A major portion of the report considered the in-country strategy and campaigns such as Chieu Hoi and Elephant Walk. Discussion of out-country PSYOPS concentrated on PSYOPS programs in support of the interdiction campaign in Laos and PSYOPS missions over North Vietnam. The study included an appraisal of the resource capabilities and effectiveness of the airborne aspects of PSYOPS. This report is an update and expansion of the subjects discussed in the previous report. The previous report provided necessary background material, history, and a detailed analysis of airborne dissemination techniques not included in this report. This report should be read in conjunction with the previous evaluation because of the difference in focus and emphasis between the two. Little attention has been given to those aspects of airborne PSYOPS which remained essentially as they were in 1968. This report emphasizes the changes which took place between June 1968 and May 1971 and examines facets of airborne support of PSYOPS which were not previously discussed. While the previous report considered USAF and VNAF support, this report broadens the scope and considers a variety of different airborne assets in Vietnam, Laos, Cambodia, and Thailand. Recent campaigns and changes in the total Southeast Asia picture with redeployment of U.S. forces and increased Vietnamization were also considered because of the impact these events had on airborne psychological operations.

Book excerpt: This report is the fourth in a series of CHECO reports on the ROE, summarizing significant events and changes which occurred between October 1972 and August 1973. Throughout this period, the operating authorities formulated by the JCS were in most cases directly related to the peace negotiations conducted in Paris between the United States and the Democratic Republic of Vietnam (DRV). Consequently, this report accounts for changes in the ROE, chronologically, as they applied to the different areas of SEA: The Republic of Vietnam (RVN), North Vietnam (NVN), Laos, and Cambodia. This presentation not only provides the reader with significant changes in the ROE between October 1972 and August 1973, but also portrays the close relationship between national policy and the conduct of air operations in SEA. The intensity of bombing, the number of sorties authorized, and the territorial restrictions were constantly changed, particularly through January 1973. Specifically, they followed the negotiating trends and the sincerity, or the lack of it, with which the North Vietnamese approached peace negotiations. These negotiations culminated in the signing of the "Agreement on Ending the War and Restoring Peace in Vietnam" on 27 January 1973 in Paris. Because these changes would be less significant to the reader without some prior knowledge of the ROE, this chapter provides a brief summary of the ROE as they stood in September 1972.

This study also shows the evolution of bombing tactics and technologies from 11 September 1972 until the final cease-fire announcement on 14 January 1973. Other topics highlighted in this report are discussions of significant historical events, expansion of command and control systems, effectiveness of penetration aids, force composition and selection, impact of guided bombs, and significance of weather on decision-making. Although the focus, geographically, will be on air activities within North Vietnam, the operational area must be viewed in broader terms. Forces engaged in air operations over NVN originated from staging bases in Thailand, South Vietnam, and Guam, and from Navy carriers off the coast. Activities against enemy units outside North Vietnam-the Linebacker area--however, will not be addressed except when requirements in these areas had an adverse impact upon completion of the Linebacker mission. Politically, the situation was deteriorating rapidly at the Paris peace talks because of the continued North Vietnamese invasion across the demilitarized zone (DMZ), which began in March 1972. Militarily, the situation had stabilized in the fall of 1972, with a continuing interdiction effort over NVN, SVN, and Laos. Although significant bomb damage had been inflicted by Allied air power, the enemy supply effort was not stopped. The Allied team was being pushed into a corner. One could almost predict the dealing of the ultimate blow, the 11-day air campaign in December of 1972. A similar political-military dilemma had confronted America nearly 20 years before in Korea. At that time, General Douglas MacArthur's forces neatly slipped into the port of Inchon to slice the North Korean supply line in two.

Under the leadership of such committed hard-driven officers as Brenci Uttaro Ferkes Meller and Thigpen the crew force became the most disciplined in our Air Force. It was capable of penetrating hostile airspace at night in a low-level mountainous environment covertly to execute any number of unconventional warfare missions.
