Book excerpt: For Computer Systems, Computer Organization and Architecture courses in CS, EE, and ECE departments. Few students studying computer science or computer engineering will ever have the opportunity to build a computer system. On the other hand, most students will be required to use and program computers on a near daily basis. Computer Systems: A Programmer's Perspective introduces the important and enduring concepts that underlie computer systems by showing how these ideas affect the correctness, performance, and utility of application programs. The text's hands-on approach (including a comprehensive set of labs) helps students understand the under-the-hood operation of a modern computer system and prepares them for future courses in systems topics such as compilers, computer architecture, operating systems, and networking.

Book excerpt: The first edition of this manual appeared in 1992 and was entitled ECAT Assay Procedures. This completely revised new edition combines the strengths of the first edition with new and useful features. Laboratory Techniques in Thrombosis - a Manual still gives detailed descriptions of the recommended assays and their alternatives. However, the manual now has a broader scope because it is no longer limited by the frontiers of ECAT. Experts all over the world have contributed to this edition. Furthermore, new assays have been introduced, improvements have been suggested for other assays, while a few others have become redundant or no longer available. The list of manufacturers is fully updated and a list of the recommended nomenclature of quantities in thrombosis and haemostasis is new to this edition, further facilitating the use of this manual. Laboratory Techniques in Thrombosis - a Manual will contribute to furthering the much needed harmonization and standardization of tests within the field and should have a place in all working haemostasis laboratories.

Book excerpt: International IDEA’s Annual Review of Constitution-Building provides a retrospective account of constitutional transitions around the world, the issues that drive them, and their implications for national and international politics. This seventh edition covers events in 2019. Because this year marks the end of a decade, the first chapter summarizes a series of discussions International IDEA held with international experts and scholars throughout the year on the evolution of constitution-building over the past 10 years. The edition also includes chapters on challenges with sustaining constitutional pacts in Guinea and Zimbabwe; public participation in constitutional reform processes in The Gambia and Mongolia; constitutional change and subnational governance arrangements in Tobago and the Autonomous Region of Bangsamoro; the complexities of federal systems and negotiations on federal state structures in Myanmar and South Sudan; and the drawing (and redrawing) of the federal map in South Sudan and India. Writing at the mid-way point between the instant reactions of the blogosphere and academic analyses that follow several years later, the authors provide accounts of ongoing political transitions, the major constitutional issues they give rise to, and the implications of these processes for democracy, the rule of law and peace.

The study of the determinants of entry into criminal activities should pay attention to major events affecting youth. In many countries, one of these important events is mandatory participation in military service. The objective of this study is to estimate the causal relationship between mandatory participation in military service and crime. The authors exploit the random assignment through a draft lottery of young men to conscription in Argentina to identify this causal effect. Their results suggest that participation in military service increased the likelihood of developing a criminal record in adulthood (in particular, for property and weapon-related crimes).

Book excerpt: The State of Social Safety Nets 2018 Report examines global trends in the social safety net/social assistance coverage, spending, and program performance based on the World Bank Atlas of Social Protection Indicators of Resilience and Equity (ASPIRE) updated database. The report documents the main social safety net programs that exist globally and their use to alleviate poverty and to build shared prosperity. The 2018 report expands on the 2015 edition, both in administrative and household survey data coverage. A distinct mark of this report is that, for the first time, it tells the story of what happens with SSN/SA programs spending and coverage over time, when the data allow us to do so. This 2018 edition also features two special themes †“ Social Assistance and Ageing, focusing on the role of old-age social pensions, and Adaptive Social Protection, focusing on what makes SSN systems/programs adaptive to various shocks.

Book excerpt: Utility theory or, value theory in general, is certainly the cornerstone of decision theory, game theory, microecon~mics, and all social and political theories which deal with public decisions. Recently the American School of utility, founded by von N eumann Morgenstern, encountered a far-going criticism by the French School of utility represented by its founder Allais. The whole basis of the theory of decisions involving risk has been shaken and put into question. Consequently, basic research in the fundamentals of utility and value theory evolved into a crisis. Like any crisis in basic research, and this one was not an exception, it was very fruitful. One may simply say: Allais versus von Neumann-Morgenstern, or the French School of utility versus the American School, became one of the battlefields of scientific development which proved to be a most creative source of new advances and new developments in all those sciences which are based on evaluation of utilities.

Available in PDF, EPUB and Kindle. Book excerpt: The social history of the Free Kindergarten Union of the State of Victoria, Australia, from inception in 1908 to the year 1980 is recorded in this book. Growth of the union is described within the context of the World Wars, the Depression, and urbanization and industrialization. The story begins with volunteerism and philanthropy, and with four kindergartens attempting to meet the needs of impoverished children. By mid-century the union had become an influence on government and throughout society. Some of its ventures (the training of teachers, medical and dental inspection of preschool children, and funding of kindergartens and their staff) have become government functions. Peaking at 89 member kindergartens in 1975 and facing increasingly high costs, overdrafts, and lack of management experience in local parent committees, the union persisted in pioneering efforts by also venturing into the field of preschool education for migrant children. Within this account other situations unfold, such as the conflict between popular and inexpensive full-day childminding and the more expensive educationally oriented preschools. More than a general survey, this work gives numerous details, providing, for example, particulars indicating the impact on staff of John Bowlby's research and showing the positive influence of the "Kindergarten of the Air" radio program on parents' attitudes toward kindergarten.
