Une exploration théorique sur l’appropriation du PGI par l’UF a été réalisée. Cette exploration repose sur l’étude de la notion d’appropriation à partir de disciplines en Sciences Humaines et Sociales qui utilisent ce terme et, sur un état de l’art des travaux en Sciences de Gestion sur le PGI. Ce travail permet de proposer un modèle conceptuel de l’appropriation du PGI et de formuler la problématique suivante : quels sont les facteurs qui influencent le processus d’appropriation du PGI par l’UF vers les bonnes pratiques attendues? Des facteurs d’influence sont relevés dans la littérature, toutes disciplines confondues. Une étude de cas unique permet d’analyser les différents phénomènes représentés dans le modèle conceptuel et de répondre à notre question de recherche, en infirmant ou confirmant les facteurs issus de la littérature, mais aussi, en découvrant d’autres facteurs. Les résultats de l’étude montrent que le processus d’appropriation débute par des représentations pouvant être de trois états différents. Puis, ils montrent que c’est par l’interdépendance de facteurs individuels, contextuels, technologiques et des actions mises en place par d’autres acteurs que le processus d’appropriation du PGI par l’UF donne lieu aux bonnes pratiques attendues. Un modèle causal et intégrateur est proposé.
