project Health Assessment presents an innovative approach for assessing project processes through a set of ten critical success factors based on PMI’s PMBOK® Guide knowledge areas. The findings from such assessments can help project managers reduce project risk, improve stakeholder satisfaction, and increase the likelihood of project success, as demonstrated by 30+ assessments done over 15 years of putting this approach into practice. Project Health Assessment breaks down each PMBOK® Guide knowledge area into its process steps, inputs, and outputs and then creates critical success factor questions that evaluate its effectiveness and potential risk. These questions can be used by project managers to establish sufficient project processes or by external entities to evaluate a project and assess its overall risk The book illustrates critical success factor points through numerous case studies, including a step-by-step example of how to conduct a project health assessment from engagement acquisition through startup, initial assessment, and periodic follow-up assessments. The book provides several downloadable document, spreadsheet, and scheduling templates that practitioners can customize and use in their projects. Using these tools, you can avoid or minimize the cost of failed projects to your organization.

Kocaoglu, aims to demonstrate the applications of the Hierarchical Decision Model (HDM) in different sectors and its capacity in decision analysis. It is comprised of essays from noted scholars, academics and researchers of engineering and technology management around the world. This book is organized into five parts: Technology Policy Planning, Strategic Technology Planning, Technology Assessment, Application Extensions, and Methodology Extensions. Dr. Dundar F. Kocaoglu is one of the pioneers of multiple decision models using hierarchies, and creator of the HDM in decision analysis. HDM is a mission-oriented method for evaluation and/or selection among alternatives. A wide range of alternatives can be considered, including but not limited to, different technologies, projects, markets, jobs, products, cities to live in, houses to buy, apartments to rent, and schools to attend. Dr. Kocaoglu’s approach has been adopted for decision problems in many industrial sectors, including electronics research and development, education, government planning, agriculture, energy, technology transfer, semiconductor manufacturing, and has influenced policy locally, nationally, and internationally. Moreover, his students developed advanced tools and software applications to further improve and enhance the robustness of the HDM approach. Dr. Kocaoglu has made many contributions to the field of Engineering and Technology Management. During his tenure at Portland State University, he founded the Engineering and Technology Management program, where he served as Program Director and later, Department Chair. He also started the Portland International Conference on Management of Engineering and Technology (PICMET), which organizes an annual conference in international locations such as Korea, Turkey, South Africa, Thailand, and Japan. His teaching has won awards and resulted in a strong sense of student loyalty among his students even decades later. Through his academic work and research, Dr. Kocaoglu has strongly supported researchers of engineering management and has provided tremendous service to the field. This volume recognizes and celebrates Dr. Kocaoglu’s profound contributions to the field, and will serve as a resource for generations of researchers, practitioners and students.
