Available in PDF, EPUB and Kindle. Book excerpt: Early childhood, from birth through school entry, was largely invisible worldwide as a policy concern for much of the twentieth century. Children, in the eyes of most countries, were 'appendages' of their parents or simply embedded in the larger family structure. The child did not emerge as a separate social entity until school age (typically six or seven). 'Africa's Future, Africa's Challenge: Early Childhood Care and Development in Sub-Saharan Africa' focuses on the 130 million children south of the Sahel in this 0-6 age group. This book, the first of its kind, presents a balanced collection of articles written by African and non-African authors ranging from field practitioners to academicians and from members of government organizations to those of nongovernmental and local organizations. 'Africa's Future, Africa's Challenge' compiles the latest data and viewpoints on the state of Sub-Saharan Africa's children. Topics covered include the rationale for investing in young children, policy trends in early childhood development (ECD), historical perspectives of ECD in Sub-Saharan Africa including indigenous approaches, new threats from HIV/AIDS, and the importance of fathers in children's lives. The book also addresses policy development and ECD implementation issues; presents the ECD programming experience in several countries, highlighting best practices and challenges; and evaluates the impact of ECD programs in a number of countries.

Book excerpt: This study evaluates the effectiveness of the World Bank Group's support for health, nutrition, and population (HNP) in developing countries from 1997 to 2008 - totaling more than $17 billion - and distills lessons for greater impact in the future. It finds that the Bank Group now funds a smaller share of global support for HNP than a decade ago, but its support remains substantial and adds considerable value. About two-thirds of the Bank's HNP support has had satisfactory outcomes, often in difficult environments. But in a number of country settings, particularly in Africa, it has not performed well, in part due to high complexity and weak capacity. Only half of HNP support had a pro-poor focus, while support to reduce high fertility and promote family planning has dwindled. The evaluation highlights the contribution of investments in water supply, sanitation, and hygiene to improving the health of the poor and the lessons from support for sector-wide approaches, communicable disease control, and health reform. Moving forward, the World Bank needs to improve the performance of its HNP support and the Bank and IFC need to take actions to ensure their support reaches the poor and contributes greater social benefits, respectively.

Book excerpt: The World Bank remains one of the most prominent actors in the field of global development, and one of the foremost international organisations in contemporary global politics. Over its history, its lending for housing has mortgaged development by prioritising financial sector expansion over the needs of low-income groups. Through this book, Liam Clegg explores the drivers of World Bank operational practices, and the contribution of these operations to state transformations across the global South.

Book excerpt: Over three decades ago, international donors declared that there was a learning crisis in developing countries. In the years since, large investments have been made towards education, yet there has been an apparent relative lack of progress in student learning. This book unpicks this disparity, and explores the implications of evidence-based donor programming for quality education. It undertakes an in-depth analysis of the interventions financed by the main donors in primary education, such as infrastructure development, provision of instructional material, teacher training and community mobilization, and argues that the research undertaken during this period was unable to provide answers. The author outlines an alternative model for evidence generation that can assist in the design of relevant and targeted interventions for learning, to ultimately inform and improve future education programmes. Timely and radical, this book is essential reading for researchers and students in the fields of education research and education reform.

However, the analysis identifies challenges incorporating climate sensitivity in the project appraisal, selection, budgeting, and fiscal risk management processes. Implementing targeted modifications in these areas, such as enhancing project appraisal and selection criteria to include climate impacts, improving mechanisms for tracking climate expenditures, and expanding fiscal risk analysis to cover climate-related risks, could strengthen Kenya's public investment management practices and promote greater climate resilience.

Available in PDF, EPUB and Kindle. Book excerpt: Focusing on Kenya’s path-breaking mobile money project M-Pesa, this book examines and critiques the narratives and institutions of digital financial inclusion as a development strategy for gender equality, arguing for a politics of redistribution to guide future digital financial inclusion projects. One of the most-discussed digital financial inclusion projects, M-Pesa facilitates the transfer of money and access to formal financial services via the mobile phone infrastructure and has grown at a phenomenal rate since its launch in 2007 to reach about 80 per cent of the Kenyan population. Through a socio-legal enquiry drawing on feminist political economy, law and development scholarship and postcolonial feminist debate, this book unravels the narratives and institutional arrangements that frame M-Pesa’s success while interrogating the relationship between digital financial inclusion and gender equality in development discourse. Natile argues that M-Pesa is premised on and regulated according to a logic of opportunity rather than a politics of redistribution, favouring the expansion of the mobile money market in preference to contributing to substantive gender equality via a redistribution of the revenue and funding deriving from its development. This book will be of particular interest to scholars and students in Global Political Economy, Socio-Legal Studies, Gender Studies, Law & Development, Finance and International Relations.

Available in PDF, EPUB and Kindle. Book excerpt: Water Services Management and Governance focuses on water services (water supply, wastewater services) and deals with connections between water resources and services and water resources. It covers water supply mainly in urban communities, sanitation and pollution control and water resources and their linkages to water services. This book is divided in to four key sections relating to governance frameworks, technology and socio-ecological interactions, government and governance, and long terms policies. The chapters analyse the complexity of the water services sector based on a historical analysis of developments within the sector. The underlying conviction is that only by understanding past trends, processes and developments can the current situation in the water services be understood. Only through this understanding can policies for sustainable water services in the future be formulated. The four key sections relate to governance frameworks, technology and socio-ecological interactions, government and governance, and long terms policies. Water Services Management and Governance raises awareness that an understanding of the past is a necessity to explore potential, probable and preferable futures. It is an essential basis for water sector reforms in any country, region or community. The book is written for experts in water utilities, ministries, municipalities, NGOs, donor agencies, private companies and regulators; as well as students and researchers in water policy and governance, and the management of water resources, services and infrastructure. Editors: Dr. Petri S. Juuti is a historian, and Adjunct Professor in the universities of Tampere, Oulu and Turku. Tapio S. Book excerpt: Investing in farmers – or agriculture human capital – is crucial to addressing challenges in our agri-food systems. A global study carried out by the FAO Investment Centre and the International Food Policy Research Institute, with support from the CGIAR Research Programme on Policies, Institutions and Markets and the FAO Research and Extension Unit, looks at agriculture human capital investments, from trends to promising initiatives. One of the nine featured case studies is Kenya’s Smallholder Horticulture Empowerment and Promotion Approach, which provides technical and soft skills based on the theory of self-determination. The training has influenced farmers to change their mindsets and behaviour towards market-oriented horticulture. In addition, most farmers gained confidence in applying the skills acquired, which resulted in improved production and marketing and increased incomes. The approach was found to be effective in developing human capital and is therefore recommended for use in smallholder horticulture production systems or enterprises. This publication is part of the Country Investment Highlights series under the FAO Investment Centre's Knowledge for Investment (K4I) programme.

Available in PDF, EPUB and Kindle. Book excerpt: The book considers urban mobilities and immobilities in the Global South through an exploration of the theoretical and methodological entry points that can be used to further the agenda of transport planning. Transport system improvements can (and do) have complex and unequal impacts on different sectors of society. Conventional approaches to analysing travel demand and transport system performance developed in the ‘Global North’ are typically ill-equipped to identify and understand the complexities and inequities in urban areas of the Global South. Using case studies from urban Africa and Asia, the book addresses the need to understand the ‘lived world’ of mobilities and use this knowledge to address issues that are central to our urban existence in the 21st century.
