Book excerpt: There have been problematic developments since the National Audit Office reported in 2001 on the restructuring of the project. This report considers the steps the Department for Transport and London & Continental Railways Ltd have taken to minimize the potential call on the taxpayer. The project depends on assumptions about regeneration benefits.

Book excerpt: The Channel Tunnel is a huge construction project, employing over 14,000 people at peak, and costing over 15611 billion of private money. It has succeeded in spite of great financial, political and techncial difficulties, and a fundamentally flawed contract. This book tells the story of the project, based on the coverage in Construction News and with commentary taken from recent interviews with key project sources.

Available in PDF, EPUB and Kindle. Book excerpt: The PFI contract to build the Channel Tunnel Rail Link was awarded in 1996 and was based on optimistic estimates of the performance of Eurostar. In 1997 it was realised that there was not sufficient finance and the contractor asked for an increase in the £1,730 million of state funding. A deal was then agreed with DETR that restructured the project so that it could go ahead without a material increase in the size of the government grant. This report looks at the reasons for restructuring the deal rather than choosing other options, the implication of the restructured deal and the justification for direct grants. Some of the conclusions are: revenue forecasts for start up businesses are subject to great uncertainty and should be independently evaluated; bidders should not be encouraged to be over-optimistic; equity capital invested in a project should reflect the risks of that project and there are substantial risks if public sector assets are transferred in advance of the raising of external finance. If a deal goes wrong the private sector partners should take their share of the risk, in this case the contractor's shareholders have retained an interest in the project whilst avoiding the full financial consequences of the near collapse.

Available in PDF, EPUB and Kindle. Book excerpt: Commissioned by the Cabinet Office and using hitherto untapped British Government records, this book presents an in-depth analysis of the successful project of 1986-94. This is a vivid portrayal of the complexities of quadripartite decision-making (two countries, plus the public and private sectors), revealing new insights into the role of the British and French Governments in the process. This important book, written by Britain’s leading transport historian, will be essential reading for all those interested in PPPs, British and European economic history and international relations. The building of the Channel Tunnel has been one of Europe’s major projects and a testimony to British-French and public-private sector collaboration. However, Eurotunnel’s current financial crisis provides a sobering backcloth for an examination of the British Government’s long-term flirtation with the project, and, in particular, the earlier Tunnel project in the 1960s and early 1970s, which was abandoned by the British Government in 1975.

Book excerpt: Following on from a National Audit Office report (HCP 77, session 2005-06; ISBN 010293343X) published in July 2005, the Committee's report examines developments and progress made on the project to build the Channel Tunnel Rail Link (a high speed railway linking St Pancras Station in London to the Channel Tunnel), focusing on the forecasting of future Eurostar passenger numbers and revenues, the decision to go ahead with the construction of the second section of the Link, and the continuing exposure of the taxpayer to the risks inherent in this project. Findings include: i) as the economic case for the Link remains marginal, regeneration benefits are required to make the project value for money; ii) under the terms of the restructured deal, even though the major construction risks have passed, the taxpayer remains exposed to the financial consequences of Eurostar underperforming against forecast passenger volumes; and iii) the high levels of inflation on construction projects which drove up the costs of building the second section of the Link will continue to be a problem in the South East.

Book excerpt: The Committee's report examines the restructuring of the deal to finance the Channel Tunnel Rail Link, the implications of the restructuring for the taxpayer, and the justification for the public grants the Link will require. Its key conclusions and recommendations include: government departments should examine a wide range of sensitivities around bidders' forecasts for income generated by passenger numbers before signing a deal; it is a false economy to proceed with a Public Private Partnership (PPP) in which too little risk capital has been subscribed by the private sector; the Department for Transport, Local Government and the Regions will need to ensure that the substantial risks to the public monies are managed carefully throughout the life of the project; and decisions to proceed with major projects should be based on a comprehensive assessment of expected benefits as well as costs.
