Book excerpt: The significant feature of the new planning and programing process that was initiated within the Department of Defense in early 1961 is the approach that is taken to decision-making and control in the vital area of defense expenditures. Planning is considered in long-range terms of missions, forces, and weapon systems, i.e., resource outputs, rather than in terms of the standard appropriation categories of procurement, construction, personnel, etc. In the course of budget review, the need for hurried decisions, with their obvious drawbacks, on major programs has been reduced considerably. The annual budget is now only a part of a longer-range plan. The new process incorporates an up-to-date, Five-Year Force Structure and Financial Program, expressed in terms of forces, manpower, and dollar requirements. Since this program requires a continuous type of budget review, a Program Change Proposal System was developed to aid in achieving this requirement. In this system, approval thresholds are established to concentrate attention on the major current or prospective issues, this being an obvious application of management by exception.

Book excerpt: A description of a new planning and programming process, initiated within the Department of Defense in early 1961. The significant feature of this process is the approach that is taken to decisionmaking and control in the vital area of defense expenditures. Planning is considered in long-range terms of missions, forces, and weapon systems (i.e., resource outputs) rather than in terms of the standard appropriation categories of procurement, construction, and personnel (i.e., resource inputs). The author discusses the implications of the new planning process, in the Department and throughout the Federal Government, especially as it removes the obvious drawbacks of ad hoc decisions made during budget review. Although in its first two years the new process has had significant effects on financial management, it has left the traditional fiscal process relatively unchanged.

Book excerpt: In this comprehensive study, 15 African experts describe and analyse the military budgetary processes and degree of parliamentary oversight and control in nine countries of Africa, spanning across all the continent's sub-regions. Each case study addresses a wide range of questions, such as the roles of the ministries of finance, budget offices, audit departments and external actors in the military budgetary processes, the extent of compliance with standard public expenditure management procedures, and how well official military expenditure figures reflect the true economic resources devoted to military activities in these countries.

Available in PDF, EPUB and Kindle. Book excerpt: The PPBE system is the policy development, resource planning, and budgeting process for national defense. This paper reviews and evaluates changes made from PPB to PPBE. The change to PPBE merged separate programming and budget reviews into a single review cycle, done simultaneously rather than sequentially. Second, it incorporated a biennial budget process matched to national electoral cycles. Major strategic changes would be made in the second and fourth year of a Presidential term and minimal updating change made in the first and third years. Third, it fixed timing of the process so that planning and budgeting were clearly derivative processes driven by the Quadrennial Defense Review and the National Military Strategy. Fourth, it changed the cycle for Office of the Secretary of Defense (OSD) provision of the top level planning information to the military departments and services from annual to biennial. The result of these changes was to create a two-year decision cycle with a complete review in year one followed by limited incremental review in year two. This was meant to decrease turbulence and reduce unnecessary re-making of decisions. The desired outcome was that decisions would be made more quickly and provide the right defense products faster, while the "off-year" would help improve the focus on budget execution.

Book excerpt: Formal systems of comprehensive planning and performance-based management have a long if disappointing history in American government. This is illustrated most dramatically by the failure of program budgeting (PPB) in the 1960s and resurrection of that management technique in a handful of agencies over the past decade. Beyond its present application, the significance of PPB lies in its relationship to the goals and assumptions of popular reforms associated with the performance movement. Program Budgeting and the Performance Movement examines PPB from its inception in the Department of Defense under Robert McNamara to its limited resurgence in recent years. It includes an in-depth case study of the adoption and effects of PPB at the National Oceanic and Atmospheric Administration. The fact that program budgeting is subject to the same limitations today that led to its demise four decades ago speaks to the viability of requirements, such as those imposed by the Government Performance and Results Act, that are designed to make government more businesslike in its operations.
