Many programs have demonstrably improved the lives of people trapped at the bottom of the social and economic ladder. Social Programs That Work provides an in-depth look at some of the nation's best interventions over the past few decades, and considers their potential for national expansion. Examined here are programs designed to improve children's reading skills, curb juvenile delinquency and substance abuse, and move people off welfare into the workforce. Each contributor discusses the design and implementation of a particular program, and assesses how well particular goals were met. Among the critical issues addressed: Are good results permanent, or do they fade over time? Can they be replicated successfully under varied conditions? Are programs cost effective, and if so are the benefits seen immediately or only over the long term? How can public support be garnered for a large upfront investment whose returns may not be apparent for years? Some programs discussed in this volume were implemented only on a small, experimental scale, prompting discussion of their viability at the national level. An important concern for social policy is whether one-shot programs can lead to permanent results. Early interventions may be extremely effective at reducing future criminal behavior, as shown by the results of the High/Scope Perry preschool program. Evidence from the Life Skills Training Program suggests that a combination of initial intervention and occasional booster sessions can be an inexpensive and successful approach to reducing adolescent substance abuse. Social Programs That Work also acknowledges that simply placing welfare recipients in jobs isn't enough; they will also need long-term support to maintain those jobs. The successes and failures of social policy over the last thirty-five years have given us valuable feedback about the design of successful social policy. Social Programs That Work represents a landmark attempt to use social science criteria to identify and strengthen the programs most likely to make a real difference in addressing the nation's social ills.

Book excerpt: The purpose of this study was to determine the effectiveness of a school-based program, Teen Community, designed to improve the academic progress, overall behavior, and social/emotional well-being of middle school students deemed at-risk for retention or alternative placement. A case study design was used, gathering both qualitative and quantitative data for analysis. Specifically analyzed were academic and behavior records, and interviews and surveys/questionnaires about attitudes and self-concept. Data analysis for the sample group showed overall improvement in academic status and behaviors, and positive increases in self-concepts and attitudes towards school. Some students, however, in both the overall program population and the sample group showed decreases in grade point average. Students who were interviewed expressed positive feelings about the value of the program in their lives. This research gives further insight into the nature of mentoring programs and their impact on middle school students considered at-risk. It is recommended that further research be conducted to fill in the literature gaps for mentoring programs dealing with at-risk students at this age level. Children that are limited by their social, economic, or physical environments during the summer months are at higher risk for worse academic, health, social and emotional, and safety outcomes. In contrast, structured summertime activities and programs support basic developmental needs and positive outcomes for children and youth who can access and afford these programs. These discrepancies in summertime experiences exacerbate pre-existing academic inequities. While further research is needed regarding the impact of summertime on developmental domains outside of the academic setting, extensive literature exists regarding the impact of summertime on academic development trajectories. However, this knowledge is not sufficiently applied to policy and practice, and it is important to address these inequalities. Shaping Summertime Experiences examines the impact of summertime experiences on the developmental trajectories of school-age children and youth across four areas of well-being, including academic learning, social and emotional development, physical and mental health, and health-promoting and safety behaviors. It also reviews the state of science and available literature regarding the impact of summertime experiences.
